I get asked about housing at almost every event. And I want to give an answer that's actually true, not just one that sounds good. Here's what the Wyoming Legislature can and can't do about housing costs in Teton County...

What it can't do: directly control home prices, force developers to build affordable units without any legal mechanism, or override the basic market dynamics that make Jackson Hole expensive.

What it can do:

The Legislature sets the scope of authority that counties and municipalities have to require deed-restricted workforce housing in new residential and commercial developments. Right now, that authority is limited. It doesn't have to be.

The Legislature can capitalize state revolving loan funds and land trust programs that give local employers and governments financing tools to acquire or build housing that stays affordable long-term.

The Legislature can not preempt local zoning and housing ordinances—which matters enormously, because if Cheyenne decides to override what Teton County is trying to do, the county's hands are tied.

The single most important thing a state rep can do on housing is protect local control: make sure Teton County has the legal room to implement the tools that actually work here. That's not a vague promise. It's a specific legislative commitment.
