Winfield R-IV Schools is asking voters to consider a simple shift: not a tax increase.

✅ Proposition C.A.R.E. (Community Action Reinvesting in Education) would move existing tax dollars from the Debt Service Fund to the Operating Fund.

✅ The total tax levy stays the same at $4.32.

✅ No new taxes. No tax rate increase.

This transfer is possible because of responsible financial planning and the district’s ability to pay down debt ahead of schedule.

By reinvesting existing dollars into daily operations, we can continue supporting:

❤️Strong educational programs
❤️Safe and well-maintained facilities
❤️Opportunities for our students to thrive

We're thrilled to introduce a new partnership between Winfield R-IV School District and the Lincoln County YMCA!

✨ Y Club After School Care is coming to Winfield Primary School for the 2026-2027 school year! Y Club provides so much more than after-school care. Students will enjoy homework help, STEAM activities, leadership opportunities, physical activity, social-emotional learning, crafts, friendships, and a safe, supportive environment where they can learn and grow.

This is just the beginning of an exciting partnership that will create even more opportunities for our students and families!

✨ But first... let's make Summer 2026 a success!

✨ The Lincoln County YMCA Summer Day Camp is scheduled to be hosted right here at Winfield Intermediate School from June 29 – August 14. Campers will enjoy swimming, sports, STEM activities, arts & crafts, field trips, themed weeks, and unforgettable summer adventures!

SPECIAL OFFER: Register by June 15 and receive 10% OFF new summer camp registrations!

⚠️ We need your help! Summer camp enrollment is currently lower than expected. The YMCA will make decisions on July 15 regarding whether camps will continue as planned, be modified, or potentially canceled due to enrollment numbers. Warrior Community, We Need Your Help Understanding Proposition C.A.R.E.

As we look toward the future of Winfield R-IV, the Board of Education has voted to place Proposition C.A.R.E. (Community Action Reinvesting in Education) on the August 4, 2026 ballot.

First and most importantly:

✅ This is a ZERO-TAX-RATE-INCREASE proposal.
✅ Your total tax rate will remain exactly the same.
✅ No new taxes. No tax increase.

So what is Proposition C.A.R.E.?

Think of our school finances as having two separate buckets:

📚 Operating Fund – Pays for the day-to-day needs of our schools, including teacher and staff salaries, classroom materials, technology, utilities, and routine maintenance.

🏫 Debt Service Fund – Pays for voter-approved construction bonds and major facility projects.

Thanks to responsible financial management and paying down debt ahead of schedule, our district is in a position to reduce the amount needed in the Debt Service Fund. At the same time, rising costs for educational programs, utilities, supplies, and competitive salaries have placed increasing pressure on our Operating Fund, which is currently at Missouri’s minimum allowable rate.

Proposition C.A.R.E. simply transfers $.25 from one fund to the other:

➡️ Operating Fund: $2.75 → $3.00
⬅️ Debt Service Fund: $1.5755 → $1.3255

Total Tax Rate: $4.3255 (No Change)

If approved, this transfer will allow Winfield R-IV to reinvest in what matters most:

✔️ Recruiting and retaining outstanding teachers and staff
✔️ Supporting student learning and classroom resources
✔️ Maintaining safe, secure, and effective learning environments
✔️ Meeting rising operational costs without increasing the overall tax rate

Over the coming weeks, we'll continue sharing information and answering questions so every voter can make an informed decision before Election Day on August 4, 2026.

As we close out the 2025–2026 school year, we proudly reflect on the dedication, passion, and unwavering commitment shown by our incredible Winfield Warriors staff. Throughout the year, our certified and classified team members gave their all each and every day to support, inspire, and empower our students and community.

To honor the outstanding work of our employees, we recently gathered for our annual Staff Awards Celebration; a special time to recognize the heart of our district. We proudly celebrated our Staff Members of the Year, both Certified and Classified, whose leadership, compassion, and excellence truly embody the Warrior spirit.

We also recognized those reaching important Years of Service milestones with our Winfield Service Pins, honoring the loyalty and dedication that continue to strengthen our district year after year.
