We talk a lot about open spaces, green spaces... but is it all just talk?

This is the site as it stands today — 8,600m² of public land (that's two and a half times the size of St George's Square in Valletta). On the left, the Distribution Centre that already ate 1,900m² from this same site. This land belongs to the government — and the government has full control over it.

The government is proposing a building of up to 17.5 metres in height on this site. (The image is an AI-generated impression based on the footprint submitted in planning application PC79/25 — it is not the actual design.) Of the remaining 8,600m², only 1,200m² would be left unbuilt — and even that is not intended as public green space.

The Naxxar Local Council is proposing something very different. A design featuring genuine green space with underground parking so no surface space is lost, historical remains preserved and visible to all, trees and greenery throughout, and play areas and sports facilities — including options for those who want to practise on their own.

This land belongs to the government. Had it been privately owned, even the government would have had limited say over its future. But here, the choice is entirely theirs. We have a unique opportunity to move beyond words about open spaces and actually deliver one. Naxxar deserves nothing less.

Diversion to Bugibba: Route buses going towards BUGIBBA will have to divert from near the roundabout of the WELBEE’S SUPERMARKET in NAXXAR back down to IKLIN onto TRIQ SAN MIKIEL to LIJA roundabout. The diversion route will continue by turning with LIJA roundabout towards MOSTA TECHNOPARK.

Diversion to Valletta: Follow the same diversion. Using as starting point TECHNOPARK ROUNDABOUT.

ROUTE 103 NAXXAR DIVERSION

Date: Wednesday 27th May 2026. Time: 08:00hrs – 21:00hrs.

Road Closure: NAXXAR SQUARE.

Diversion to Pembroke Route buses coming from MOSTA going towards SAN GWANN will have to divert at NAXXAR from VJAL IL-21 TA SETTEMBRU by turning right down onto VJAL IL-LABOUR towards TECHNOPARK to LIJA CEMETERY. The diversion route will continue to the left onto TRIQ SAN MIKIEL and up through IKLIN to continue as the normal route towards T’ALLA U OMMU.

Diversion to Bidnija: Follow the same diversion. Using as starting point TRIQ IL WIED.

ROUTES 202, 238, 260 NAXXAR DIVERSION

The diversion route will continue to the left onto TRIQ SAN MIKIEL and up through IKLIN to continue as the normal route towards SAN GWANN.

Diversion To Gharghur/ Ghadira: Route buses coming from VALLETTA going towards NAXXAR will have to divert from LIJA by turning with LIJA cemetery and will proceed through TRIQ SAN MIKIEL up through IKLIN to continue as the normal route towards GHARGHUR.

Diversion To Valletta: Follow the same diversion. Using as starting point TRIQ IL WIED.

The Naxxar Local Council is reiterating its strong opposition to the proposed government development on the site originally intended to deliver significant green open public space for the community.

In this video, Mayor Dr Chris Deguara outlined how the site has been progressively reduced from its original vision.

Key Facts
• Original site area: 10,500m²
• Original Disability Hub:
• 1,600m² building footprint
• 8,900m² green open public space
•Government distribution centre:
•1,900m² taken from the site

Council objected due to local impacts
• Site reduced to 8,600m²
Current affordable housing proposal:
• Only ~1,200m² remaining undeveloped
• This is not green open space
• Not freely accessible to the public
• Includes front gardens within the development

The Core Issue

What was originally designed as a major public green open space is now being almost entirely lost. Surrounding land is privately owned and earmarked for development, making this one of the last real opportunities for meaningful open space in the area.

The proposal also includes building heights of up to 17.5m, significantly altering the area’s character.

Council Position

The Council is calling instead for:
• a genuine green open public space
• sports and recreational facilities
• family-oriented community areas
• underground parking to meet needs without losing surface open space

Mayor Chris Deguara stressed the Council’s duty to protect residents’ quality of life and long-term community wellbeing.

He also challenged both the Partit Laburista and the Partit Nazzjonalista to state their position on the project in this final week of the election campaign, and to commit to listening to the more than 18,000 residents of Naxxar.

Councillor Andrè Muscat has returned from an EU-funded training programme under ESF+03.246 Lifelong Learning, an initiative by the Government Division.

The training focused on citizen-centred service delivery, the Inclusive Service Charter, inclusion, equity and access in local governance, and KPIs to measure policy impact.

During the programme, Councillor Muscat met with Luis Nuno Ramos, Municipal Director of Education of the City of Lisbon, discussing educational services and inclusive policy approaches.

The programme was a continuation of others where Councillor Godwin Grech, the Executive Secretary, and two officials, working on practical tools for better governance.

Sadanittant, sabiex jiġi akkomodat aktar spazju għall-parkeġġ, il-Kummissjoni Elettorali wettqet xogħlijiet ta’ tindif fil-ground tal-football. Madankollu, dan wassal għal ammont sinifikanti ta’ trab li qed joħloq inkonvenjent u potenzjalment impatt fuq ir-residenti tal-inħawi.

The Naxxar Local Council wishes to clarify that the Local Council has no connection whatsoever with any form of traffic management related to the election. These arrangements are being coordinated between the Electoral Commission and the Police Force, and the Council is not involved in this process in any way.

