Happy Friday neighbours, If you’re still on the fence about who you’re going to elect this coming Monday- I wanted to help you in your decision making process:

I’m not offering empty promises.
I’m offering honest answers, accountability, and a track record of service.

This is why a local guy who understands our community and lives its challenges is the right choice for Ward 25.

Below, you’ll see a resident’s email that touched me, along with my answers to her questions. They show the kind of representation I believe our community deserves: transparent, accountable, and rooted in real life here in Scarborough.

From Shelters to Solutions: Learning from Finland’s Housing First Model

Today I had the privilege of spending the day with some truly inspiring people: Teija Ojankoski, CEO of Finland’s Y-Foundation, and Juha Kahila, their Head of International Affairs. Together, they joined us on a tour of the Christie Ossington Neighbourhood Centre (CONC), guided by Executive Director Lynn Daly, Shelter Manager & Special Projects Lead Andre Officer, Drop-In Manager Deborah Jules, and Program Supervisor Carlton Wilson.

As Lynn Daly reminded us, “When empathy is woven into children at a very young age in their education system, it has a ripple effect on society.” That ripple is exactly what Finland has achieved. Their Housing First model, delivered through the Y-Foundation, doesn’t see shelters as the end goal it works to end homelessness entirely by ensuring that permanent housing comes first, with wraparound supports built in.

Canada’s Missed Opportunity

Contrast that with Canada’s housing history. Federal leadership on housing peaked in the 1970s, when Ottawa funded up to 40% of housing starts. But by the 1990s, social housing programs were frozen, co-op housing was cancelled, and long-term investment was abandoned. The result? A patchwork of underfunded provincial programs, exploding waitlists, and an overreliance on shelters to paper over systemic failures.

Today, Toronto and cities across Canada are paying the price for that retreat. Housing has been treated as a market commodity rather than a public good, and the most vulnerable Canadians have borne the consequences.

A Path Forward for Toronto

The lesson from Finland is clear: Ending homelessness is possible when governments at every level accept shared accountability. That means:

• Prioritizing permanent, affordable housing over shelter expansion.
• Embedding empathy and equity into our education, planning, and policies.
• Treating housing not as a privilege, but as a right.

Toronto can learn from the Y-Foundation’s model. We don’t need to reinvent the wheel, we need the political courage to shift from managing homelessness to ending it.

Why This Matters?

As someone running for City Council in Ward 25 (Scarborough–Rouge Park), I believe Toronto must embrace Housing First principles and hold every level of government accountable for building the housing we need.

We don’t need more reports telling us what we already know. We need action, empathy, and the will to end homelessness in our lifetime.

On my walk at Rouge Beach this morning, I saw garbage in the bushes, locked recycling bins, unsafe sandy trails, and poorly maintained facilities.
Rouge Beach is a jewel in our community it deserves better.

Today, I sent a formal letter to Parks Canada, the City of Toronto’s Parks department, and our elected officials calling for immediate improvements to keep it safe, clean, and welcoming for everyone.

Here’s a copy of my letter:

Dear Mr. Hallman,

I’m reaching out as a candidate for City Councillor in Ward 25, and as someone who has called this community home for 19 years. I walk Rouge Beach and the surrounding trails often, and over time I’ve seen a steady decline in how this area is maintained. What I’m sharing here is not just my own concern, but what I hear regularly from the people who live and spend time here.

When the City of Toronto was responsible for the park, it was well cared for. The beach was raked twice a week, garbage was collected on a regular schedule, and the facilities were kept in good condition. Now, the difference is hard to ignore.

On my most recent visit, I noticed:

✅Garbage along the beach, in picnic areas, and in the bushes.
✅Recycling bins that are locked, with no signs telling visitors what to do with their waste.
✅Trails covered in sand, making them unsafe for cyclists and challenging for pedestrians.
✅Evidence of open fires on the beach, even though they’re not allowed.
✅The City’s garbage bin at the Lawrence Avenue and Rouge Hills Drive parking lot has been removed, leaving people to toss their trash wherever they can.

There are also bigger issues that affect the visitor experience and public health:

✅Permanent washrooms have been removed and replaced with portable toilets that aren’t cleaned often enough.

✅There are no public water fountains, even in the summer when people need them most.

Rouge Beach is one of the most beautiful places in our community. It’s a space where families, seniors, and visitors come to relax, exercise, and connect with nature. But without proper upkeep and facilities, the quality of this park is being eroded.

I’m asking Parks Canada, together with the City of Toronto’s Parks, Forestry & Recreation team, to take immediate steps to:

✅Bring back adequate garbage and recycling bins, with clear signage.
✅Resume regular garbage collection and beach maintenance.
✅Return the garbage bin to the Lawrence Avenue and Rouge Hills Drive parking lot.
✅Provide permanent washrooms again, or at least ensure portable toilets are monitored and cleaned daily.
✅Install public water fountains.
✅Increase enforcement to stop illegal fires and other unsafe activities.
✅Daily Water Testing, this is essential to quickly detect unsafe bacteria levels and protect public health.

I’m committed to working with all involved to make sure Rouge Beach is safe, clean, and welcoming again. I’d be glad to meet or speak with you to discuss how we can get this done.

Thank you for your time and attention.

Sincerely,

Jose Moreno
