ICMPD receives contributions from its Member States and bilateral donors, the European Commission, UN partners, and other multilateral institutions.

ICMPD is an international organisation contributing to the development of better and safer migration policies and programmes, linking policy and research, cooperation, community outreach, and capacity development. The International Centre for Migration Policy Development (ICMPD) is an international organisation, with 20 Member States and working in more than 90 countries worldwide. Contributing to

the development of better and safer migration policies and programmes, ICMPD takes a holistic approach to migration: structurally linking policy and research, cooperation, community outreach, and capacity development. With over 600 staff members, it takes a regional approach in its work towards efficient cooperation and partnerships along key migration routes, with a focus on Africa, Central and South Asia, Europe, Mediterranean, and the Middle East. Founded in 1993 with headquarters in Vienna and a liaison office in Brussels, ICMPD holds UN observer status and cooperates with more than 200 partners including EU institutions, UN agencies, Member States, and several countries.

🤝 At this year's Ukraine Recovery Conference in Gdańsk, Director General Susanne Raab reaffirmed ICMPD’s commitment and long-standing cooperation with Ukraine, ICMPD Member States, and EU Member States and institutions.

🤝Director General Raab highlighted that mobility schemes should be considered within recovery planning, using a human-centred approach that reflects Ukrainians’ needs, capacities, and aspirations.
🤝 Director General Raab discussed Ukraine’s recovery reliance on displaced people, returnees, youth, women, veterans, older workers, and Ukrainian citizens abroad staying connected and involved in economic, civic, and community life.

📌 The side event on diaspora engagement and facilitating voluntary returns gathered EU Special Envoy for Ukraine Ylva Johansson, Ukraine Deputy Minister Ilona Havronska, and representatives from international organisations and diaspora associations.
🤝 Violeta Wagner, Regional Portfolio Manager for ICMPD in Eastern Europe and Central Asia, presented ICMPD’s work on Ukraine’s Migration Strategy beyond 2025.

🌍 As this year marks the 75th anniversary of the 1951 Refugee Convention, ICMPD reaffirms the role of multilateral frameworks in ensuring effective, rights-based protection for refugees and forcibly displaced persons - especially amid escalating conflicts, protracted crises, and geopolitical uncertainties that are testing the refugee protection system's resilience.

🌍 As displacement becomes increasingly complex and protracted, a whole-of-route approach is essential, with cooperation across origin, transit, and destination countries, sharing responsibility for protecting those in need and supporting sustainable responses.
🌍 Refugees are not only people in need of protection, but also active contributors to local economies, enriching communities, and helping build more resilient societies.

📌 This comes at an important moment for Europe, as the EU Pact on Migration and Asylum enters into force. Ensuring asylum systems are effective and rights-based is crucial for maintaining public trust and Europe's commitment to international protection.

🤝 ICMPD supports sustainable refugee protection solutions by strengthening links between evidence-based policy dialogue, legal pathways, projects on the ground and cooperation along migration routes.

🌍 ICMPD and the Intergovernmental Consultations on Migration, Asylum and Refugees (IGC) brought together senior officials in Warsaw to discuss post‑conflict recovery, migration governance, and emerging policy priorities.

🤝 The meeting was held under Poland’s Chairmanship of the ICMPD Steering Group, with welcoming remarks and a keynote by Maciej Duszczyk, Undersecretary of State at the Polish Ministry of the Interior and Administration.

📌 Reflections on post-conflict recovery and reconstruction emphasised the need for early preparation, focusing on strengthening public services, skills development, mobility options, diaspora engagement and private sector involvement.
📌 Representatives discussed how return and reintegration can align with Ukraine’s reconstruction, transition pathways for Ukrainians, and the future of temporary protection, as well as the developments in Syria and their implications for recovery and displacement.

🤝 The meeting gathered senior officials from ICMPD and IGC Member States, along with representatives from international organisations, the BICC - Bonn International Centre for Conflict Studies and the Organisation for Economic Co-operation and Development (OECD).

🌍 Sweden and Ukraine, in cooperation with ICMPD, opened a new Unity Hub in Stockholm to support Ukrainians under temporary protection.

🤝 Sweden’s Minister for Migration, Johan Forssell, Deputy Minister Ilona Havronska of Ukraine’s Ministry for Social Policy, Family and Unity, and ICMPD Director General Susanne Raab, led the opening ceremonies.

