FWSC Engages Organised Labour on Transition to Independent Public Emoluments Commission

The Fair Wages and Salaries Commission (FWSC) will meet with Organised Labour to begin consultations on the establishment of the Independent Public Emoluments Commission (IPEC), a new body expected to replace FWSC.

The engagement, scheduled for August 13 and 14, 2026, at the Lancaster Hotel, Accra, will start at 9am each day. It is being organised by the FWSC in collaboration with the Ministry of Labour, Jobs and Employment and the Ministry of Finance.

The engagement aims to brief Organised Labour about the establishment of IPEC and to solicit their input in shaping a fair, transparent, and fiscally sustainable public sector pay system that protects the interests of workers while maintaining fiscal discipline.

Stakeholder Participation
More than 50 labour organisations have been invited to participate in the engagement. These include the Trades Union Congress (TUC), Ghana Federation of Labour (GFL), Civil and Local Government Staff Association, Ghana (CLOGSAG), Ghana National Association of Teachers (GNAT), National Association of Graduate Teachers (NAGRAT), University Teachers Association of Ghana (UTAG), Teachers and Educational Workers’ Union (TEWU), Ghana Registered Nurses and Midwives Association (GRNMA), Ghana Medical Association (GMA), and the Judicial Service Staff Association of Ghana (JUSAG), among others from the health, education, security services, and State-Owned Enterprises.

Constitutional Review Committee Report: Gov’t Accepts Proposed Establishment Of Independent Public Emoluments Commission

Government has accepted the Constitutional Review Committee’s recommendation to establish an Independent Public Emoluments Commission (IPEC) to determine the salaries and benefits of Article 71 office holders.

The Attorney General Dr. Dominic Ayine made this known when he took his turn at the government accountability series today to brief the media on the Constitutional Review Committee Report.

He said the commission will set pay for the President, Members of Parliament (MPs), the Judiciary, and heads of bodies like the Electoral Commission (EC) and National Commission for Civic Education (NCCE).

“The current arrangement, where a committee appointed by the President determines emoluments including for the President himself, creates a structural conflict of interest,” Dr. Ayine said.

“An independent commission will bring transparency and equity to this matter once and for all.”
The development is expected to interest the Fair Wages and Salaries Commission (FWSC) and public sector unions who have long pushed for a depoliticized pay system.

Minister of State in charge of government communications, Kwakye Ofosu said the full report and Government’s position paper on the report of the Constitutional Review Committee will be published in the coming days.

FWSC Urges GNAT to Shelve Strike Threat

The Fair Wages and Salaries Commission (FWSC) has appealed to the Ghana National Association of Teachers (GNAT) to hold off on any industrial action and continue with dialogue as government transitions to a new public sector pay regime.

This comes after GNAT issued a one-week notice regarding the possibility of a strike over conditions of service.

In a statement, FWSC said government "deeply appreciates the invaluable contribution of teachers to national development" and assured teachers, parents, learners and the public that teachers’ welfare remains a priority.

"Every classroom shapes Ghana’s future, and every teacher plays a vital role in building the nation’s human capital," the Commission stated.

According to FWSC, government was undertaking one of the most significant reforms of public sector remuneration since the Single Spine Pay Policy.
The reform qould lead to the establishment of the Independent Emoluments Commission (IEC), aimed at creating a fairer, more transparent and more sustainable pay system for the entire Public Service.

The Commission explained that the objective is not to postpone concerns but to address longstanding challenges comprehensively. These include wage distortions, inequities, overlapping allowances and inconsistencies in conditions of service.

"Addressing these through isolated interventions may unintentionally create new disparities," FWSC noted.

The Commission said government had engaged extensively with organised labour and that a transitional approach was adopted to maintain stability while institutional reforms are completed.

Under this approach, interim arrangements have been concluded across virtually the entire public sector. A broader review of remuneration and conditions of service will then be undertaken under the new IEC framework.

The Commission acknowledged that teachers have legitimate concerns and that these form part of the broader reforms.
It added that because teachers constitute one of the largest professional groups in the Public Service, government is committed to ensuring long-term improvements were implemented equitably while recognising the unique contribution of the teaching profession.

On issues such as rural and deprived area incentives, FWSC stated that the matter extends beyond education and affects many categories of public servants.

