Featured Publication of the Month 🎯 Reintegration is a complex process that extends beyond the moment of return, encompassing economic, institutional, and social dimensions.

🎯 Drawing on the experiences of returnees in Bangladesh, Iraq, and Pakistan, the Knowledge Paper explores the economic, social, and psychosocial challenges they face when rebuilding their lives after return.

🎯 The publication highlights barriers such as skills recognition, access to employment and finance, fragmented support services, and the stigma that many returnees continue to encounter, particularly women.

🌍 Developed under the framework of the Budapest Process, the Knowledge Paper presents practical recommendations to strengthen reintegration systems; including improved case management, referral mechanisms, institutional coordination, and community-based support.

📌 By addressing reintegration as a shared responsibility, countries can foster more sustainable outcomes for returnees and the communities they rejoin.

PARIM-III Launch: 📢 ICMPD has officially launched Phase III of the Awareness Raising and Information Campaigns on the Risks of Irregular Migration in Pakistan – PARIM-III in Pakistan, marking another important step in strengthening access to credible migration information and promoting safe, orderly and regular migration pathways.

🤝 Building on the achievements of PARIM-I, PARIM-II and the wider work of the Migrant Resource Centres in Pakistan, PARIM-III will further support awareness-raising, community outreach and evidence-based communication on the risks of irregular migration, misinformation, fraudulent recruitment and unsafe mobility practices.

🔎 A key component of PARIM-III will be research to better understand migration trends, community-level information needs, drivers of irregular migration, misinformation patterns and the role of trusted messengers. These insights will help shape targeted awareness campaigns, outreach approaches and policy-relevant recommendations.

🌍 The project will continue to work closely with national and provincial stakeholders, including government counterparts, civil society, academia, media and community actors, to reach potential migrants, outgoing migrant workers, families, youth, Afghan communities and other vulnerable groups with reliable and practical information.

📍 A key focus of PARIM-III will be the expansion of the MRC-led approach, including preparatory work for the proposed establishment of MRC Karachi, to strengthen migration information, referral support and outreach in Sindh and other priority areas.

🖇️ Through PARIM-III, ICMPD remains committed to supporting the Government of Pakistan, the European Union and partner countries in advancing informed migration decision-making, regular labour mobility, migrant protection and community-level resilience against misinformation.

📢 On , ICMPD Pakistan joined FIA, UNODC, IOM, UNHCR, ILO, SSDO, IRARA and partners in Islamabad under this year’s theme, “Trapped Behind the Scam.”

💡 The commemoration highlighted evolving forms of trafficking, including trafficking for forced criminality, online scam operations, and other cyber-enabled exploitation. Partners reaffirmed the need for coordinated action to strengthen prevention, victim identification and protection, criminal justice cooperation, the non-punishment principle, and dignified reintegration.

🤝 ICMPD remains committed to supporting the Government of Pakistan, FIA, MOPHRD, international partners and civil society in advancing safe, orderly and regular migration, strengthening institutional capacities, and ensuring that prospective migrants and their families have access to reliable information before they fall into the hands of traffickers, fraudulent recruiters or criminal networks.

📢 Pakistan has officially launched its National Emigration and Welfare Policy 2026 – an important milestone in strengthening labour migration governance, promoting safe and regular migration pathways, protecting overseas workers, and maximising the development potential of migration for Pakistan’s socio-economic development.

🗨️ Launched in Islamabad by H.E. Chaudhry Salik Hussain, Federal Minister for Overseas Pakistanis and Human Resource Development, the policy reflects Pakistan’s commitment to ensuring that migration is a pathway to opportunity, dignity, and national progress.

🤝 Developed by the Ministry of Overseas Pakistanis and Human Resource Development, with support from the European Union through the EU-funded PROTECT project and with ICMPD as technical partner, the policy sets out a forward-looking framework for safe, orderly and regular emigration, skills development, migrant protection and welfare, diaspora engagement, formal remittance channels, and reintegration of returning migrants.

👥 ICMPD was represented at the launch by Sedef Dearing, Deputy Director General, and Marija Raus, Head of Region Silk Routes and Head of the Budapest Process Secretariat, alongside ICMPD Pakistan colleagues.

World Day Against Trafficking in Persons 🌍 Combating trafficking in human beings (THB) requires whole-of-route cooperation and strong institutional capacities.

Today, ICMPD highlights the importance of cross-regional migration dialogues and route-based cooperation, bringing together countries of origin, transit, and destination for joint action.

📌 A whole-of-route approach strengthens knowledge sharing, coordination, law enforcement cooperation, and harmonised legal and policy frameworks.

📌 Preventing trafficking requires providing migrants with reliable information on safe and legal migration pathways, enabling them to make safer, informed choices and reduce vulnerability.

🤝 For nearly 25 years, ICMPD has supported countries in developing comprehensive anti-trafficking strategies aligned with international and European standards.
