UPDATE -- A Hilliard man has been charged with attempted felonious assault following an officer-involved shooting incident that occurred Wednesday, Sept. 16, in Hilliard.
At approximately 8 p.m., two officers arrived at 4635 Lowell Lane to arrest Frank Toscano, 62, a resident of the same address.
During the encounter, officers asked Toscano to remove his hand from his pocket and step forward out of the doorway. Instead, he pulled a gun from his pocket while stepping back. Officers struggled with Toscano over the fi***rm after he was ordered multiple times to drop it.
One Hilliard officer, a four-year veteran of the department, fired his weapon once, striking Toscano in the chest. The second officer is a seven-year veteran of the department. The officers immediately secured the fi***rm and rendered emergency aid until medics from the Norwich Township Fire Department arrived.
Toscano was transported to Riverside Methodist Hospital, where he remains in stable condition. Toscano has been charged with attempted felonious assault, a second-degree felony.
The original arrest warrant was for public indecency, a fourth-degree misdemeanor. The charge stemmed from an incident in which Toscano exposed himself to an employee at the Giant Eagle store at 4001 Britton Parkway on Friday, Sept. 11.
"While the circumstances of this incident are deeply unfortunate, we are grateful for the professionalism shown by the officers involved," said Chief Michael Woods. "This incident serves as a reminder of the difficult and often unpredictable nature of law enforcement. In a matter of seconds, these officers were required to transition from making an arrest to defending themselves against a deadly threat and then immediately to rendering aid."
In accordance with standard protocol, the investigation into the officer's discharge of his fi***rm has been turned over to the Ohio Bureau of Criminal Investigation (BCI), which is conducting an independent review of the incident.
The City of Hilliard Division of Police will complete an administrative review of the incident once BCI has completed its investigation. The officers have been placed on administrative leave in accordance with standard division policy.
The last officer-involved shooting in Hilliard occurred in 2011.
