The final paycheck for participants in the 2026 Governor’s Summer Youth Employment Program (GSYEP) will be available for pickup on Friday, August 14, 2026.
This final paycheck is for summer youth employees who worked during the program’s last week, July 27 through July 31, 2026.
Paychecks can be picked up at the Department of Youth Affairs’ Kattan Youth Center, located at 228 Teresita Street, Mangilao, between 7:00 a.m. and 6:00 p.m..
Summer youth employees must present a valid photo ID to verify their identity when picking up their paycheck. Parents or legal guardians may pick up a participant’s paycheck on the participant’s behalf if they are listed as the parent or legal guardian on the participant’s GSYEP application. At the time of pickup, the parent or legal guardian must also present a valid photo ID for verification.

The Department of Youth Affairs (DYA) announces the extension of the Governor’s Summer Youth Employment Program (GSYEP) by one week in response to the impacts of Super Typhoon Bavi. The decision was made after considering the widespread disruption caused by the storm, including damage to government facilities that prevented many worksites from reopening due to the loss of power and water. In recognition of these circumstances, DYA has extended the program by one additional week to provide participants with the opportunity to make up for lost work time. The Governor’s Summer Youth Employment Program was originally scheduled to conclude on July 24, 2026. With this extension, the program will now end on July 31, 2026. The Department of Youth Affairs (DYA) has completed assessments of its facilities and operational capabilities and has determined the following operational status:
Governor’s Summer Youth Employment Program (GSYEP) Summer youth employees may report to work beginning Wednesday, July 8, 2026, provided their assigned worksite is safe and operational.
DYA Summer Camps Summer camps at DYA’s Lagu, Kattan, and Håya Youth Resource Centers will remain closed until power and running water have been fully restored.
Youth Correctional Facility and Cottage Homes Facility Visitation Individuals wishing to visit residents should call (671) 735-5022 prior to traveling to the facility to confirm whether visitation will be permitted that day.

DYA is closely monitoring Super Typhoon Bavi and its forecasted approach towards Guam next week. The safety of our participants in the Governor’s Summer Youth Employment Program (GSYEP) remains our highest priority.
When Governor Lou Leon Guerrero declares Condition of Readiness (COR) 2, all GSYEP participants must not report to work. Participants may not return to work until Governor Leon Guerrero declares COR 4 and their worksite supervisor has confirmed it is safe to return.
Before the Storm
Summer youth employees must secure their workstations and take home all personal belongings and your work-related items you may need
Worksites were advised to print blank timesheet/s with extra rows and keep it in a safe place. This will be helpful when the power and electronic devices are inoperable after the weather system passes Guam.
Timesheets
Timesheets were originally due July 7, 2026. If GSYEP participants can print their timesheet now, please do so. Due to deteriorating weather from Super Typhoon Bavi, DYA will provide instructions on timesheet submission after the storm passes. DYA will first assess safe and feasible submission methods, which may take several days.
As part-time employees, GSYEP participants are not eligible for typhoon leave pay.
Possible Program Changes
After the storm, DYA will need to assess the program’s capabilities to continue. Participants are encouraged to monitor DYA’s social media on Instagram, Facebook, and X as well as local media, and Guam Homeland Security/Office of Civil Defense’s Joint Information Center (JIC) releases for official updates regarding GSYEP operations.

Throughout the week (June 1-June 4), DYA will be emailing summer youth employees their official selection notification. Official communications will originate exclusively from email addresses ending in .guam.gov. All applicants need to monitor the email address indicated on the application. Emails will consist of information about their placement, a timesheet they will use during the program, and a Permission to Leave form to be completed by their parent/guardian. DYA is looking for 15–17-year-olds interested in working in the Government of Guam at organizations such as the Governor’s Office, the Judiciary, and the Legislature. Job duties for GSYEP placements include greeting and assisting customers, clerical support, light cleaning, event preparation, beautification projects, and other entry‑level tasks. Applications for the Government of Guam component of the Governor’s Summer Youth Employment Program (GSYEP) will be available beginning at 8:00 a.m. on Saturday, May 16, 2026, at the designated distribution sites.

GSYEP applications will not be available online. The applications have a Control Number that will be recorded in DYA’s log sheet. Upon receiving an application, the name of the applicant must be provided and this information will be recorded.

DYA will accept completed GovGuam GSYEP applications on May 23, 2026, 8:00 a.m. to 5:00 p.m. (weekends excluded). Applications must be submitted in person at the same resource center where they were obtained, and the name on the submitted application must match the name on DYA’s log sheet. In addition to the completed DYA forms, each application must include the following documents upon submission:

o Copy of applicant’s photo ID
o Copy of parent/legal guardian’s photo ID
o Copy of the applicant’s Social Security Card

The GovGuam component of the 2026 GSYEP is scheduled to begin on June 15 and conclude on July 24.

The Department of Youth Affairs (DYA) will accept in‑person applications for the childcare component of the Governor’s Summer Youth Employment Program (GSYEP) from May 8–15, 2026, Monday–Friday, 8:00 a.m.–5:00 p.m. Applications must be submitted at the same DYA Youth Resource Center where they were obtained. DYA released GSYEP childcare applications in March. Each application includes a control number and was recorded in DYA’s log with the applicant’s name and control number. Applications submitted from May 8–15, 2026 must match the information on DYA’s log; any application that does not match will be rejected.
Applicants must submit all required forms and supporting documents, including identification, authorization forms, and a completed Health Certificate Application. To avoid processing delays, please prepare and review all documents before submitting your packet.
