We celebrate a remarkable milestone in the life of His Excellency, Boss Mustapha, NPoM, CFR, former Secretary to the Government of the Federation.

Positions come and go, but the mark of meaningful service endures in the institutions strengthened, the people served and the example left behind. Mr. Boss Mustapha’s journey in public service has been defined by a commitment to all three.

Across decades of public service, he has distinguished himself by a rare combination of integrity, diligence, humility and institutional wisdom. At some of the most consequential moments in our nation’s recent history, he served with composure, responsibility and an unwavering commitment to Nigeria.

From his service as Managing Director of the National Inland Waterways Authority to his tenure as Secretary to the Government of the Federation, and his leadership of the Presidential Task Force on COVID-19, his public career has reflected a deep understanding of what service to a nation demands.

But beyond the offices, titles and responsibilities is something even more enduring: the character with which he carried them.

For us at the Nigeria Excellence Awards in Public Service (NEAPS), that distinction is particularly meaningful.

From the earliest days of the NEAPS vision, Boss Mustapha believed in what we were building. He embraced the idea that Nigeria must deliberately recognise those who give their best in service of the nation, because excellence deserves to be seen, celebrated and preserved for posterity.

His support for that vision, and his close collaboration with us from the very beginning, remain deeply appreciated.

Happy 70th Birthday, Boss Mustapha.

May this new decade bring you renewed strength, abundant grace, good health and many more years in which to inspire, mentor and contribute to the Nigeria you have served with distinction.

From all of us at NEAPS, thank you for believing in the vision. Thank you for standing with excellence. And thank you for a life of distinguished service.

- In 2025, Dr Samuel Ogbuku, Managing Director of the Niger Delta Development Commission, was recognised by NEAPS for excellence in infrastructure delivery and sustainable regional growth.

In 2026, the work continues.

Among the Commission’s ongoing reforms is the digitization of its processes—including procurement—with the stated objective of improving transparency, efficiency and service delivery.

The enduring strength of any democracy lies not in its elections, but in the values that guide its people between them.

Democracy is sustained when leadership is exercised with integrity, institutions remain faithful to their purpose, and citizens continue to engage with responsibility, conviction, and hope.

Its promise extends beyond the ballot box. It is reflected in the quality of service delivered, the trust earned through accountability, and the collective commitment to the common good.

Democracy offers opportunity; what a nation becomes is ultimately determined by what its people do with it.

As we commemorate Democracy Day, may we continue to pursue a Nigeria where service is valued, excellence is rewarded, and progress is measured not only by our words, but by our actions.
