On the Killing of Police Senior Master Sergeant Zaldy Castillo Dela Peña

I strongly condemn the killing of Police Senior Master Sergeant Zaldy Castillo Dela Peña of the Quirino Police Provincial Office. This senseless act against an officer who chose to protect others, even while off duty, is an attack on the rule of law and will not go unpunished.

I extend my deepest condolences to his family, loved ones, and colleagues. PSMS Dela Peña embodied the highest ideals of police service by placing the safety of others above his own.

The National Police Commission (NAPOLCOM) will facilitate the immediate processing and release of all welfare benefits due to the family of PSMS Dela Peña. We remain committed to ensuring that his loved ones receive the assistance and support they are entitled to during this difficult time.

Ang sakripisyo ni PSMS Dela Peña ay patunay na ang tunay na pulis ay hindi tumitigil sa paglilingkod kahit wala na sa oras ng trabaho. Mariin nating kinokondena ang krimeng ito. Hindi natin hahayaang makatakas ang mga salarin. Pananagutin sila at sisiguraduhin nating makakamit ng kanyang pamilya ang hustisyang nararapat.

I commend the Quirino Police Provincial Office, the Cabarroguis Municipal Police Station, and Police Regional Office 2 for their swift response and ongoing pursuit operations. I urge all law enforcement units to sustain their efforts until those responsible are arrested and brought before the courts to face the full force of the law.

👮‍♀️👮🤝 NAPOLCOM R7 joins PNP Police Regional Office 7 in the Culminating Ceremony of the 31st Police Community Relations Month Celebration

NAPOLCOM R7, headed by Atty. Leonora G. Bartolome, attended the Culminating Ceremony of the Police Community Relations Month Celebration on the morning of July 31, 2026. She also received the award from PRO 7, on behalf of the regional office, for being ardent partners in the month-long activities.

The ceremony was spearheaded by PBGEN Isagani A Fetizanan, PRO 7’s Deputy Regional Director for Administration. He reminded the police that the success of this year’s activities are not on how much were accomplished but on how these activities impacted the lives of the beneficiaries and communities.

PCOL Antonietto Y. Cañete, Chief of the Regional Community Affairs and Development Division, also shared how the ceremony became more eventful as it is the very first appearance and visit of NAPOLCOM R7’s regional director, Atty. Bartolome, in PRO 7.

As we close this year’s celebration, may the police and the community continue to collaborate and serve beyond the PCR Month.

On the Reported Incident Involving Two Bacarra Municipal Police Station Personnel

We have taken serious note of reports that Police Master Sergeant Rely R. Vea Jr. allegedly threatened Fr. Arvin Mangrubang and his family, reportedly cocking his service firearm during an incident at their residence in Bacarra, Ilocos Norte, on July 31, 2026. Police Corporal Neil Jan A. Gayrama was also reportedly present during the incident. Consequently, both officers have been relieved from the Bacarra Municipal Police Station and reassigned to the Provincial Personnel Holding and Accounting Unit pending administrative proceedings.

I commend NAPOLCOM Regional Office 1, under the leadership of Regional Director George Aplas D. Daskeo, for its swift coordination with the Philippine National Police, resulting in the immediate relief and reassignment of the concerned personnel while the necessary administrative case is being prepared and processed.

Kung mapatutunayan sa imbestigasyon na may nagawang paglabag, hindi magdadalawang-isip ang NAPOLCOM na ipataw ang kaukulang administratibong kaparusahan. Walang puwang sa serbisyo ang pang-aabuso sa kapangyarihan, pananakot, o anumang paglabag sa karapatan ng mamamayan.

Ang bawat pulis ay inaasahang gampanan ang kanyang tungkulin nang may disiplina, propesyonalismo, at paggalang sa karapatan ng bawat mamamayan. Sisiguraduhin ng NAPOLCOM na lalabas ang katotohanan, mananagot ang sinumang mapatutunayang lumabag, at mapananatili ang tiwala ng publiko sa ating kapulisan.

May mga taong hindi man laging nasa unahan ng serbisyo, ngunit sila ang tahimik na nagsisiguro na tama ang direksyong tinatahak ng buong organisasyon. Isa na rito si Ms. Ronelita S. Lima, Statistician II ng Research and Evaluation Division (RED), na tatlong dekada nang buong puso at husay na naglilingkod sa NAPOLCOM.

Sa loob ng 30 taon, naging mahalagang bahagi si Ms. Ronelita sa paghahanda at pagsasama-sama ng mga accomplishment report at statistical submissions mula sa iba't ibang Regional Office. Ang bawat datos na kanyang sinusuri at pinagtitibay ay nagsisilbing matibay na batayan sa mga mahahalagang pagpapasya ng Komisyon at sa mga ulat na isinusumite sa mga oversight agencies. Sa likod ng bawat numero ay ang kanyang tiyaga, sipag, at paninindigang maging tumpak sa bawat detalye.

Ngunit higit pa sa mga ulat at estadistika, si Ms. Ronelita ay isang kasamahang laging handang makiisa. Bilang aktibong miyembro ng NAPEMA, naniniwala siyang ang isang matatag na organisasyon ay nabubuo hindi lamang sa mahusay na trabaho kundi sa malasakit at pagkakaisa ng bawat empleyado.

