๐๐๐ ๐ | ๐๐๐๐๐๐๐๐ ๐๐๐๐๐๐๐๐๐ ๐๐๐๐๐๐๐ (๐๐๐): Strengthening Barangay Capacity for Peace, Security, and Community Resilience
The City Peace and Order Council, under the leadership of City Mayor Gerald Guttrie Aquino, in partnership with the DILG Mabalacat City Field Office, successfully conducted Day 1 of the Security Awareness Seminar (SAS) and the Foreign Interference and Malign Influence (FIMI) Lecture with the Cascading of the Bangon Bayan Movement (BBM) on July 16, 2026 at Madison Crown Hotel, Angeles City, Pampanga.
Funded under the Peace and Order and Public Safety (POPS) Plan for Calendar Year 2026, the activity gathered Barangay Captains, Barangay Peace and Order Committee Chairpersons, Barangay Secretaries, Barangay Treasurers, Barangay Public Safety Officers, and other barangay personnel to strengthen their capacities in addressing emerging security concerns and promoting peace, order, and public safety in their communities.
The program opened with a welcome message from CLGOO Dianne Lorin T. Tolentino, who emphasized the importance of enhancing the knowledge and preparedness of barangay officials and personnel. She also discussed the DILG Guidelines on Safer School Zones, highlighting the role of local government units and barangays in ensuring safe, secure, and child-friendly learning environments.
In his message of support, Acting Chief of Police, Police Lieutenant Colonel Jose Charlmar F. Gundaya, reaffirmed the PNPโs commitment to strengthening collaboration with the DILG and barangays in sustaining peace and order initiatives and building resilient communities.
The learning sessions featured resource speakers from the National Intelligence Coordinating Agency (NICA) Region III, who discussed the Infiltration of the Bureaucracy (IOB), Introduction to Security, Executive Order No. 608 and Document Security, Personnel and Personal Security, an Audio-Visual Presentation on the West Philippine Sea (WPS), Malign Influence and Foreign Interference (FIMI), and the Cascading of the Bangon Bayan Movement (BBM).
Through this initiative, barangay officials are continously equipped with the knowledge and practical understanding needed to strengthen the BPOCs and promote safer, more secure, and resilient communities in support of the Bagong Pilipinas vision.
