One of the highlights of the 14th Cityhood Charter Day Testimonial Dinner and Loyalty Service Awards was the recognition of the seven (7) Three-Term Punong Barangays of Mabalacat City, held on 23 July 2026 at the SMX Convention Center Clark, Mabalacat City, Pampanga.

The recognition paid tribute to barangay leaders who have faithfully served their respective communities for three consecutive terms, demonstrating exemplary leadership, unwavering commitment to public service, and dedication to advancing the welfare of their constituents. Throughout their years in office, the awardees have been instrumental in championing responsive governance, implementing programs that uplift their communities, and fostering inclusive and participatory local leadership.

The awarding ceremony was graced by City Mayor Hon. Gerald Guttrie P. Aquino and City Vice Mayor Hon. Marcos T. Castro, Jr., together with city officials, department heads, national government agency representatives, barangay officials, and employees who gathered to celebrate the city’s 14th year of progress and achievement. The recognition underscored the indispensable role of barangay leaders as frontliners in local governance and acknowledged their lasting contributions to the continued growth and development of Mabalacat City.

The seven (7) Three-Term Punong Barangays honored during the ceremony were:

𝗕𝗮𝗿𝗮𝗻𝗴𝗮𝘆 𝗠𝗮𝗯𝗶𝗴𝗮 𝗕𝗼𝗹𝘀𝘁𝗲𝗿𝘀 𝗚𝗿𝗮𝘀𝘀𝗿𝗼𝗼𝘁𝘀 𝗝𝘂𝘀𝘁𝗶𝗰𝗲 𝘁𝗵𝗿𝗼𝘂𝗴𝗵 𝗞𝗮𝘁𝗮𝗿𝘂𝗻𝗴𝗮𝗻𝗴 𝗣𝗮𝗺𝗯𝗮𝗿𝗮𝗻𝗴𝗮𝘆 𝗥𝗲𝗳𝗿𝗲𝘀𝗵𝗲𝗿 𝗖𝗼𝘂𝗿𝘀𝗲

In its continuing commitment to strengthening the barangay justice system, Barangay Mabiga conducted a Katarungang Pambarangay Refresher Course on July 23, 2026, at Melencio’s Resort and Event Place, Mabalacat City. The activity aimed to enhance the knowledge and competencies of the Lupong Tagapamayapa in effectively carrying out their mandate of settling disputes and fostering harmony within the community.

The refresher course provided participants with a comprehensive discussion on the salient provisions of the Katarungang Pambarangay Law, including its legal framework, jurisdiction, mediation and conciliation procedures, proper documentation of cases, and the respective roles and responsibilities of the Lupong Tagapamayapa. The session reinforced the importance of resolving disputes promptly, fairly, and amicably to preserve peace and strengthen community relationships.

Serving as the resource speaker, CLGOO Dianne Lorin T. Tolentino of the Department of the Interior and Local Government (DILG) emphasized the significant role of the Lupong Tagapamayapa as the frontline mechanism for community-based dispute resolution. She underscored that effective implementation of the Katarungang Pambarangay system not only decongests the courts but also promotes a culture of dialogue, cooperation, and mutual respect among community members.

CLGOO Tolentino likewise commended the leadership of Punong Barangay Elmer Calaguas and the Barangay Council for prioritizing the continuous capacity development of their Lupong Tagapamayapa members. She recognized the initiative as a testament to the barangay’s dedication to improving public service delivery and ensuring that justice remains accessible, responsive, and people-centered.

Through sustained learning initiatives such as this refresher course, Barangay Mabiga continues to strengthen its local justice mechanisms, empower its Lupong Tagapamayapa, and uphold the principles of peace, accountability, and good local governance for the benefit of every Mabiganians.

𝐃𝐀𝐘 𝟐 | 𝐁𝐀𝐒𝐈𝐂 𝐀𝐑𝐍𝐈𝐒 𝐓𝐑𝐀𝐈𝐍𝐈𝐍𝐆: Equipping Barangay Frontliners with Essential Self-Defense Skills

With the support of City Mayor Gerald Guttrie Aquino, the City Peace and Order Council (CPOC), through the DILG Mabalacat City Field Office, successfully concluded the 2 Day Security Awareness Seminar (SAS) and the Foreign Interference and Malign Influence (FIMI) Lecture, which included the cascading of the Bangon Bayan Movement (BBM), followed by a Basic Arnis Training held on July 17, 2026, at Madison Crown Hotel, Angeles City, Pampanga.

