Township 101: Why are fiber crews digging up my front yard?

Right now, Alta (formerly called Cincinnati Bell) has permits to install fiber optic cable in Liberty Township for faster internet service. The work covers multiple subdivisions and the main roads. Spectrum has permits too, but only on a handful of specific properties. Depending on the location, these fiber lines usually go in the public right of way along the front of your yard.

Permits run for 18 months, so there's no firm date for when the work will be finished. Most crews stop for the season in October or November and come back in the spring.

Why the right of way and not an easement behind your house? Most easements belong to the utility that holds it, like AEP or AT&T. A different company can't run lines in it without the easement holder's permission and a lease agreement, and that rarely happens. So, most of the fiber goes in the right of way. Have you heard other fiber companies are coming? Alta has installed conduit with room for other providers. Many new lines could go in through access covers like the one in the photo, instead of requiring new digging in the future.

What to expect after a crew leaves: the company digging has to put the right of way back the way it was. That usually means fill, grass seed, and straw. New grass takes a season to come in, and seed put down this fall may not fill in until spring.

Today we’re starting a new online series: Township 101. We’ll take a question or topic that Township Hall gets all the time and try to explain it simply.

First up: what is the “right of way”? This topic is behind most of the questions we get about front yards, mailboxes, and utility crews. It’s the strip of land along the street, typically in what looks like your front yard, that holds the road, curb, ditch, sidewalk, and often utility lines. It usually runs 10 or more feet past the edge of the road. For most homes with a sidewalk, the first stretch of what looks like your front yard is actually the right of way, including the ground around your mailbox.

You mow it and take care of it. But the Township and various public utilities have the right to work in it for plowing, drainage, water and gas lines, electric, cable, fiber, and more. That’s why crews sometimes show up in front of your house without knocking first. One thing to know before you put anything there: fences, basketball hoops, electric dog fences, irrigation lines, and landscaping in the right of way can be removed if the Township or a utility needs to get in. On streets without curbs or sidewalks, a ditch in the right of way carries stormwater for the whole street, so rocks, pipes, and landscaping in a ditch can be removed if the Township or a utility has to fix a drainage problem. And just so we’re clear, the right of way is different from a utility easement. Utility easements are typically found along the side or rear of your property.

Not sure where your right of way ends? Check your plat or call Road Services at 740.938.2000

Coming later this week: why fiber optic crews are digging in my front yard, and what to expect after they leave.

Also tonight: the Board of Zoning Appeals meets at 7 p.m. at Township Hall.

Quote from Auditor of State Keith Faber:

"I am pleased to present Liberty Township Fiscal Officer Rick Karr with the Ohio Auditor of State Award with Distinction, recognizing the Township’s commitment to accurate financial reporting, accountability, and responsible stewardship of taxpayer dollars. Our office conducts approximately 4,200 audits each year, and this honor places Liberty Township among the top 4 percent, reflecting timely financial filings, reporting in accordance with generally accepted accounting principles, and a clean audit with no findings. Liberty Township also stands out as one of only three Ohio townships to earn the Government Finance Officers Association’s Certificate of Achievement for Excellence in Financial Reporting for multiple years—further demonstrating its sustained commitment to transparency and financial excellence. Credit belongs to Rick, his fiscal office staff, and every Township employee entrusted with public funds. Their dedication helps maintain the public’s confidence in how its money is managed.”

Here’s a recap of last night’s Board of Trustees meeting:

1. The Exchange rezoning project was denied. Pennant Construction asked to rezone about 10 acres on Clark-Shaw Road from rural residential to commercial for three buildings up to 55 feet tall. The Zoning Commission recommended denial, and the Trustees upheld it. The Trustees said it's a good project the community needs, but the site sits in a residential area and isn't the right fit. The applicant brought a revised plan Monday with the height brought down to code and changes to the landscaping, architecture, and access. Because the plan changed, the Trustees said the right path is back through the Zoning Commission.

2. Fire Station 322 on Sawmill Parkway is getting renovated and modernized. The Township is taking statements of qualifications from construction managers at risk. That's a firm that manages the project to a set budget and keeps costs down. The notice is on the website and will run in the Delaware Gazette.

3. The Fiscal Office earned the Auditor of State Award with Distinction. The Auditor's office handles about 4,200 audits a year, and this award puts Liberty Township in the top 4 percent: filed on time, a clean audit, GAAP accounting, and no findings. Credit goes to Fiscal Officer Rick Karr, his staff, and everyone at the Township who handles public money.
