🚨 Some Things Never Change 🚨

In 2022, four current members of the Board of Mayor and Aldermen, Jim Burkush, June Trisciani, Christine Fajardo, and Bill Barry voted to override Manchester's tax cap and approve a budget for FY2023 that exceeded the limit approved by voters.

Next week they will be back with a majority of the board attempting to override it again.

⚠️ Taxpayers should be concerned. ⚠️

The issue has never been a single budget year.

The issue is whether the tax cap remains a meaningful limit on government spending, or simply an obstacle to be ignored whenever City Hall wants to spend more.

🏗️ Manchester residents support investing in our city.
đź’° But Manchester residents also support accountability, fiscal discipline, and protecting taxpayers.

The tax cap was adopted by voters for a reason.

âś… Find efficiencies
âś… Eliminate waste
âś… Live within reasonable limits

Just like the families and businesses that pay the bills.

Manchester School Board Vice Chairman Jim O’Connell is once again pushing for “ budget autonomy” for the school district.

During budget discussions at last Tuesday’s Board of School Committee meeting, O’Connell again advocated for giving the school district autonomy over its budget.

What does “autonomy” really mean?

It means removing oversight from the Board of Mayor and Aldermen and giving the school board independent taxing authority.

Mayor Jay Ruais has stated he opposes this reckless idea and sees it as nothing more than a budget-busting move.

This year alone, the Mayor opposed TWO proposed school budgets that would have dramatically increased taxes on Manchester families:
- A $251.4 million “level-funded” budget that would have resulted in an estimated 8.89% tax increase — roughly $540 MORE annually on a $300,000 home.
- A fully funded $265.3 million budget that would have resulted in an estimated 14.04% tax increase — approximately $852 MORE annually on a $300,000 home.

This is not a new idea.

Since 2019, progressive activists and Democrat-aligned officials have repeatedly attempted to give the school board the power to:
- Set its own budget
- Override the tax cap
- Borrow money independently
- Remove aldermanic oversight
- Remove the Mayor from the school board

Again and again, those efforts failed because taxpayers understood the risk.

Manchester needs checks and balances, transparency, and fiscal accountability — not another independent taxing authority with the power to raise taxes with less oversight.
