On “Freedom’s Eve,” or the eve of January 1, 1863, the first Watch Night services took place. On that night, enslaved and free African Americans gathered in churches and private homes all across the country, awaiting news that the Emancipation Proclamation had taken effect. At the stroke of midnight, prayers were answered as all enslaved people in Confederate States were declared legally free.

Freedom for enslaved people in Texas was officially announced on June 19, 1865, by Union troops in Galveston Bay, leading to the celebration of "Juneteenth."

BUDGET BILLING - If you are already enrolled, you will automatically roll into the new plan year as a participant.

If you'd like to enroll in Budget Billing for the new plan year, 6/1/2026 to 5/31/2027, please visit https://parisnaturalgas.com/forms/ and select the Budget Billing Enrollment Form. You can print, complete with signature, and return to our office at PHCPUD, PO Box 309, Paris, TN 38242. You may also enroll at our office.

REMINDER to existing Budget Billing Customers: May is our settlement month. If you owe a balance, it will be due then. We always recommend customers watch their balance as the budget plan gets closer to the settlement month. The goal is to break even and not owe a bill at that time. Although, we'd prefer, for our customers' benefit, that they have a credit rather than to owe a balance in May.

Since 2008, National Safe Digging Month has been observed every April to remind everyone, homeowners and professionals alike, to do their part in keeping communities safe by contacting !

Hitting an underground utility line while digging can harm the environment, cause serious personal injuries, disrupt service to you and your neighbors and potentially incur fines and repair costs.

Call Tennessee 811 at least three days prior to starting any digging project to have your underground utility lines marked for free. You can also visit tenn811.com to submit a locate request online. It’s free, it’s easy and it’s the law.
