The Gewog Tshogde of the 3rd Local Government convened today on 20 July 2026 under the chairmanship of the Mangmi, Dy. Chairman. During the GT the following resolutions and recommendations were made to take to the Dzongkhag Tshogdue.
1. Reappropriation of Budget
The Gewog Tshogde thoroughly reviewed and reappropriated the budget for the maintenance and repair of Gewog ICT equipment and infrastructure, which are critical for ensuring uninterrupted public service delivery, efficient office administration and online government services.
Secondly, to purchase tent(Gur) which is also much needed and essential for Chadri purposes.
Thirdly, to take up improvement work of spring festival ground.( For this activity budget, the house will meanwhile seek clear clarification whether it can be adjusted to next financial year or to the 30% budget yet to receive.
2. Requirement of ECCD Facilitator for Choompa ECCD Centre
The Gewog Tshogde discussed the operational challenges faced by Choompa ECCD Centre due to the absence of an ECCD Facilitator for a long duration. The concern Chiwog Tshogpa and nearby settlements has expressed concern through Tshogpa that the shortage of facilitators is affecting the early childhood care and education services provided to young children. Considering the importance of early childhood development, the Tshogde resolved to submit the matter to the forthcoming Dzongkhag Tshogdu, requesting the Dzongkhag Administration to coordinate with the relevant authorities for the deployment or recruitment of a dedicated ECCD Facilitator for Choompa ECCD Centre at the earliest possible time.
3. Requirement of Gabion Walls under Disaster Risk Reduction Funding
The Tshogde deliberated on the increasing risk of riverbank erosion and flooding affecting all Chiwogs. The meeting identified the urgent need for the construction of gabion protection walls in four vulnerable chiwogs to safeguard agricultural land, public infrastructure, and nearby settlements from further damage. Recognizing that these interventions are disaster mitigation measures, the Gewog Tshogde resolved to request the Dzongkhag Administration to prioritize and mobilize disaster risk reduction funding for the construction of the required gabion walls.
4. Facilitation of Movement for Yak Herders through Damthang RBA Gate
The meeting discussed the practical difficulties faced by yak herders while passing through the RBA gate at Damthang during their routine seasonal movement. Members noted that the current requirement for obtaining approvals from the Gewog Administration and other authorities creates unnecessary delays and administrative burdens for the herders. The Gewog Tshogde resolved to request the Dzongkhag Administration to engage with the Royal Bhutan Army (RBA) authorities at Damthang to simplify the existing procedure by allowing registered yak herders to pass through the gate upon presentation of their valid Citizenship Identity Card (CID), thereby reducing unnecessary procedural requirements while maintaining appropriate security measures.
The meeting concluded with a collective commitment from all members to pursue these resolutions through the appropriate authorities to improve public service delivery, strengthen disaster preparedness, enhance education services, and facilitate the livelihoods of the local community.
