Meet our Maine Chief's of Police Association District 5 Chief, Mark Leonard, with the Veazie Police Department. Chief Leonard is one of eight District Chief's throughout the state to represent their designated areas to support and help with communication with the Maine Chief's and our partners. Each District Chief is vital to the success of the Maine Chief's of Police Association and our mission.

Mark Leonard is a seasoned law enforcement professional and public servant, with over two decades of experience in various leadership roles within the Town of Veazie, Maine. Currently serving as both the Town Manager and Police Chief, Leonard brings a wealth of experience, a strong commitment to his community, and a deep understanding of public safety and municipal operations.

As the Police Chief, Leonard leads a team of 10 officers and plays a crucial role in budget preparation, policy review, and community outreach. He has held several leadership positions in law enforcement organizations, including serving as the President of the Maine Chiefs of Police Association and the New England Association of Chief’s of Police and is the current Region 5 Representative. Leonard’s leadership extends beyond Veazie, as he served as the Interim Police Chief in Lincoln, Maine, from 2023-2025.

In his role as Town Manager, Leonard oversees a staff of six members and manages an annual budget of approximately $8 million. He is responsible for preparing and presenting budgets, consulting with local, state, and federal representatives, and
performing key administrative tasks. Additionally, he serves as Assistant Code Enforcement Officer and Health Officer for the town.

Outside his professional duties, Leonard is an active member of his community and the state. He serves as the Immediate Past Chair of the Penquis CAP Board of Directors and is involved with several other community organizations, including the Bangor Y Board of Directors where he is the current Vice Chair and Chair of the Penobscot Downeast Cable Consortium. Most recently Leonard has joined the Executive Committee for Maine Municipal Association. Leonard is an Eagle Scout, Master Mason and a Noble at Mystic Shrine, Anah Temple. He is a proud Father of two daughters and the grandfather. In his free time, Leonard enjoys riding his snowmobile in the winter and motorcycle in the summer.

The Maine Chief's of Police Association are lucky to work for Chief Leonard, Maine Law Enforcement and our stakeholders, and the citizens of Maine.

*SCAM ALERT*

The Veazie Police Department is warning the public about a suspected online scam involving a business calling itself "CASCO BAY CLASSIC CARS LLC", which claims to be located in Veazie, Maine.

The website advertises classic vehicles at prices far below market value and asks buyers to send payment with the promise that the vehicle will be shipped after purchase. In these cases, victims send payment but never receive the vehicle.

We are currently working to have the website associated with this scam shut down. In the meantime, please use caution when purchasing vehicles online and thoroughly verify any seller before sending money.

If you believe you may have been affected by this scam, please contact your local law enforcement agency.

State Police are assisting the Windham Police Department with a shooting that occurred at approximately 1:55 PM today, on Route 302 in North Windham. Anyone with information regarding this investigation is urged to call the State Police at 207-624-7076.

If you received a text message that looks a lot like the model in the attached photo, we can officially tell you it is shenanigans. How do we know? Let us count the ways...

Maine has a Bureau of Motor Vehicles, so BMV, not DMV.
15C-16.003 is not a real Maine code, law, guideline, whatever. It's not real.
Credit rating? How does a possible fine relate to your credit rating?
If you type in the site listed in the message, it says;

"Dangerous site
Attackers on the site you tried visiting might trick you into installing software or revealing things like your passwords, phone, or credit card numbers. Chrome strongly recommends going back to safety. Learn more about this warning."

Don't respond, don't go to the web address, don't believe everything you're sent via text. Next thing you know, it'll be something from a prince who needs your help to claim a throne and fortune, and the fortune will be shared with you.

On May 2nd, 3rd, and 4th, 2025, the Maine State Police, Maine Warden Service, Federal Bureau of Investigation, and numerous volunteers from search and rescue organizations will conduct planned searches in the New Sweden area for Stefanie Damron, a 14-year-old girl who was reported missing by her family on September 24, 2024.

The timing of the searches reflects improved weather conditions and coordination of available resources. The public should expect to see a large law enforcement presence in several areas, including searches on foot, by vehicle, and with the use of drones. These are routine, coordinated efforts, and there is no danger to the public.

As a reminder, the FBI is offering a $15,000 reward for information that leads to Stefanie’s safe return or the arrest and prosecution of anyone involved in her disappearance. Anyone with information is urged to contact the Maine State Police at 207-532-5400.
