International Centre for Migration Policy Development (ICMPD) ICMPD receives contributions from its Member States and bilateral donors, the European Commission, UN partners, and other multilateral institutions.

ICMPD is an international organisation contributing to the development of better and safer migration policies and programmes, linking policy and research, cooperation, community outreach, and capacity development. The International Centre for Migration Policy Development (ICMPD) is an international organisation, with 20 Member States and working in more than 90 countries worldwide. Contributing to

the development of better and safer migration policies and programmes, ICMPD takes a holistic approach to migration: structurally linking policy and research, cooperation, community outreach, and capacity development. With over 600 staff members, it takes a regional approach in its work towards efficient cooperation and partnerships along key migration routes, with a focus on Africa, Central and South Asia, Europe, Mediterranean, and the Middle East. Founded in 1993 with headquarters in Vienna and a liaison office in Brussels, ICMPD holds UN observer status and cooperates with more than 200 partners including EU institutions, UN agencies, Member States, and several countries.

Call for applications 📢 Apply by 01 October 2026 for the Spring 2027 Migration Management Diploma Programme (MMDP)!

The MMDP offers government officials and policy practitioners working in migration and asylum the opportunity to strengthen their knowledge and practical skills in migration management and evidence-based policymaking.

📅 The 3-month programme, delivered by Maastricht University
and the United Nations University-MERIT, will take place from 5 April to 24 June 2027 in Maastricht, the Netherlands, with funding from the European Union through ICMPD's Migration Partnership Facility (MPF).

💡 Participants will explore key topics including migration data, international migration law, labour migration, diaspora engagement, policy coherence, global migration governance and migration scenario-building.
✈️ The scholarship covers flights, accommodation, visa fees, meals, living costs, health insurance and field trips.

🌍 ICMPD’s Migrant Resource Centres (MRCs) support migrants with information, guidance and assistance across borders. When Safiq* found himself stranded in Kyrgyzstan, unable to leave his employer or arrange his return home, he turned to the MRC in Lahore for help.

📌 After contacting the MRC in Pakistan, his case triggered coordination between MRC counsellors in Pakistan and Kyrgyzstan, local authorities, the Kyrgyz Ministry of Labour, Social Security and Migration, and the Embassy of Pakistan in Bishkek.
📌 Through real-time communication, translation support and joint action, authorities located Safiq, removed him from the situation, opened a criminal case and facilitated his return home.

🌍 Commemorating the 10th anniversary of the MRCs, the centres continue to help migrants navigate challenges safely and ensure they do not face them alone.

Featured Publication of the Month 🎯 Reintegration is a complex process that extends beyond the moment of return, encompassing economic, institutional, and social dimensions.

🎯 Drawing on the experiences of returnees in Bangladesh, Iraq, and Pakistan, the Knowledge Paper explores the economic, social, and psychosocial challenges they face when rebuilding their lives after return.

🎯 The publication highlights barriers such as skills recognition, access to employment and finance, fragmented support services, and the stigma that many returnees continue to encounter, particularly women.

🌍 Developed under the framework of the Budapest Process, the Knowledge Paper presents practical recommendations to strengthen reintegration systems; including improved case management, referral mechanisms, institutional coordination, and community-based support.

📌 By addressing reintegration as a shared responsibility, countries can foster more sustainable outcomes for returnees and the communities they rejoin.

🌍 The Migrant Resource Centre in Baghdad, Iraq’s Ministry of Migration and Displacement, and the Ministry of Interior convened stakeholders to foster cooperation in addressing human trafficking and migrant smuggling.

📌 In Baghdad, participants highlighted the need for stronger inter-institutional cooperation, law enforcement, community-based prevention, and protection and assistance for vulnerable people.
📌 The event highlighted the victims' experiences and challenges, as well as the importance of accurate information to protect their rights and safety.
📌 Partners also shared good practices of coordinated approaches to addressing trafficking in persons in Iraq.

🤝 Migrant Resource Centres (MRCs) were highlighted for their role in empowering individuals and communities through access to reliable information, counselling, and referral services that help reduce the risk of exploitation.

✍️ Migration risks often begin long before departure. Misinformation, fraudulent recruitment, or confusion about legal procedures can increase migrants' vulnerability to exploitation, migrant smuggling, and human trafficking.

✍️ How does a Migrant Resource Centre protect migrants across their journey? Xenia Pilipenko, Project Manager at ICMPD, explores how effective protection requires more than policies and frameworks – it depends on practical and coordinated support systems across the migration cycle.

💬 "Our experience in Uzbekistan and across the wider MRC network shows that protection systems work best when prevention, information, referrals and coordination function together. Protection becomes meaningful only when it can be reached in practice – through counselling that responds to individual needs, outreach that brings services closer to communities, and coordinated support before departure, during migration and upon return.", shared Xenia.

Rabat Process 20th anniversary 🎉 Over the past two decades, the Rabat Process has fostered relationships between African and European partners, promoted the sharing of experience, and supported coordinated approaches to migration and development.

🤝 Twenty years ago, partners from Europe and Africa came together in Rabat with the shared conviction that migration is best addressed through dialogue, partnership, and shared responsibility.

🤝 The adoption of the Rabat Declaration on 11 July 2006 laid the foundations for the Rabat Process, bringing together countries of origin, transit, and destination along migration routes connecting Central, West and North Africa with Europe.

🎉 As the Dialogue enters its third decade, this is a moment to reflect on the collaboration, recognise the trust built among partners, and renew a shared commitment to addressing migration and development together.
