Representation. Every two years the development of elected representation is front and center under the Indian Act. The rules are clear. Unfortunately, this is the system that was imposed on the peoples and this is the method accepted today as the means of selecting band office representation. ANYONE can run for office...as the saying goes. There's no other criteria for office other than acquiring majority votes from electors.
So one gets nominated first and then seconded by someone in the same meeting space (I say meeting space to imply not just the physical presence but also digital presence coming soon?). Nevertheless, once confirmed as candidate the fun begins.
In a book I wrote back in 2010 entitled, Majoritarian: How to Optimize on the Majority Rule in Native Country goes into detail on some of the benefits of being an elected representatives-chief and council. Although I identified over 75 different benefits of being an elected representative, I narrowed it down to 29.
To paraphrase my own book for the purposes of brevity, I will say that it's the benefits that keep people coming back to become an elected representative. Ask people who have been reelected for 5 or more terms. It can become an obsession for some, while others will just cross their hands and pray for a good outcome for them. Nothing wrong with prayer.
When I review some of the candidates for office in previous years I have to wonder another related thought. Yes, it feels good to be on council. Yes, there are numerous benefits of which you can find in the majoritarian book. Yes, all elected are uplifted. However, one thing still puzzles me about the people getting back into office year after year and no results. No change. No recent developments. Yet, continue to put their name in as candidate. They know they haven't done what they've promised to do all those years! Maybe?
Another reference I'd like to point to for more reference is the academic thesis I did regarding the role of chief and the local economy. This one you'll have to ask for unless you're in graduate studies and you can access the paper through institutional means. In summary, when I examined 15 variables, none of them made a difference in terms of pushing economic development further. What made the difference is the individual. Their interest in economy, entrepreneurship, business, commerce is what differentiate them from the rest.
Through the last 15 years, the peoples have placed people with social services backgrounds and such into office. The last entrepreneurial type of chief was the late Pascal Bighetty. Perhaps now is the time as well to get someone in there with this type of interest, background, and life. What type of leader is required this time around? When I say leader Im referring to senior councillor know as the chief.
