Government Agencies Strengthen Sustainable Transportation
Fleet with New Plug-in Hybrid Electric Vehicles
Hagåtña, Guam—As part of the Leon Guerrero-Tenorio Administration's commitment towards enhancing energy efficiency, reducing fuel consumption, and promoting environmental sustainability across public sector operations, the Governor’s office announces the addition of new Plug-in Hybrid Electric Vehicles (PHEVs) to the fleets of several government agencies
A total of eight PHEVs were officially distributed to participating agencies during a handover ceremony held at Adelup on June 30, 2026. The new vehicles will support a range of government services, primarily community outreach and social services programs, while helping to lower greenhouse gas emissions and operational costs.
"Investing in plug-in hybrid electric vehicles demonstrates our commitment to responsible environmental stewardship while ensuring that government agencies have reliable and efficient transportation resources to serve our communities," said Governor Lou Leon Guerrero.
Lt. Governor Joshua Tenorio emphasized the government's commitment to modernizing public transportation assets and adopting cleaner technologies.
“The vehicle deployment forms part of the government's broader sustainability and climate resilience initiatives, which aim to reduce the public sector's environmental footprint and encourage the adoption of clean energy technologies throughout the community. By incorporating PHEVs into the government fleet, agencies can benefit from lower maintenance requirements, lower fuel costs, reduced emissions, and improved energy performance.”
The vehicles are funded by the U.S. Department of Energy’s State Energy Programs (SEP), through the Infrastructure Investment and Jobs Act (IIJA), a federal grant administered locally by the Guam Energy Office under the leadership of Director Rebecca Respicio.
Representatives from participating agencies welcomed the addition of the new vehicles and highlighted their role in improving service delivery while supporting national and local environmental goals. Recipient agencies include Department of Youth Affairs, Department of Public Health & Social Services, Guam Behavioral Health and Wellness Center, Department of Public Works, and the Guam Energy Office.
“These newly acquired vehicles combine conventional fuel engines with rechargeable electric battery systems. Through another federal funding source, all receiving agencies are also getting Level II Charging Stations affixed to their building.” Respicio added.
The government will continue to explore opportunities to expand the use of alternative-fuel and energy-efficient vehicles across its operations as part of its long-term strategy for sustainable development.
