RUMFORD POLICE DEPARTMENT ANNOUNCES OFFICER-IN-CHARGE (OIC) APPOINTMENTS

August 25, 2026 – The Rumford Police Department is proud to announce the appointment of three patrol officers to the rating of Officer-in-Charge (OIC): Patrolman Dakota Willhoite, Patrolman Breagh Macaulay, and Patrolman Justin Cummings.

The three officers successfully completed the Department’s competitive OIC selection process, which included written testing and an oral board designed to evaluate their knowledge, judgment, leadership abilities, and readiness to assume greater responsibility.
The Officer-in-Charge designation allows qualified patrol officers to serve as Acting Supervisor when a sergeant is unavailable or otherwise not assigned, providing leadership and supervisory oversight of patrol operations. OIC appointments are made at the discretion of the Chief of Police based upon demonstrated readiness to serve in a supervisory capacity and remain subject to ongoing review.

Patrolman Dakota Willhoite
Patrolman Willhoite joined the Rumford Police Department as a full-time patrol officer in December 2022. During his tenure, he has demonstrated a strong commitment to public safety and to further developing his skills as a law enforcement professional. He serves as one of the Department’s specialized Mechanics of Arrest, Restraint and Control (MARC) instructors. In addition to his regular patrol duties, he is assigned to a regional warrant team, training monthly and responding as needed to assist with the service of arrest and search warrants requiring enhanced planning, coordination, and specialized tactics.

Patrolman Breagh Macaulay
Patrolman Macaulay joined the Rumford Police Department in July 2025 after previously serving as a full-time police officer and K9 handler with the Scarborough and Paris Police Departments. She transferred to Rumford with her K9 partner, Rocket, and has distinguished herself as a calm, thoughtful, and level-headed officer who approaches difficult situations with understanding while remaining steadfast in her responsibility to enforce the law. Patrolman Macaulay and K9 Rocket serve as the Department’s first patrol K9 team, with Rocket specially trained in suspect apprehension in addition to other skills such as tracking and drug detection. Together, they have proven to be a formidable team and have been credited with several successful deployments involving the location, deescalation and safe apprehension of wanted or potentially dangerous individuals.

Patrolman Justin Cummings
Patrolman Cummings joined the Rumford Police Department as a full-time patrol officer in August 2025, bringing with him prior law enforcement and supervisory experience as a Lieutenant with the Paris Police Department. In just his first year with Rumford, he has consistently demonstrated a high degree of professionalism, sound judgment, and excellence in his duties, quickly earning the respect and confidence of the Department’s command staff. Known for his compassionate and level-headed approach to policing, Patrolman Cummings has distinguished himself during his relatively short tenure with the Department and is on an accelerated path of professional development. His appointment as an Officer-in-Charge immediately following the completion of his one-year probationary period reflects the confidence placed in his leadership abilities and his readiness to assume greater responsibility. He is also currently pursuing specialized training with the goal of joining the Department’s Fi****ms Instructor Team.

12:22 AM – Agency Assistance: Police were dispatched to Roxbury Road in Mexico to assist the Oxford County Sheriff’s Office with an unknown problem. Rumford officers were canceled before arrival after dispatch confirmed law enforcement assistance was no longer needed.
12:36 AM – Traffic Stop: Police conducted a traffic stop on Hancock Street and subsequently called in a Police K9 Team. K9 Niko alerted to the odor of illegal drugs coming from the vehicle; however, a subsequent search did not locate any illegal drugs.
2:26 AM – Trespassing: Police investigated a trespassing complaint on Lincoln Avenue.
9:52 AM – Search Warrant: Rumford officers assisted with the ex*****on of a search warrant on Eddie Kahkonen Road in Norway.
9:52 AM – Suspicious Activity: Police investigated an open door at an abandoned building on York Street. Officers secured the building.
10:17 AM – Medical Emergency: Police and EMS responded to South Rumford Road for a man who was vomiting blood. The man was transported to Rumford Community Hospital.
1:00 PM – 911 Hang-Up: Police investigated a 911 hang-up call plotting near Hartford Street. Officers were unable to obtain additional information; machinery could be heard in the background, and the call was believed to have been an accidental pocket dial from inside the mill.
1:13 PM – Welfare Check: Police attempted a welfare check on Ess*x Avenue but were unable to make contact with the individual.
1:17 PM – Animal Bite: Animal Control responded to an animal bite complaint on Loudine Avenue.
2:55 PM – Domestic Violence Warrant Arrest: Benjamin Felker, 36, of Rumford, was arrested at the Rumford Police Department on a warrant charging Domestic Violence.
3:19 PM – Administrative Detail: Police handled an administrative-related detail at the Rumford Police Department.
4:15 PM – Traffic Violation: Corey Harding, 39, of Rumford, was charged with Failure to Register a Motor Vehicle following a traffic stop on Falmouth Street.
5:31 PM – Accidental 911 Call: Police investigated an accidental 911 call on Isthmus Road. The caller had mistakenly dialed 911 while attempting to call his daughter. No emergency was found.
6:52 PM – Agency Assistance: Police responded to Osgood Avenue in Mexico to assist the Oxford County Sheriff’s Office with a report of several people in the roadway where a fight appeared imminent. Rumford officers assisted with scene control and cleared without further involvement.
7:34 PM – Citizen Assistance: Police followed up with residents on Rumford Avenue after a previous incident to ensure the problematic behavior had not continued.
8:41 PM – Animal Complaint: Animal Control responded to an animal-related complaint at Hosmer Field.
8:56 PM – Traffic Stop: Police stopped a vehicle on Bridge Street for several violations. The operator was educated about a criminal violation, issued a warning, and advised how to correct the issue.
9:28 PM – 911 Hang-Up: Police investigated a 911 hang-up call in the Cumberland Street area and determined it was connected to an earlier loose-dog complaint.
11:09 PM – Noise Complaint: Police received a complaint of loud music on Cumberland Street. Officers were occupied with an arrest and were unable to immediately check the area.

