The Town of Winslow has set its FY27 property tax rate at $14.50 per $1,000 of taxable assessed value. This is lower than last year’s rate of $14.85 and the $14.90 rate projected during the budget process. A lower mil rate, however, does not necessarily mean that property owners will receive a lower tax bill.

A property tax bill is determined by two figures: the property’s taxable assessed value and the mil rate. Winslow’s statistical revaluation updated property values and changed how the overall tax responsibility is distributed among properties. The revaluation does not, by itself, determine the total amount of revenue raised by the Town.

That amount is based on the approved budget after other available revenues are applied. Winslow’s FY27 total budget increased by approximately 7.1%. After accounting for other revenues, the Townwide amount to be raised through property taxes increased by approximately 6.7%.

At the same time, Winslow’s taxable valuation base grew by a greater percentage. Because the valuation base grew faster than the property-tax requirement, the mil rate declined.

“Residents deserve a clear explanation of both the mil rate and the amount being raised through property taxes. The FY27 budget requires more property-tax revenue than last year, but growth in Winslow’s taxable valuation base allowed the final rate to decline. Throughout the budget process, we remained focused on limiting the impact on taxpayers while maintaining the services residents rely on. The $14.50 rate reduces what taxpayers would otherwise owe on their updated taxable values.”

— Marc Amaral, Town Manager
