ONE AIR SERVICE PROVIDER RESPONSE TO OUR PLEA FOR ALTERNATIVE COMPETITOR.

Hi Woitape LLG, Goilala
After evaluation of the photos you sent, we would like the airstrip to meet the following standards before we fly in:

1. Airstrip be cut full length and full width
2. Evidence that bump in middle of runway in the first 200M on takeoff has been addressed.

We will need photographs confirming above 2 requirements.

Here is the picture taken back in 2019 when we used to fly in. We would like the airstrip to be in such condition.

The current run down state of woitape airstrip. Is it the fault of District Political leadership or Is it the fault of the LLG Political Leadership?

Or is it the LLG Administration's fault?
Or is it the Contractors fault?
Or is it the local customary leadership fault?
Or it is the community at large who get serviced by this airstrip's fault?

Service Providers are not stupid. They know, flying their aircrafts into unsafe airstrip risks damage to their aircraft.

High risk = high price = people suffer.

Some facts are hard to hide forever.

KOBIO | AIR SANGA | HELIFIX | HEVILIFT | TROPIC AIR RUNNING EXPENSIVE CHARTERS INTO GOILALA & KOIARI.

Beside Helifix, Kobio Aviation, Hevilift Aviation, Tropic Air and Air Sanga Aviation has twin otter aircrafts that runs chartered flights into Goilala District selected airstrips.

Hevilift is available. But has not done a flight in. Tropic air flys into Tapini airstrip only while air sanga and Kobio Aviation fly to any airstrip in Goilala so long as customer pays.

Goilala DDA and CPG with Governors Office uses these aircrafts to do most of their project flights and program runs into Goilala.

Most of the cash paying customers are SME operators who operate trade stores. Especially in Woitape LLG - Ononge, Woitape, Fane and Yongai and Tapini and Sopu airstrips in Tapini LLG.

SME operators after mark up, charge the customer back home a hefty 200% - 400% price on what this same items cost here in Port Moresby.

For example.

1. 2 minute maggie noddles cost K1.50 here. It cost K5.00 in Goiala.

2. K3 flex here in Pom cost K6.00 in Goilala.

3. 1kg Rice packet is K4.50 in Pom, in Goilala it is K30.00.

4. List goes on and on.

While K200.00 million earmarked for SME support is getting smuggled out of Commerce Ministry by Insider Mafia Gang using whom you know connection, small grass root SME operators are having to struggle with their little hard earned funds.

SUGGESTION.

1. CPG + GOILALA DDA + HIRI KOIARI DDA should combine and consider/ explore the idea of buying a light wing Cessna aircraft to operate flights into Goilala and Koiari. (PAC cessna aircraft charter is K9000.00). (District Business arm).

Twin otters are good. But its expensive.

2. CPG + GOILALA DDA + HIRI KOIARI DDA make submission to Commerce Ministry + National Planning to access SME funding and Freight Subsidy Funding support and subsidies charter flights to help SME operators in Goilala and Hiri Koiari Districts.

STRUGGLE IS REAL. BUT NO BODY SEEM TO NOTICE THE STRUGGLE.

Dear Central Province Government Disaster Office and Goilala District Development Authority,

With due respect to the Erume families who lost their valuables and belongings in the fires recently, this query is directed at the government authorities.

Kosipe el nino affected disaster was a disaster well before the Erume fires.

CPG disaster office officers visited Kosipe and got their reports.

CPG Disaster office was aware of this disaster at Kosipe.

Then Erume fires report happened.

No time was wasted. Madam Governor Rufina Peter and Goilala Member Hon Casmiro Aia flew in on chopper physically to comfort those that was affected.

Kosipe el nino front victims are still waiting.

Looking beyond the obvious it is understood Governor is from mix Jowa Loloipa Ward & Kataipi Ward.

CPG Disaster Office boss is Mr Ipou Tumai who is from Jowa Loloipa Ward and Kataipi Ward (Tapini LLG).

Lets Learn from this article and try to hold our teachers responsible at time.

THE COST OF NEGLIGENCE IN EDUCATION.

The education landscape has changed. Today we are dealing with students whose parents are educated, informed, and fully aware of their rights.

As a result, we are seeing an increasing number of parents and students taking schools and the Provincial Education Board to court over grievances.

As teachers and administrators, we must recognize that we are now accountable to a community that understands policy, law, and due process.

To minimize legal and administrative risk, the following standards must be strictly observed:

1. Discipline
All student discipline cases must be handled strictly in accordance with the Teaching Service Act, Education Act, and relevant school policies.

2. Academic Records:
Student academic results must be accurately recorded, verified, and secured at all times.

3. Attendance

Daily attendance checklists for both students and teachers must be properly maintained.

4. Relief Arrangements:
Teacher relief and class coverage must be planned and implemented in advance. Students must never be left unattended.

5. Appointments & Promotions:
Teachers must be appointed and promoted strictly on merit, qualifications, and due process.

6. Certification:
Grade 10 and Grade 12 certification must follow the prescribed protocols and timelines set by the Department of Education.

This list is not exhaustive. Compliance in all areas of school administration is now non-negotiable.

Conclusion:
Negligence in any of these areas exposes individual officers, schools, and the Department to legal liability and reputational damage.

A few officers who fail to uphold professional standards become a liability to the entire Department of Education.

We must therefore commit to professionalism, accountability, and adherence to the law in all that we do.

REPEAT OF 1997 EL NINO IS EMINENT.

One Good issue which requires our Hon President Pius Ivoro Keno to take the lead in organising with GDDA & Central Province Disaster Office and Madam Governors Office as well.

LLG.Manager Mr Philip Ava Bodie can also help the President and the 14 Ward Councilors.

EL NINO IN GOILALA IS REAL. NIL ACTION FROM GDDA + CPG IS REAL TOO.

GDN got a call from Loleava, in Sopu Ward 4, Tapini LLG this morning.

The question was raised if rain experienced in parts of PNG is also filtering through to Goilala.

The response was a resounding NO.

We ask if any updates came through from Woitape LLG, Goilala .

The contact who made the call said they walked from Kokoda up through Kanga, Azzimba in Kokoda enroute to Chirime in Woitape LLG and passed through the Neon Plateau under Mt Albert Edward.

They over night in Kosipe, Ward 8 in Woitape LLG and continue to Sopu, Ward 4 in Tapini LLG.

The effects of El Nino is real across Kokoda and into Goilala District. The vegetation at the foot of Mt Albert is dry due to heavy down pour of frost.

Kosipe been located at the foot of Mt Albert is worse hit.

GDN also got information from contacts in Ankaut in Guari LLG updating of the same too. Food gardens are destroyed by this prolong periods of sun.

Mona Highway travelers up to Tapini station also advised landslides are now no longer happening. Road surface is dry. But bushy due to overgrowth which is obviously dry this time around due to the climate.

Major rivers that passes through Arabure bridge along Mona Highway have witnessed huge deduction on the water levels.

With this dire situation across Goilala, the level of silence and inaction or no action from Goilala DDA , Goilala District Administration, Central Provincial Government and Office of the Governor of Central Province is so alarmingly unusual.

GoPNG is suffering from financial crisis which is directly affecting the functions of our DDAs and Provincial Govts. That is understandable.

Lets hope this report helps bring the need of our people to the attention of those that need to be made aware.
