ALFRED NZO DISTRICT COUNCIL ADOPTS 2026/27 FINAL BUDGET AND APPOINTS MS. SITYATA AS PERMANENT CFO
The Alfred Nzo District Municipality (ANDM) has successfully adopted its Final Budget and Integrated Development Plan (IDP) for the 2026/2027 financial year. This landmark decision was taken during the 04th Ordinary Council Meeting, convened today, 28 May 2026, by the Speaker of Council, Cllr. Sixolile Mehlomakulu, at the Royal Courtyard Hotel in Matatiele.
Prior to adoption, the Municipality, in partnership with all local municipalities within the district, conducted extensive IDP and Budget roadshows across various communities. The issues, concerns, and proposals raised during these public consultation sessions were duly recorded and considered to ensure the budget addresses the true needs of our people.
For the 2026/27 financial year, the Total Operating Income is projected at R 1.745 billion, while the Total Operating Expenditure is set at R 1.735 billion, yielding a positive Budgeted Surplus of more than R 9 million.
To safeguard the existing infrastructure and improve service reliability, the Council has dedicated a substantial R 91 million strictly for repairs and maintenance. To support these ongoing operations and expand water infrastructure, the Water and Sewerage Tariff has been adjusted by a modest 6% increase.
In a critical step towards stabilizing administrative leadership, a report was tabled by the Executive Mayor, Cllr. Tsileng Sobuthongo, on behalf of the Mayoral Committee, resolving to approve the Recruitment Report to appoint Ms. Siyasanga Yolani Sityata as the new permanent Chief Financial Officer (CFO) of the Alfred Nzo District Municipality.
Ms. Sityata, a seasoned local government professional, is the current CFO of Johannes Phumani Phungula Local Municipality. She holds an impressive academic and professional profile, including an ND Accounting, a Bachelor of Technology in Taxation, a Postgraduate Diploma in Risk Management, a Master of Business Administration, a qualification in Municipal Finance & Supply Chain Management, and SAICA accreditation.
Her extensive career in financial management and governance includes serving as Head of Operations at Bonakude Consulting Pty Ltd from April 2018 to June 2020, Assistant CFO at Ubuhlebezwe Local Municipality from 13 April 2015 to March 2018, during which she also served as Acting CFO from 01 May 2017 to October 2017.
Her prior experience includes working as Assistant Director Financial Services at the Department of Social Development, a Consultant at Bonakude Consulting Pty Ltd, an Auditor and Trainee Auditor at the Auditor-General (AG) SA and a Trainee Accountant at Accounting & Financial Services from March 2008 to 31 December 2008.
Her appointment fills a critical vacancy that arose following the resignation of the former CFO, Mrs. Unathi Mahlasela, whose position was formally declared vacant by Council on 31 March 2025.
Driven by a commitment to good governance, compliance, and accelerated service delivery, the Council further approved a suite of strategic reports and policies from the Mayoral Committee. These include:
• Adoption and Implementation of the COGTA Municipal Non-Negotiable Booklet.
• Approving the financial blueprints and annual budgets for the 2026/2027 cycle, alongside the forward-looking Multi-Year Business Plan and Annual Budget for 2027–2029 to ensure infrastructure funding is fully maximized.
• Adopting the Final Staff Establishment Analysis Report for 2026/2027 to optimize human resources and institutional capacity for service delivery.
• Approving the implementation framework for major Bulk Water Supply Projects (Bulk Dams) and adopting the proposed Policy on Rural Yard Connections to expand clean water access directly to households.
• Disaster Management Financial Intervention Support Policy.
• Approving the appointment of two additional Audit and Performance Committee (APC) members specializing in Infrastructure Engineering and Information and Communication Technology (ICT).
• Accepting the recommendation for Ntabankulu Local Municipality to assist the Alfred Nzo District Municipality with Financial Misconduct Disciplinary Board functions, reinforcing accountability and clean administration.
In further administrative matters, the Council formally noted the resignation of Mr. Nathi Nqoko. The Municipality expresses its appreciation for his contribution during his tenure with the institution.
