The Liberia National Tourism Authority (LNTA) and the Liberia Special Economic Zones Authority (LSEZA) have signed a Memorandum of Understanding (MOU) to establish Liberia’s first Special Tourism Economic Zone (STEZ) at Lake Piso in Grand Cape Mount County. The landmark partnership marks a major step toward positioning tourism as a strategic driver of national economic growth by creating an enabling environment for sustainable investment, job creation, and the development of world-class eco-tourism experiences.

Under the agreement, LSEZA will lead the designation and administration of the Special Tourism Economic Zone, including investment facilitation, infrastructure coordination, and the provision of investor support services. LNTA, under the leadership of Director General Princess Eva Cooper, will oversee tourism standards, destination promotion, and the development of a competitive tourism and hospitality sector within the zone. Together, both institutions will work to ensure that the project balances economic development with environmental conservation and meaningful benefits for local communities.

The initiative aligns with the Government of Liberia’s ARREST Agenda for Inclusive Development by expanding the country’s Special Economic Zone program into the tourism sector and unlocking new opportunities for private investment. Once developed, the Lake Piso Special Tourism Economic Zone is expected to strengthen Liberia’s position as an emerging eco-tourism destination in West Africa, while showcasing the country’s rich natural assets to regional and international investors and visitors.

LNTA advances discussion to attract Global Hospitality Brand.

Director General Princess Eva Cooper held a strategic engagement with Ghaly Safouane, Development Director for West Africa at Hilton, and C. Vincent Iweanoge, JD, Principal Director of HAVIT Inc., as part of the Authority’s ongoing efforts to attract globally recognized hotel brands and strategic hospitality investors to Liberia. The LNTA led meeting focused on exploring Hilton’s potential entry into the Liberian market and highlighted Liberia’s readiness to welcome transformative investments that will strengthen the country’s tourism and hospitality sector.

Discussions focused on Liberia’s untapped tourism potential, the ongoing reforms within the sector, and the investment opportunities emerging across the country’s hospitality industry. The meeting examined pathways for international hotel development, destination competitiveness, investment facilitation, workforce development, and strategic partnerships capable of accelerating tourism growth. The engagement reaffirmed the Authority’s commitment to creating an enabling environment for world-class hospitality investments that will increase visitor arrivals, generate employment, stimulate local supply chains, and raise service standards across the tourism value chain.

The Liberia National Tourism Authority extends its sincere appreciation to the National Investment Commission (NIC) for convening another meeting on short notice and for its continued support and partnership with the LNTA in advancing strategic investments in Liberia’s tourism sector.