The Commission also admitted that the current remuneration system has not fully achieved the objectives of the Single Spine Pay Policy, particularly in equity, transparency and linking pay to performance and productivity.
The ongoing reforms, it said, seek to address this in a lasting manner.

FWSC announced that a major national stakeholder engagement on the establishment of the Independent Emoluments Commission is scheduled for early August. The meeting will refine the implementation roadmap for the new remuneration architecture and provide a platform for continued dialogue.

"The Commission respectfully appeals to our hardworking teachers to continue engaging with Government through dialogue as we work together to build a remuneration system that serves not only the interests of today’s workforce but also those of future generations," the statement said.

FWSC reaffirmed government’s commitment to fairness, equity, transparency and sustainability in public sector remuneration, and expressed confidence that working together in good faith will promote industrial harmony and deliver lasting benefits for all public servants.

FWSC Staff join national clean-up exercise

The Fair Wages and Salaries Commission (FWSC) today joined the nationwide clean-up exercise, with its Chief Executive, Dr George Smith-Graham, management and staff actively participating in a more than two-hour sanitation exercise at the Commission's office complex in Labone, Accra.

The exercise formed part of the Commission's commitment to promoting environmental cleanliness and supporting the Government's national sanitation agenda.Staff cleaned both the interior of their offices and the surroundings of the office complex.
Armed with brooms, shovels, buckets, dusters and other cleaning tools, they swept the compound, weeded overgrown areas, desilted drains, collected refuse and ensured that the workplace was left clean and tidy.

Dr George Smith-Graham, who was seen wearing hand gloves and taking active part in the exercise alongside members of management, commended staff for their enthusiasm, teamwork and sense of responsibility.

He noted that maintaining a clean working environment was essential for staff well-being, productivity and efficient service delivery.
He encouraged staff to make cleanliness a daily habit rather than an occasional activity, stressing that every institution has a responsibility to contribute to building a cleaner, healthier and more sustainable Ghana.

The exercise also strengthened teamwork and unity among staff as they worked side by side to improve the Commission's environment while supporting the national campaign to enhance sanitation across the country.

Togbe Afede Urges Govt,Employer, Labour to form unified alliance for national growth

​Ho, June 28,2026-The Agbogbomefia of the Asogli State, Togbe Afede XIV, has called on the government, employers, and organized labor to form a unified alliance to drive national growth.
​Delivering his closing remarks as the Chairman of the National Labour Conference, at the end of the three-day conference, Togbe Afede urged all stakeholders to embrace high productivity and commit to a collective fight against corruption.

​Institutional Stability
​The national dialogue, held under the theme “Strengthening Industrial Harmony as a Catalyst for Accelerated Economic Growth and National Development,” successfully brought together leaders from government, labor unions, and employer associations.

​Dignity of Work
​Togbe Afede reminded participants that sustainable financial rewards are fundamentally tied to labor productivity. ​"If productivity is enhanced, employers achieve returns on their investment, and workers secure growth in their incomes. In a partnership where one party is left unsatisfied, sustainability is impossible," he stated.

​Crushing ‘Internal Predators’
​In a blunt assessment of the nation's challenges, Togbe Afede stressed that enhanced productivity must be paired with strict institutional honesty. He labeled corrupt actors as "termites at the woodwork" and "internal predators" who aggressively drain national wealth. ​"We have seen our roads and our hospitals sitting inside some people’s pockets," Togbe Afede remarked, asserting that corruption creates untaxed, parallel financial flows that drive up prices and strain the formal economy.

​While commending the government's current anti-corruption commitments for stabilizing key macroeconomic indicators, he warned that the state cannot fight this battle alone. He called on all three labor factions to explicitly commit to weeding out systemic leakage to ensure that national resources are preserved to enhance public infrastructure, investor returns, and worker wages.

​A major milestone of the conference was the consensus reached by all tripartite members to ensure continuous socio-economic dialogue. The partners committed to promoting decent work, fostering employment growth, implementing public sector pay reforms, and securing robust pension administrations to ensure workers live in dignity post-retirement.​The conference concluded with the signing of a joint communique, binding the tripartite partners to sustained dialogue, economic peace, and shared responsibility in safeguarding Ghana's socio-economic future.

Dr. Rashid Pelpuo, Minister for Labour, Jobs and Employment, formally adopting the conference communiqué as Chairman of the Tripartite Committee following an endorsement by Organised Labour and the Ghana Employers’ Association.
