Human Development Commission Community Action Agency HDC: Restoring Hope by Helping People and Changing Lives.

HDC is one of approximately 1,000 Community Action Agencies (CAAs) serving the U.S., Puerto Rico, and the Virgin Islands. CAAs were the centerpiece of President Lyndon Johnson's "War on Poverty" and founded as non-profit organizations that fight poverty at the local level. CAAs cover all cities and counties in the country and are a primary source of support for low-income individuals and seniors who wish to become self-sufficient and/or live independently.

We loved welcoming the Michigan Head Start Association to HDC! 💙 Thank you, Chanda and Abbey, for stopping by, learning more about our Early Head Start program, and helping shine a light on the incredible work our team does every day to support children and families across the Thumb and Lapeer areas. We’re so proud to be part of the Head Start community! 🚗✨

🚗 MHSA on the Road
Our Michigan Head Start Association on the Road journey continues! Follow along as Chanda and Abbey visit Head Start programs across the state, sharing the stories, innovative practices, and dedicated people who make a difference for Michigan's children and families.

📍 Stop #2 – Human Development Commission
Stop #2 on MHSA on the Road took us to the Human Development Commission in Lapeer, where we learned more about their Early Head Start program and the innovative ways they serve children and families across Huron, Lapeer, Sanilac, and Tuscola counties.

HDC serves 153 Early Head Start children, families, and expectant families through a home visiting model that builds strong relationships and supports healthy child development from the very beginning. They also offer a unique hybrid option, where eight children attend the center three days a week for three hours each day while continuing to receive two home visits each month—combining the benefits of classroom experiences with individualized family support.

Thank you to the HDC team for welcoming us, sharing your work, and demonstrating your commitment to meeting families where they are. It was a wonderful visit, and we look forward to continuing to highlight the incredible work happening across Michigan Head Start programs.
