International Centre for Migration Policy Development (ICMPD) ICMPD receives contributions from its Member States and bilateral donors, the European Commission, UN partners, and other multilateral institutions.

ICMPD is an international organisation contributing to the development of better and safer migration policies and programmes, linking policy and research, cooperation, community outreach, and capacity development. The International Centre for Migration Policy Development (ICMPD) is an international organisation, with 20 Member States and working in more than 90 countries worldwide. Contributing to

the development of better and safer migration policies and programmes, ICMPD takes a holistic approach to migration: structurally linking policy and research, cooperation, community outreach, and capacity development. With over 600 staff members, it takes a regional approach in its work towards efficient cooperation and partnerships along key migration routes, with a focus on Africa, Central and South Asia, Europe, Mediterranean, and the Middle East. Founded in 1993 with headquarters in Vienna and a liaison office in Brussels, ICMPD holds UN observer status and cooperates with more than 200 partners including EU institutions, UN agencies, Member States, and several countries.

📌 Climate change has reshaped human mobility on an unprecedented scale: approximately 250 million people have been triggered by weather-related disasters in the past decade, and up to 216 million are projected by 2050.
📌 Climate change also intersects with pre-existing vulnerabilities and generates a continuum of mobility and immobility outcomes – from adaptation in place to crisis-driven displacement.

🎉 Join us to celebrate and reflect on the 10th anniversary of Migrant Resource Centres (MRCs).

Did you know?
💡The MRC concept emerged in 2013 during a Budapest Process meeting in Islamabad, emphasising the need for reliable migration information and guidance.

💡The MRCs are multi-purpose service points for migrants, returnees and communities - one of ICMPD's flagship initiatives.

💡In 2016, the first MRC opened in Lahore with national and international cooperation.

💡Currently, 10 MRCs are operational, supported by 54 staff, covering Afghanistan (online), Iraq, Kyrgyzstan, Pakistan, Sri Lanka, Tajikistan, and Uzbekistan.

🎉 The 10th anniversary is an opportunity to evaluate the MRC model's impact on migration governance challenges in the Silk Routes region, with a key feature being its incorporation into national systems from the outset.

🤝 For the next decade, the founding principle remains unchanged: migration decisions should be guided by credible information.

📌 Throughout 2026, the anniversary is celebrated across MRC operating countries and across ICMPD, with regional exchanges, high-level events and media engagements.

🌍 Strengthening safe and legal migration pathways in Central Asia

🤝 The European Union, the Ministry of Labour, Social Security and Migration of the Kyrgyz Republic, and ICMPD have opened a new Migrant Resource Centre (MRC) in Bishkek to expand access to services and promote safe and legal migration.

📌 Established under the EU-funded PROTECT project and in cooperation with the Centre for Employment of Citizens Abroad, the Centre provides information on legal migration channels, pre-departure and reintegration counselling, and awareness on risks of irregular migration and human trafficking.

📌 As the second Migrant Resource Centre in Kyrgyzstan and fourth in Central Asia, the Bishkek MRC builds on a growing network delivering practical, rights-based support to migrants, returnees and their families.

📌 The opening event in Bishkek – commemorating the 10th anniversary of the MRCs globally – brought together over 60 stakeholders and marked strengthened cooperation with national partners, alongside a new agreement to support the operationalisation of the MRC.

🌍 How are Member States advancing towards full implementation of the EU Pact on Migration and Asylum?

🤝 ICMPD is supporting Member States in aligning legislation, strengthening systems and procedures, and enhancing institutional capacities.

🤝 In cooperation with the European Commission SG REFORM, and supported through the Technical Support Instrument (TSI), ICMPD’s Member States Programme delivers tailored technical, legal and operational support.

📌 Support across Czechia, Estonia, Ireland, Lithuania and Romania strengthens key areas including asylum procedures, border security, screening, vulnerability assessments and Solidarity responsibility mechanisms.

📌 National Implementation Plans, knowledge exchange and large-scale simulation exercises – including testing readiness – are enhancing coordination and preparedness to operationalise the EU Pact.

📢 The 2025 (VMC2025) Report is now available.

📚 Marking the 10th edition of ICMPD's flagship event, the report synthesises two days of dialogue on 21–22 October 2025, bringing together nearly 350 in-person and 1,500 online participants across 15 sessions.

📌 Set against a backdrop of heightened geopolitical uncertainty, last year's discussions examined the implementation of the EU Pact on Migration and Asylum, reform of the EU return framework, sustainable reintegration, labour shortages and migration pathways, and the resilience of the international protection system - with a recurring call to recalibrate partnerships toward more balanced and mutually beneficial cooperation.

📝 Policymakers are increasingly viewing skills mobility partnerships (SMPs) as a promising tool to address skill shortages and mismatches in the EU while also producing benefits for countries of origin and migrants themselves.

Yet variations in their design have implications for how gains are distributed and who ultimately benefits, highlighting opportunities to strengthen SMPs to better reflect the interests of migrants, employers, and countries of origin and destination.

📝 In the latest commentary, Sabeth Kessler and Caitlin Katsiaficas draw on a global mapping of 156 SMPs conducted through the EU-funded Link4Skills project and identify 6 ways to improve mutual benefits, supporting the fairness and sustainability of SMPs and labour mobility more broadly.

🌍 The Migrant Resource Centre (MRC) in Tashkent hosted the European Union Ambassador to Uzbekistan, Toivo Klaar, and Austrian Foreign Minister Beate Meinl-Reisinger and Interior Minister Gerhard Karner, with ICMPD Deputy Director General, Sedef Dearing.

🤝 Their meetings highlighted the impact of the EU-funded PROTECT project, implemented by ICMPD, and the EU’s continued support for safe, orderly, and regular migration from Uzbekistan and Central Asia.
🤝 The visit strengthened cooperation between the EU, Austria, ICMPD, and Uzbekistan, reaffirming their commitment to safe and regular migration, including legal pathways and labour mobility across Central Asia.
🤝 The MRC in Tashkent is the latest Centre in a growing regional network across Central Asia and the Silk Routes regions, building on 10 years of operational experience.

📌 The PROTECT project supports stronger migration governance, promotes safe and regular labour migration pathways, and enhances migrant protection across Central Asia.
📌 The MRCs offer trusted information, counselling and referral support to people planning to work abroad, as well as to returning migrants and their families; reducing risks of irregular migration, fraudulent recruitment, trafficking in persons, and unsafe employment practices.
📌 The MRCs demonstrated how European cooperation translates into concrete, people-centred services on the ground.
