Update on Burnley’s Play Area Strategy 2016-2026 – pump track schemes

Designs for three pump track schemes are being progressed at:
- Worsthorne Recreation Ground
- Rakehead Recreation Ground
- Lockyer Avenue Playing Fields

A pump track is a continuous looping circuit of small bumps and banked turns that can be ridden without pedalling. Pump tracks offer an inclusive, active space for residents of varying riding skills. We expect this to be a valuable resource, particularly to younger residents.

The pump track schemes will be completed through a combination of Section 106 funding and third party contributions. S106 money supports community and social infrastructure needs. An Executive Report on the scheme will follow in due course.

Burnley will come together this November to remember the courage, service and sacrifice of those who have served, and continue to serve, in our Armed Forces.

The borough’s annual Remembrance Sunday Service will take place on Sunday 8th November 2026 at the Peace Gardens in Burnley town centre. A parade of serving Armed Forces personnel, veterans and members of other uniformed services will travel through the town centre ahead of the service.

Members of the public are invited to watch the parade from 10.30am outside Marks & Spencer on St James’ Street, or gather at the Peace Gardens from 10.45am. The service will begin at 10.50am and include prayers, readings, music and a period of reflection, with wreaths laid at the memorial stone by representatives of local organisations. At the conclusion, the parade will continue past Burnley Police Station.

A further Remembrance Day Service will take place at the Peace Gardens on Wednesday 11th November, beginning at 10.50am. Prayers and tributes will be followed by the national two minutes’ silence at 11am.

The Worshipful the Mayor of the Borough of Burnley will join representatives from Burnley Council, the Royal British Legion, the Armed Forces, veterans’ associations and the wider community.

The Worshipful the Mayor of the Borough of Burnley, Councillor Saeed Chaudhary, said:

“Remembrance gives us the opportunity to come together as a community and honour all those who have served our country and those who made the ultimate sacrifice.

“The freedoms we have today were secured through extraordinary courage and selflessness, and it is important that we continue to remember those sacrifices and pass that understanding on to future generations.

“I hope people from across Burnley and Padiham will join us in November, whether they have a personal connection to the Armed Forces or simply wish to stand alongside their community and pay their respects.”

Everyone is warmly invited to attend the services and join Burnley in remembering those who served and sacrificed.

Burnley Council has launched a six-week public consultation on proposals to introduce tighter planning controls for Houses in Multiple Occupation (HMOs) in a further six wards.

The six wards included in the consultation are:
Briercliffe
Cliviger with Worsthorne
Coalclough with Deerplay
Hapton with Park
Lanehead
Whittlefield with Ightenhill

In these wards, a house can currently be converted into a small HMO for between three and six people without needing planning permission.

Under the proposals, anyone wanting to make this change would need to submit a planning application to the council.

The proposals would not prevent new HMOs from being created, but would give the council greater control over how many there are and where they are located.

The consultation is open until 6th November 2026.

BONFIRE NIGHT WARNING: FLY-TIPPERS WILL BE TARGETED

As Bonfire Night approaches, We are issuing a clear warning: if you’re dumping rubbish on or around bonfire sites, expect enforcement action.

Only untreated timber is permitted to be deposited at authorised bonfire sites. The dumping of furniture, mattresses, sofas, tyres, plastics, treated wood, household rubbish or any other waste will not be tolerated.

We are taking a zero-tolerance approach.

Our enforcement team will be using all available resources to identify those responsible, including vehicles used to transport and dump waste.

If you’re caught fly-tipping, you could face:
- Your vehicle being seized.
- A substantial fixed penalty.
- Prosecution in court.

Think you can dump waste under cover of darkness and get away with it? Think again, we will be watching.

Your bonfire is not an excuse to fly-tip. Help keep our streets and green spaces safe and our communities clean. Anyone caught breaking the rules should expect serious consequences.

Our Fly-tipping Intelligence Form is available here: https://your.burnley.gov.uk/en/AchieveForms/?form_uri=sandbox-publish://AF-Process-943763cf-c34e-436f-862f-430a54232c5b/AF-Stage-95b0af83-c783-4da4-99be-8adbb0b22942/definition.json&redirectlink=%2Fen&cancelRedirectLink=%2Fen&consentMessage=yes&_gl=1*qo5dec*_gcl_au*MzMzODc4NzgzLjE3ODU5MjIxMzg.*_ga*NTg1MjMxNjk5LjE3NDI5MTYxMDA.*_ga_0BY2KBHJXB*czE3OTIwNTc5NjQkbzcxJGcwJHQxNzkyMDU3OTY0JGo2MCRsMCRoMA..

Burnley selected for £222,000 Good Food Neighbourhoods funding.

Burnley is one of 45 local authority areas selected to take part in a new Defra programme aimed at improving access to affordable, nutritious food and strengthening local communities.

Subject to formal funding arrangements and approval by Burnley Council’s Executive, the £222,000 allocation will help build on existing support, including Community Grocers, the local food network and Burnley Together.

Councillor Martyn Hurt, Burnley Council’s portfolio holder for Health, Leisure and Culture, said:
“This is very welcome news for Burnley and an important opportunity to build on the excellent work already taking place across the borough.

“We know that the cost of food continues to put pressure on household budgets, and being able to access affordable, nutritious food can make a real difference to people’s health and wellbeing.

“This funding will allow us to work with our partners and communities to strengthen what is already available, from our Community Grocers and local food network to the support provided through Burnley Together.

“We particularly want to look at how this can support families, improve nutrition and help children develop healthier eating habits that can benefit them in the longer term.”

The funding is expected to support work across the borough through to March 2029, helping communities become more resilient and supporting healthier futures for local residents.

Have your say on proposals to expand Smoke Control Areas across Burnley

Burnley Borough Council is inviting residents, workers, students and visitors to share their views on proposals to extend Smoke Control Area coverage across the whole borough.

Most of Burnley is already covered, but some areas fall outside the existing boundaries. The proposal would bring these areas together under one borough-wide Smoke Control Area to help reduce air pollution and protect public health.

The survey takes around 15 minutes to complete and is open to anyone who lives, works, studies or visits Burnley borough.

Consultation closes: Friday 11 December 2026.

Helping Burnley’s young people find their future 💫

Burnley’s annual Find Your Future event for the town’s Year 11 pupils was held last week.

Burnley Council, Burnley Bondholders and the Burnley High Schools came together at Burnley Football Club for this inspiring event where pupils have the opportunity to speak with employers, educators and training providers about their future aspirations.

Exhibitors brought their work to life with interactive activities, giving over 1200 pupils the chance to get hands-on, discover new interests and think about the opportunities available to them.

From discovering a career they’ve never considered to taking the first steps towards a future ambition, Find Your Future is all about helping Burnley’s young people feel inspired and confident about what comes next.
