Lyon County Board of County Commissioners Meeting Summary ― July 2, 2026
Yerington, Nevada – The Lyon County Board of County Commissioners (BOCC) met on Thursday, July 2, 2026, to hear presentations, conduct public hearings, and take action on several significant development and policy items. Highlights from the meeting include:
Declaration of Emergency
The BOCC approved a resolution declaring an emergency for Lyon County due to flash flooding and mudslides which occurred on Friday, June 19, 2026 significantly impacting the Stagecoach area. Lyon County Emergency Management & Government Affairs Director, Taylor Allison reported Lyon County and the Stagecoach GID have identified approximately $290,000 in public infrastructure damages including to roads, ditches, drainages, and water utilities. Approving a declaration is the first step in Lyon County requesting additional state and federal resources.
Presentations
The Board heard a presentation from Chantae Lessard of Hudbay Minerals Inc. with an update on the Mason Project, outlining its development timeline, environmental studies, permitting process, and community engagement efforts. County Ordinances
The Board approved an ordinance creating the North Lyon County Power General Improvement District for furnishing electric light and power in accordance with NRS 318.050 and NRS 318.055.
Commission Appointments
Commissioners appointed Gretchen Montgomery to the Smith Valley Fire Protection District Board of Directors with a term expiring December 31, 2026.
The Board also appointed Michael Irvin (Silver Springs) with a term expiring December 31, 2028 and Jim Davis (Dayton) with one term expiring December 31, 2026 to the Planning Commission.
Board of Health
The Board recessed and reconvened as the Board of Health, receiving several presentations on behavioral health and rural healthcare initiatives. The Northern Regional Behavioral Health Policy Board outlined proposed 2027 legislative concepts, including expanding the types of licensed mental health providers authorized to discharge mental health crisis holds to improve access to care and reduce unnecessary delays in returning patients home.
The Board also received updates on Rural Health Transformation-funded projects, including boiler replacements at South Lyon Medical Center, expansion of the Silver Springs Stagecoach Hospital District into a mobile health hub, and a mobile dental van to increase access to care. Additional presentations highlighted the need for dedicated staffing for Nevada’s Rural Continuum of Care to better coordinate homelessness services in rural communities and reviewed the 2026 Lyon County Behavioral Health Plan and Opioid Needs Assessment, which identifies priorities for opioid settlement funding such as workforce development, youth prevention, post-discharge support, jail reentry services, and continued efforts to address opioid misuse. The Board of Health tabled adoption of the Opioid Use and Misuse Community Needs Assessment until its next meeting to provide members additional time to review the document.
Planning Items
Commissioners approved the request from the Boys and Girls Club of Mason Valley for a Conditional Use Permit to construct and operate a 13,660 sq. ft. teen and childcare center and a 14,130 sq. ft. gymnasium on land subject to Rural Residential, 5-acre minimum (RR-5) zoning located in Silver Springs at 4035 W Spruce Avenue on a 3.85-acre parcel.
In addition, the Board approved the request by NV Energy for a Conditional Use Permit for three 345kV transmission lines. The lines extend from the Walker River Substation in Mason Valley to south of U.S. Highway 50 in Dayton, the General Land Use Area - North, Mason Valley, Silver Springs, and Stagecoach, with a combined total length of approximately 90 miles.
Other Board Actions
Mobile Outreach Safety Team (MOST) Program Grants – The Board approved two grant awards through the Nevada Department of Public Safety, Office of Criminal Justice Assistance, under the Byrne State Crisis Intervention Program Formula Grant. The awards provide more than $682,000 to support Lyon County's behavioral health co-responder Mobile Outreach Safety Team (MOST) partnership between the Lyon County Sheriff's Office and Lyon County Human Services, including funding for law enforcement response capabilities and two clinicians dedicated to youth crisis response and the MOST program.
Facilities – Accepted the donation of two sculptures to the Silver City Park from the Silver City Preservation Society and approve the use up to $4,000 of Park Construction Tax for the installation in a location to be determined by the County.
Approved the use of $5,000 from Park Construction Tax for the materials needed to close in the generator shed at the Dressler Park arena as well as a request to spend up to $5,000 from Park Construction Tax on purchasing commercial picnic tables for Dressler Park.
Human Resources – Approved the Management Pay Plan for Fiscal Years 2027 and 2028 as presented, bringing back one position at the next meeting for approval. Commissioners also accepted a reimbursement grant in the amount of $4,256 from POOL/PACT for HR Personnel to attend an administrative workplace investigation training and certification conference.
Utilities – Approved a contract with DOWL, LLC in an amount not to exceed $49,000 to provide on-call professional engineering and surveying services in support of the Utilities Department. Services may include assistance with water systems, sewer and effluent disposal systems, and other related projects and tasks as authorized in writing by the Utilities Department. Finally, the Board approved a contract with Lumos & Associates in an amount not to exceed $45,700 for the preparation of bid documents; contractor bid solicitation and selection; and construction management and inspection services for the Lift Station 1 Coating Project.
Closing Business
The Board recessed to reconvene as the Silver Springs GID to approve a contract with AtkinsRealis in an amount not to exceed $191,000 for the preparation of bid documents; assistance with project bidding and contractor selection; construction administration and management services; and evaluation of the liner condition, including recommendations for liner rehabilitation, for the Silver Springs GID Wastewater Plant Sludge Pond 2 Cleaning Project.