Hindi rin naging madali ang kanyang pinagdaanan. Noong panahon ng pandemya, nakaranas siya ng stroke, isang pagsubok na maaaring nagpahinto sa marami. Ngunit sa halip na sumuko, pinili niyang bumangon. Sa tulong ng kanyang pananampalataya, determinasyon, at pagmamahal sa paglilingkod, ipinagpatuloy niya ang kanyang trabaho at ipinakitang ang tunay na lakas ay nasusukat hindi sa kawalan ng pagsubok, kundi sa kakayahang magpatuloy sa kabila nito.

Sa bawat araw na siya ay pumapasok sa opisina, dala niya ang karanasan, karunungan, at dedikasyong patuloy na nagbibigay ng halaga sa misyon ng NAPOLCOM. Tahimik man ang kanyang ginagawa, malaki ang naiaambag nito sa pagpapatatag ng tiwala ng publiko sa ating institusyon.

Ang kuwento ni Ms. Ronelita S. Lima ay paalala na ang tunay na paglilingkod ay hindi kailangang maging maingay upang maging makabuluhan. Minsan, ang pinakamalalaking ambag ay nagmumula sa mga taong buong pusong ginagawa ang kanilang tungkulin araw-araw, may integridad, katatagan, at malasakit.
Dahil sa NAPOLCOM, bawat lingkod ay may kuwentong nagbibigay-inspirasyon. At sa NAPOLCOM N'yo Po!, ipinagdiriwang natin ang mga kuwentong ito.

PRO7 STRENGTHENS LEADERSHIP AS 119 POLICE PERSONNEL RECEIVE WELL-DESERVED PROMOTIONS

A total of 119 deserving police personnel of the Police Regional Office 7 (PRO7) formally assumed higher responsibilities after being promoted during the Simultaneous Oath-taking, Donning, and Pinning of Ranks of the Newly Promoted 2nd Level Uniformed Personnel held at Camp Sergio Osmeña Sr., Cebu City, on July 29, 2026.

The ceremony formed part of the 1st Cycle CY 2026 2nd Level Uniformed Personnel Regular Promotion Program and was presided over by PBGEN ISAGANI A. FETIZANAN, Deputy Regional Director for Administration, who administered the oath and led the donning and pinning of ranks of the newly promoted personnel.

The 119 promotees were composed of 25 Police Captains promoted to Police Majors, 11 Police Lieutenants promoted to Police Captains, 10 Police Executive Master Sergeants promoted to Police Lieutenants, two Police Chief Master Sergeants promoted to Police Executive Master Sergeants, seven Police Senior Master Sergeants promoted to Police Chief Master Sergeants, eight Police Master Sergeants promoted to Police Senior Master Sergeants, 11 Police Staff Sergeants promoted to Police Master Sergeants, 20 Police Corporals promoted to Police Staff Sergeants, and 25 Patrolmen promoted to Police Corporals.

In his message, PBGEN Fetizanan reminded the newly promoted personnel that every advancement in rank carries with it greater responsibility and accountability.

“The higher the rank, the greater the responsibility; the greater the authority, the deeper the accountability.”

He described the promotion as more than a recognition of past accomplishments, emphasizing that it signifies a renewed commitment to the noble calling of public service. He urged the newly promoted personnel to uphold the highest standards of professionalism, integrity, humility, and ethical leadership as they continue their sworn duty of protecting lives, preserving peace, and upholding justice.

“Every new insignia placed upon your shoulders represents the trust bestowed upon you by the organization and the people you have sworn to serve. True leadership is not measured by authority, but by integrity, humility, and the courage to make decisions that uphold justice and inspire others,” PBGEN Fetizanan said.

He likewise challenged the newly promoted personnel to prove each day that they deserve the ranks they now wear through exemplary performance, sound judgment, and unwavering dedication to duty.

“As you begin this new chapter, let your promotion be more than a milestone, it should be your promise to become an even better public servant. Lead with integrity, serve with humility, and inspire those who look to you for guidance. Remember that every promotion is not the end of a journey, but the beginning of a greater mission,” he added.

Concluding his address, PBGEN Fetizanan left the promotees with a challenge that encapsulated the essence of leadership in the police service.

“Do not ask what your new rank gives you. Ask what your new rank demands of you. Every promotion is not merely an honor to receive, but a responsibility to fulfill.”

The conduct of the promotion ceremony forms part of the 5-Focus Agenda of the Chief, PNP, particularly on boosting the morale and welfare of personnel by recognizing their dedication, commitment, and exemplary service. Through the 1st Cycle CY 2026 2nd Level Uniformed Personnel Regular Promotion Program, the Philippine National Police continues to cultivate professionalism, inspire excellence, and reinforce its commitment to delivering Bagong PNP Para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman. As the newly promoted personnel assume greater responsibilities, they are expected to lead with integrity, serve with humility, and remain steadfast in upholding peace, order, and public safety across Central Visayas.