📌 The Stockholm centre is part of ongoing Sweden-Ukraine cooperation, funded by the Swedish Ministry of Justice and managed by ICMPD with Ukraine’s Agency for National Unity.
📌 The Unity Hub provides reliable information, consultations, referrals and networking opportunities for the 47,000 Ukrainians in Sweden.
📌 The new centre will also offer educational and cultural activities to strengthen ties between displaced Ukrainians and Ukraine.

ICMPD in Eastern Europe and Central Asia

🌍 Today, the EU Pact on Migration and Asylum - the most significant reform of the EU in the field of migration to date - moves from preparation to implementation, turning years of planning into action.

EU Member States are the main drivers of change, and ICMPD, through the Technical Support Instrument (TSI) funded by the EU, has worked closely with Member States since the Pact was adopted in 2024:
📌 ICMPD supported Czechia, Estonia, Germany, Ireland, Lithuania and Romania
📌 Assisting with national implementation plans, legal frameworks, study visits, peer exchanges, responsibility-sharing workflows, and vulnerability assessments, among others.

🤝 Through its routes-based approach, ICMPD connects partners across regions, helping turn shared challenges into practical cooperation.
🤝 ICMPD remains committed to supporting Member States and partners in translating the Pact into operational reality.

📝 While migration governance is primarily designed at the national and regional levels, secondary cities often grapple with the impacts of displacement.

Across the Greater Horn of Africa, local governments are increasingly responding to growing migration and climate-related pressures, yet they often lack the resources, financing, and institutional support needed to do so effectively.

Displacement in the region rarely occurs in a single step, with people often gradually moving from rural areas to towns, secondary cities, and major urban centres. What often begins as climate- or conflict-induced displacement from rural areas eventually impacts cities as people seek safety, services, and livelihoods.

📝 In the latest commentary, Hala Hamedalla explores how migration governance can better align with these urban realities, highlighting the need for stronger coordination between national and local authorities, improved system design, greater access to financing, and stronger local data systems to enhance planning, visibility, coordination, and resource mobilisation.

✍️ How can climate forced displacement be prevented through anticipatory action? Jolly, Project Officer for the Rabat Process, discusses how anticipatory action – grounded in evidence, equity, and cooperation – can ensure access to safe, regular and dignified mobility pathways; while strengthening resilience and advancing climate justice.

📌 Climate change has reshaped human mobility on an unprecedented scale: approximately 250 million people have been triggered by weather-related disasters in the past decade, and up to 216 million are projected by 2050.
📌 Climate change also intersects with pre-existing vulnerabilities and generates a continuum of mobility and immobility outcomes – from adaptation in place to crisis-driven displacement.

🎉 Join us to celebrate and reflect on the 10th anniversary of Migrant Resource Centres (MRCs).

Did you know?
💡The MRC concept emerged in 2013 during a Budapest Process meeting in Islamabad, emphasising the need for reliable migration information and guidance.

💡The MRCs are multi-purpose service points for migrants, returnees and communities - one of ICMPD's flagship initiatives.

💡In 2016, the first MRC opened in Lahore with national and international cooperation.

💡Currently, 10 MRCs are operational, supported by 54 staff, covering Afghanistan (online), Iraq, Kyrgyzstan, Pakistan, Sri Lanka, Tajikistan, and Uzbekistan.

🎉 The 10th anniversary is an opportunity to evaluate the MRC model's impact on migration governance challenges in the Silk Routes region, with a key feature being its incorporation into national systems from the outset.

🤝 For the next decade, the founding principle remains unchanged: migration decisions should be guided by credible information.

📌 Throughout 2026, the anniversary is celebrated across MRC operating countries and across ICMPD, with regional exchanges, high-level events and media engagements.

🌍 Strengthening safe and legal migration pathways in Central Asia

🤝 The European Union, the Ministry of Labour, Social Security and Migration of the Kyrgyz Republic, and ICMPD have opened a new Migrant Resource Centre (MRC) in Bishkek to expand access to services and promote safe and legal migration.

📌 Established under the EU-funded PROTECT project and in cooperation with the Centre for Employment of Citizens Abroad, the Centre provides information on legal migration channels, pre-departure and reintegration counselling, and awareness on risks of irregular migration and human trafficking.

📌 As the second Migrant Resource Centre in Kyrgyzstan and fourth in Central Asia, the Bishkek MRC builds on a growing network delivering practical, rights-based support to migrants, returnees and their families.

📌 The opening event in Bishkek – commemorating the 10th anniversary of the MRCs globally – brought together over 60 stakeholders and marked strengthened cooperation with national partners, alongside a new agreement to support the operationalisation of the MRC.