Friday, August 14
4:01 AM – Medical Emergency: Police, firefighters, and EMS responded to South Rumford Road for a person experiencing breathing problems.
7:15 AM – Animal Complaint: Animal Control responded to an animal-related complaint on Waldo Street.
10:44 AM – Parking Complaint: Police received a complaint regarding a black sedan parked in a no-parking area on Hancock Street.
12:17 PM – Citizen Assistance: Police responded to Waldo Street for a citizen-assistance request. The caller would not come to the door when officers arrived.
12:58 PM – Animal Complaint: Animal Control responded to an animal-related complaint on Hemingway Street.
1:05 PM – Indecent Exposure Complaint: Police responded to the area of Lincoln Avenue and Waldo Street after receiving a report of a man urinating in public. Officers checked the area but were unable to locate him.
1:08 PM – Peace Officer Standby: Police provided a peace officer standby on Maine Avenue.
1:16 PM – Shoplifting: Police investigated a reported theft at a business on Waldo Street. The investigation remains ongoing.

5:05 PM – Request for Police: Police received a request for an officer at the Police Department.
7:14 PM – Welfare Check: Police received a request to conduct a welfare check on Waldo Street. Officers advised the caller that, because of active court paperwork, they could not conduct the welfare check on her behalf. The caller understood.
7:30 PM – Mental Health Call: Police were requested to assist EMS on Hancock Street with a person experiencing a mental health crisis. Before officers arrived, EMS advised that police assistance was no longer needed.
7:55 PM – Citizen Assistance: Police spoke with a woman regarding an incident that had occurred in her apartment building.
8:22 PM – Suspicious Vehicle: Police investigated a suspicious vehicle on Pine Street. Officers located and identified the person associated with the vehicle and determined the individual was waiting to pick up a friend.
11:42 PM – Noise Complaint: Police responded to Hancock Street for a complaint of loud music coming from an apartment. Officers spoke with the resident, who agreed to turn the music down.

Saturday, August 15
3:16 AM – Threat Complaint: Police spoke with an out-of-state caller who reported receiving threats from a person in Rumford. The caller was advised to block the person sending the messages and contact local law enforcement where the caller resides.
5:06 AM – Medical Emergency: Police and EMS responded to a business on Bridge Street for a woman experiencing seizures. The woman, who was intoxicated, was evaluated and cleared by EMS. She was advised not to drive because of her level of intoxication and agreed to have a friend pick her up.
6:43 AM – Motor Vehicle Crash: Police and emergency personnel responded to a single-vehicle crash. The report identifies the incident location as Route 120 but states in the narrative that the crash occurred on Hancock Street. No injuries were reported.
11:10 AM – Animal Complaint: Animal Control responded to an animal-related complaint on Waldo Street.
12:10 PM – Motor Vehicle Crash: Police responded to Andover Road for a vehicle-versus-deer crash. The deer ran from the scene. The vehicle sustained minor front passenger-side damage, and no injuries were reported.
1:03 PM – Neighbor Dispute: Police responded to Hancock Street for a dispute between residents. Officers were still attempting to contact one of the parties involved.
1:44 PM – Citizen Assistance: Police spoke with a Maine Avenue resident regarding suspected drug activity in the area.
