During an official outreach visit to Toyama City in Toyama Prefecture on 24–25 August, the Ambassador of Bangladesh to Japan, H.E. Mr. Md. Daud Ali, conducted a series of key stakeholder engagements.
On 25 August, the Ambassador met with Mayor of Toyama Mr. Hirohisa Fujii—who warmly welcomed the Ambassador. He also commended the local Bangladeshi population's civic and economic contributions to Toyama City. The Ambassador highlighted Japan's Official Development Assistance (ODA) support to Bangladesh. He mentioned that now is the golden opportunity for the two nations to further bolster their relationship- Bangladesh’s hardworking and dedicated youth can contribute to the continued growth of the economy of Toyama in different sectors. Citing the February 2026 Economic Partnership Agreement (EPA), he mentioned that bilateral trade volume has surpassed 3.5 billion USD, and promoted imports of Bangladeshi textiles, leather, jute, and other products to Toyama. He further highlighted that a good number of Japanese companies have invested in Bangladesh, and investors from Toyama City can also invest in Bangladesh Special Economic Zone (BSEZ).
Following the talk, he met with the Vice Governor of the Toyama Prefectural Government, Ms. Kyoko Nishi. The Vice Governor warmly welcomed the outreach programme, and lauded Bangladesh’s continued economic development. The Ambassador thanked the Government of Japan for their continued support in Bangladesh’s development journey. He highlighted that a good number of Bangladeshi students are coming to Japan for Japanese language schools, and then enrolling in either skill training, universities, or job markets in Japan, thus contributing to Japanese society. He further mentioned that numerous Bangladeshi IT professionals are working in Japan. He then added that a good number of Japanese investors have invested in Bangladesh, established technical training centres, and set up language schools; therefore, investors from Toyama Prefecture are also welcome in the Bangladesh Special Economic Zone. He reiterated the Bangladesh Government’s support for the Japanese business community through the recently signed Economic Partnership Agreement (EPA) between the two countries. He also expressed the Bangladesh Government’s wishes to work in line with the upcoming ESDP (Employment for Skill Development Programme).
Then the Ambassador visited Toyama University and had a meeting with the President of Toyama University, Professor Shigeru Saito. Pointing out the similarity between the two flags, President Saito highlighted the historic relations between Bangladesh and Japan. Agreeing with that, the Ambassador mentioned that a good number of Bangladeshi students and researchers have immersed themselves in the Japanese education system. He further requested the Toyama University President for more English courses at the undergraduate level, tuition fee waiver, grants, sponsorships, and scholarships for Bangladeshi students, signing of Memoranda of Understanding (MoU) with different Bangladeshi Universities across various disciplines, faculty exchange programme, industry-academia collaboration, to increase the number of Bangladeshi scholars contributing to cross-border partnership. He also emphasized the different initiatives taken by the Government of Bangladesh to bolster Bangladesh-Japan educational partnership, such as the establishment of numerous Japanese language learning and training institutes, Government loans for Japanese language learners, and consideration of Japanese as 3rd language in education institutes. Toyama University President appreciated these initiatives and assured the Ambassador of his utmost consideration of the former’s request. Later, the Ambassador had an exchange of views with the faculty, researchers, and students of Bangladeshi origin at Toyama University.
Notable, on the previous day (24 August), the Ambassador met with the Bangladeshi diaspora in Toyama City and had an exchange of views. There, he shared initiatives taken by the Embassy for the welfare of the Bangladeshi community, including: providing special consular service on the 1st Sunday of every month, passport and other documents delivery by return-envelope, dedicated hotline for Bangladeshi citizens, NID enrolment service, on-demand consular services, government-funded repatriation of deceased Bangladeshi citizens, streamlined tuition fee transfers, simplified VFS visa processing, and the restoration of direct flights. Encouraging them to subscribe to the Wage Earners’ Welfare Membership and stay updated via social media of the Embassy, he urged the community to follow local laws, honour Japanese culture, and uphold the dignity of Bangladesh.