Meanwhile, in order to accommodate additional parking space, the Electoral Commission carried out cleaning works at the football ground. However, this has resulted in significant dust being generated, which is causing inconvenience and potentially affecting residents in the surrounding areas.

The Mayor, Dr Chris Deguara, together with the Local Council, is insisting with the relevant authorities that all necessary measures and precautions be taken to reduce dust impact and prevent further inconvenience to residents. Our residents deserve a better and more considerate environment.

Election 2026 – Traffic Notice

Residents are kindly informed that the following areas must be cleared of all vehicles:

23rd May – from 5:00am
C. Miceli Street, Ex-Trade Fair Grounds area, and the new street leading to St Paul.

26th May – from 5:00am
Same areas as above.

29th May at 8:00pm to 1st June at 6:00am
C. Miceli Street, Ex-Trade Fair Grounds, Pjazza Celsi, Markiz Scicluna Street, Triq V. Boron, Triq Kappella Tax-Xagħra, Triq Newman, Triq Torri tal-Kaptan, California Garage area, Triq il-Ġiżwiti, Triq San Pawl, and one side of Triq Jules Verne.

30th May from 10:00pm to 3:00am
Triq San Pawl will be closed from both directions.

Residents of Triq San Pawl, Triq il-Ġnien, Triq in-Nawfraġju, Triq Injazju ta’ Loyola, and Triq il-Markiz Scicluna should access their destination via Triq Andrea Debono (Għargħur Bypass into service road), Triq Fabriani, then cross St Paul Street into Triq il-Ġnien.

Residents will also be notified by post regarding the weekend closure between the 29th and 31st May. “No Parking” signs will start being affixed on Thursday 28th and Friday 29th May.

Access will not be possible from any other street.

Il-Kunsill Lokali tan-Naxxar jinnota b’sodisfazzjon li, wara l-pożizzjoni ċara meħuda mill-Kunsill u t-tħassib imqajjem f’isem ir-residenti, l-Awtorità għall-Bini u l-Kostruzzjoni (BCA) kkonfermat li x-xogħlijiet fis-sit inkwistjoni għandhom jitwettqu strettament fil-ħinijiet permessi mil-liġi skont Kapitlu 623.

Il-bieraħ il-Kunsill informa b’mod ċar lill-awtoritajiet kompetenti li ma setax jaċċetta li x-xogħlijiet ta’ kostruzzjoni jibdew fil-5:00am, kif kien qed jiġi propost, partikolarment wara snin twal ta’ inkonvenjent li sofrew ir-residenti minħabba dan il-proġett estensiv.

The Naxxar Local Council notes that, following the clear position taken by the Council and the concerns raised on behalf of residents, the Building & Construction Authority (BCA) confirmed that works at the site in question are to proceed strictly within the legally permitted hours established under Chapter 623.

Yesterday the Council informed the competent authorities that it could not accept construction works commencing at 5:00am, as was being proposed, particularly after residents had already endured years of inconvenience arising from this extensive development.

The Council welcomes the fact that, following the communication sent by the Council to the BCA, the concerns and quality of life of residents were reconsidered, while also recognising the importance of ensuring that all necessary works continue to be carried out in a safe and responsible manner.

The Naxxar Local Council will continue to monitor the situation closely and remain in contact with the relevant authorities in the interest of residents and public safety.

Il-Kunsill qiegħed jirċievi numru ta' ilmenti mir-residenti tal-inħawi minħabba l-attività ta’ kostruzzjoni li għaddeja bħalissa u l-istorbju matul is-siegħat bikrin ta’ filgħodu sa mill-5:00am. Il-Kunsill jixtieq jiċċara u jinforma li ma ħareġ l-ebda awtorizzazzjoni jew qbil li jippermetti li x-xogħlijiet jibdew f'dawk il-ħinijiet.

The Naxxar Local Council wishes to refer to the recent construction incident in Naxxar whilst clarifying its position regarding the concerns raised by residents.

The Council is receiving a number of complaints from residents in the area due to ongoing construction activity and noise during the early morning hours, as early as 5:00am. The Council wishes to clarify and inform that no authorisation or agreement has been issued permitting works to commence at such hours.

The Council has already formally communicated its position to the competent authorities (BCA) and, as matters currently stand, cannot accept these works commencing so early in the morning.

Among the complaints received by the Council, residents have specifically reported noise generated by ongoing works, as well as trucks sounding their horns at 5:00am in order to request the clearing of vehicles from the road. This situation is causing unnecessary inconvenience and disturbance to residents in the area.

It is also worth noting that neighbouring residents have for a number of years been suffering from excessive noise, vibrations, dust, mud on the roads during the winter months, and continuous inconvenience caused by the movement of heavy vehicles and construction activity.

While the Council recognises the need for the required remedial works and acknowledges the importance of safeguarding public safety, it maintains that the wellbeing and quality of life of residents must equally be respected and protected.

The Council wishes to make it clear that it is not opposed to exploring every possible means to expedite the required remedial works. However, this cannot be achieved at the expense of residents. Commencing construction works at 5:00am is, by no means, a decent or acceptable hour, and the Council cannot allow this.

The Naxxar Local Council will therefore continue to press all relevant authorities and entities to treat the concerns of residents with the seriousness they deserve.
