CSDC Durrës at the GRB Community of Practice 2026 in Ohrid
The Civil Society Development Center (CSDC) Durrës was represented by Migena Nako at the Gender-Responsive Budgeting (GRB) Community of Practice, held in Ohrid on 24–27 August 2026, bringing together civil society organisations, researchers, practitioners and gender-budgeting experts from across the region.
During the session on Gender-Responsive Climate Finance and Just Transition, Migena presented the paper: “From Climate Projects to Climate Budgets – Integrating Gender-Responsive Budgeting into Local Climate Finance through Civil Society Practice in Albania”, co-authored with Mirjam Reçi, University Aleksandër Moisiu Durrës.
The presentation addressed a critical question for climate policy: Who actually benefits from climate finance? A central message of the presentation was that green spending is not automatically inclusive. Gender-responsive budgeting can help make visible who benefits, who participates in decision-making, and which groups may still be excluded from climate investments. This requires gender-disaggregated evidence, participatory budget consultations, climate-GRB budget tagging and indicators, outcome monitoring, and stronger CSO engagement in policy dialogue.

from spending to outcomes,
and from consultation to accountability.
Participation in the GRB Community of Practice provided an important opportunity for CSDC Durrës to contribute Albanian civil society experience to regional discussions on gender-responsive climate finance, just transition and accountable local governance, while exchanging knowledge and approaches with organisations and experts from across the Western Balkans and beyond.