২৪-২৫ আগস্ট তোইয়ামা প্রিফেকচারের তোইয়ামা শহরে সফরকালে জাপানে নিযুক্ত বাংলাদেশের রাষ্ট্রদূত জনাব মোঃ দাউদ আলী একাধিক অংশীজনদের সাথে বৈঠকে অংশ নেন।
২৫ আগস্ট রাষ্ট্রদূত তোইয়ামা শহরের মেয়র জনাব হিরোহিসা ফুজির সাথে সাক্ষাৎ করেন। মেয়র রাষ্ট্রদূতকে উষ্ণ অভ্যর্থনা জানান এবং তোইয়ামা শহরের প্রশাসনিক ও অর্থনৈতিক খাতে স্থানীয় বাংলাদেশি সম্প্রদায়ের অবদানের ভূয়সী প্রশংসা করেন। রাষ্ট্রদূত বাংলাদেশে জাপানের (ODA) সহায়তার কথা উল্লেখ করে বলেন যে, দুই দেশের সম্পর্ককে আরও জোরদার করার এটাই সুবর্ণ সুযোগ—বাংলাদেশের কঠোর পরিশ্রমী ও নিবেদিতপ্রাণ তরুণ সমাজ তোইয়ামার অর্থনীতির বিভিন্ন খাতে অব্যাহত উন্নতিতে অবদান রাখতে পারে। ২০২৬ সালের ফেব্রুয়ারিতে স্বাক্ষরিত অর্থনৈতিক অংশীদারিত্ব চুক্তির (EPA) কথা উল্লেখ করে তিনি জানান, দ্বিপাক্ষিক বাণিজ্য ইতোমধ্যে ৩.৫ বিলিয়ন মার্কিন ডলার অতিক্রম করেছে। তিনি তোইয়ামায় বাংলাদেশের তৈরি পোশাক, চামড়া, পাট ও অন্যান্য পণ্যের আমদানি বৃদ্ধির আহ্বান জানান। তিনি আরও উল্লেখ করেন যে, অনেক খ্যাতনামা জাপানি প্রতিষ্ঠান বাংলাদেশে বিনিয়োগ করেছে এবং তোইয়ামা শহরের বিনিয়োগকারীরাও 'বাংলাদেশ বিশেষ অর্থনৈতিক অঞ্চল' (BSEZ)-এ বিনিয়োগ করতে পারেন।
এরপর তিনি তোইয়ামা প্রিফেকচারাল গভর্নমেন্টের ভাইস গভর্নর মিজ কিইয়োকো নিশির সাথে দেখা করেন। ভাইস গভর্নর এই সফরকে উষ্ণ অভিবাদন জানান এবং বাংলাদেশের ধারাবাহিক অর্থনৈতিক উন্নয়নের প্রশংসা করেন। বাংলাদেশের উন্নয়ন অগ্রযাত্রায় জাপানের ধারাবাহিক সহায়তার জন্য রাষ্ট্রদূত জাপান সরকারকে ধন্যবাদ জানান। তিনি তুলে ধরেন যে, বিপুল সংখ্যক বাংলাদেশি শিক্ষার্থী জাপানি ভাষার স্কুলে পড়তে জাপানে আসছেন এবং পরবর্তীতে দক্ষতা উন্নয়ন প্রশিক্ষণ, বিশ্ববিদ্যালয় কিংবা সরাসরি কর্মসংস্থানে যুক্ত হয়ে জাপানি অর্থনীতিতে অবদান রাখছেন। তিনি আরও উল্লেখ করেন, বর্তমানে বহু বাংলাদেশি আইটি পেশাজীবি জাপানে কাজ করছেন। পাশাপাশি অনেক জাপানি বিনিয়োগকারী বাংলাদেশে কারিগরি প্রশিক্ষণ কেন্দ্র ও জাপানি ভাষা শিক্ষা স্কুল প্রতিষ্ঠা করেছেন এবং বিভিন্ন খাতে বিনিয়োগ করেছেন। তাই তোইয়ামা প্রিফেকচারের বিনিয়োগকারীদেরও ‘বাংলাদেশ বিশেষ অর্থনৈতিক অঞ্চল’-এ স্বাগতম। সম্প্রতি স্বাক্ষরিত অর্থনৈতিক অংশীদারিত্ব চুক্তির (EPA) মাধ্যমে জাপানি ব্যবসায়ী সমাজকে সব ধরনের সহায়তা দেওয়ার বিষয়ে বাংলাদেশ সরকারের অঙ্গীকার তিনি পুনর্ব্যক্ত করেন। একই সাথে তিনি আসন্ন ইএসডিপি (ESDP - Employment for Skill Development Programme)-এর সাথে সমন্বয় রেখে কাজ করার ব্যাপারে বাংলাদেশ সরকারের ইচ্ছার কথা ব্যক্ত করেন।
