SUNBURY RESIDENTS IT’S YOUR TURN TO SPEAK UP AND JOIN THE RESIDENTS OF SELINSGROVE ON JULY 13 @ 6:15 P.M.

NORTHUMBERLAND COUNTY DEMOCRATIC COMMITTEE (NCDC) STATEMENT ON THE PROPOSED SUNBURY POLICE DEPARTMENT ENTERING INTO A 287 (g)PARTNERSHIP WITH ICE

Mayor Josh Brosious’s proposal to partner the Sunbury Police Department with U.S. Immigration and Customs Enforcement (ICE) raises serious concerns about local leadership and public safety.
We join the Snyder County Democratic Committee (SCDC) and Snyder Union Northumberland Immigrant Community Support (SUN-ICS) Network in opposing these 287(g) proposals on moral, legal, and financial grounds. Rather than generating revenue, they may increase costs for taxpayers.
We urge the Mayor and Sunbury City Council to review the experience of other Pennsylvania municipalities that partnered with ICE. Key concerns include:
1. Lawsuits have followed cases in which local police detained U.S. citizens for ICE.
2. Municipalities can lose liability coverage over civil rights violations, shifting added insurance costs to taxpayers.
3. Immigration violations are civil matters, not criminal ones. Local police are trained to address crime, not enforce federal immigration policy. Small towns should not divert limited resources from public safety to pursue law-abiding immigrants, including those seeking legal status.
4. 287(g) agreements increase the risk of racial profiling and costly civil rights litigation.
5. Bonuses tied to arrest numbers conflict with Pennsylvania’s prohibition on quotas.
6. Although ICE promises financial incentives, many municipalities report delays or missing payments, uncovered training costs, and rising overtime expenses.
7. Sunbury and the Susquehanna Valley are home to immigrants who work, support their families, and strengthen our communities. Public safety depends on trust in law enforcement, and 287(g) partnerships undermine trust and discourage cooperation with local police.

For these reasons, Sunbury should reject any ICE 287(g) agreement. We believe the City Council, Mayor, and Police Department will regret entering such a partnership.

We encourage residents to attend the Sunbury City Council meeting at 6:15 p.m. on July 13 at City Hall on Market Street to voice their concerns.