এরপর রাষ্ট্রদূত তোইয়ামা বিশ্ববিদ্যালয় পরিদর্শন করেন এবং বিশ্ববিদ্যালয়ের প্রেসিডেন্ট প্রফেসর শিগেরু সাইতোর সাথে বৈঠকে অংশগ্রহণ করেন। দুই দেশের জাতীয় পতাকার সাদৃশ্যের কথা উল্লেখ করে প্রেসিডেন্ট সাইতো বাংলাদেশ ও জাপানের ঐতিহাসিক সম্পর্কের কথা তুলে ধরেন। তাঁর সাথে একমত পোষণ করে রাষ্ট্রদূত বলেন, বহু বাংলাদেশি শিক্ষার্থী ও গবেষক জাপানের শিক্ষা ব্যবস্থার সাথে নিবিড়ভাবে যুক্ত রয়েছেন। তিনি তোইয়ামা বিশ্ববিদ্যালয়ের প্রেসিডেন্টকে স্নাতক পর্যায়ে ইংরেজিতে আরও কোর্স চালু করা, টিউশন ফি মওকুফ, অনুদান, স্পন্সরশিপ ও স্কলারশিপ প্রদান, বাংলাদেশের বিভিন্ন বিশ্ববিদ্যালয়ের সাথে স্মারক চুক্তি (MoU) স্বাক্ষর, শিক্ষক বিনিময় কর্মসূচি এবং ইন্ডাস্ট্রি-একাডেমিয়া সংযোগ বিষয়ে অনুরোধ জানান, যেন দ্বিপাক্ষিক অংশীদারিত্বে বাংলাদেশি গবেষকদের অবদান বৃদ্ধি পায়। তিনি বাংলাদেশ-জাপান শিক্ষা অংশীদারিত্ব জোরদারে বাংলাদেশ সরকারের নেওয়া বিভিন্ন উদ্যোগও তুলে ধরেন; যেমন—জাপানি ভাষা শেখার প্রতিষ্ঠান গড়ে তোলা, জাপানি ভাষা শিক্ষার্থীদের জন্য সরকারি ঋণ সুবিধা এবং শিক্ষাপ্রতিষ্ঠানগুলোতে জাপানি ভাষাকে তৃতীয় ভাষা হিসেবে বিবেচনা করা। তোইয়ামা বিশ্ববিদ্যালয়ের প্রেসিডেন্ট এসব উদ্যোগের প্রশংসা করেন এবং রাষ্ট্রদূতের প্রস্তাবগুলো আন্তরিকভাবে বিবেচনার আশ্বাস দেন। পরবর্তীতে রাষ্ট্রদূত তোইয়ামা বিশ্ববিদ্যালয়ে অধ্যয়নরত ও কর্মরত বাংলাদেশি শিক্ষক, গবেষক ও শিক্ষার্থীদের সাথে মতবিনিময় করেন।
উল্লেখযোগ্য, এর পূর্বে বিগত ২৪ আগস্ট মান্যবর রাষ্ট্রদূত তোইয়ামা শহরে প্রবাসি বাংলাদেশিদের সাথে এক মতবিনিময় সভা করেন। সেখানে তিনি প্রবাসী বাংলাদেশিদের সুবিধার্থে বাংলাদেশ দূতাবাস কর্তৃক গৃহীত বিভিন্ন পদক্ষেপের কথা তুলে ধরেন, যার মধ্যে রয়েছে: প্রতি মাসের প্রথম রবিবারে বিশেষ কনস্যুলার সেবা প্রদান, ফেরত খামের (রিটার্ন-এনভেলপ) মাধ্যমে পাসপোর্ট ও অন্যান্য প্রয়োজনীয় সেবা প্রদান, বাংলাদেশি নাগরিকদের জন্য সার্বক্ষণিক হটলাইন চালুকরণ, এনআইডি (NID) নিবন্ধন সেবা, চাহিদাভিত্তিক কনস্যুলার সেবা, সরকারি অর্থায়নে প্রবাসী বাংলাদেশিদের মরদেহ দেশে প্রেরণ, সহজে ব্যাংকিং চ্যানেলের মাধ্যমে টিউশন ফি জাপানে স্থানান্তর, ভিএফএস-এ (VFS) ভিসা প্রক্রিয়া সহজীকরণ এবং সরাসরি বিমান ফ্লাইট পুনরায় চালু করা। তিনি প্রবাসীদের প্রবাসী কল্যাণ কার্ড গ্রহণ করতে এবং দূতাবাসের ফেসবুক পেজের সাথে যুক্ত থাকার আহ্বান জানান। একই সাথে, তিনি তোইয়ামার বাংলাদেশি সম্প্রদায়কে স্থানীয় আইন মেনে চলতে, জাপানি সংস্কৃতিকে সম্মান জানাতে এবং দেশের ভাবমূর্তি উজ্জ্বল রাখার অনুরোধ জানান।