Implemented under the Peace and Order and Public Safety (POPS) Plan for Calendar Year 2026, the training was conducted in coordination with the Philippine Army, 70th Infantry Battalion, to equip barangay officials and personnel with fundamental self-defense techniques while promoting discipline, situational awareness, and personal safety in the performance of their duties to maintain peace and order within their communities.

The training was facilitated by Corporal Don Kevin N. Lambanicio, together with Private Steeve Pellosis and Private Christian Job Sangco, who demonstrated basic Arnis techniques and practical defensive drills.

The DILG Mabalacat City Field Office extends its sincere appreciation to 1LT Jufet Katl Barrientos, Commanding Officer of Charlie Company, Philippine Army, 70th Infantry Battalion, for the invaluable support and partnership that contributed to the successful conduct of the activity.

As the two-day seminar concluded, the City Peace and Order Council (CPOC) reaffirmed its commitment to strengthening the capacities of Barangay Peace and Order Committees (BPOCs) through continuous learning, inter-agency collaboration, and capability-building initiatives, empowering barangay officials to foster safer, more secure, and more resilient communities in support of the Bagong Pilipinas vision.

𝐃𝐀𝐘 𝟏 | 𝐒𝐄𝐂𝐔𝐑𝐈𝐓𝐘 𝐀𝐖𝐀𝐑𝐄𝐍𝐄𝐒𝐒 𝐒𝐄𝐌𝐈𝐍𝐀𝐑 (𝐒𝐀𝐒): Strengthening Barangay Capacity for Peace, Security, and Community Resilience

The City Peace and Order Council, under the leadership of City Mayor Gerald Guttrie Aquino, in partnership with the DILG Mabalacat City Field Office, successfully conducted Day 1 of the Security Awareness Seminar (SAS) and the Foreign Interference and Malign Influence (FIMI) Lecture with the Cascading of the Bangon Bayan Movement (BBM) on July 16, 2026 at Madison Crown Hotel, Angeles City, Pampanga.

Funded under the Peace and Order and Public Safety (POPS) Plan for Calendar Year 2026, the activity gathered Barangay Captains, Barangay Peace and Order Committee Chairpersons, Barangay Secretaries, Barangay Treasurers, Barangay Public Safety Officers, and other barangay personnel to strengthen their capacities in addressing emerging security concerns and promoting peace, order, and public safety in their communities.

The program opened with a welcome message from CLGOO Dianne Lorin T. Tolentino, who emphasized the importance of enhancing the knowledge and preparedness of barangay officials and personnel. She also discussed the DILG Guidelines on Safer School Zones, highlighting the role of local government units and barangays in ensuring safe, secure, and child-friendly learning environments.

In his message of support, Acting Chief of Police, Police Lieutenant Colonel Jose Charlmar F. Gundaya, reaffirmed the PNP’s commitment to strengthening collaboration with the DILG and barangays in sustaining peace and order initiatives and building resilient communities.

The learning sessions featured resource speakers from the National Intelligence Coordinating Agency (NICA) Region III, who discussed the Infiltration of the Bureaucracy (IOB), Introduction to Security, Executive Order No. 608 and Document Security, Personnel and Personal Security, an Audio-Visual Presentation on the West Philippine Sea (WPS), Malign Influence and Foreign Interference (FIMI), and the Cascading of the Bangon Bayan Movement (BBM).

Through this initiative, barangay officials are continously equipped with the knowledge and practical understanding needed to strengthen the BPOCs and promote safer, more secure, and resilient communities in support of the Bagong Pilipinas vision.

𝗕𝗘𝗖𝗔 𝟮𝟬𝟮𝟲: 𝗧𝘄𝗼-𝗗𝗮𝘆 𝗖𝗶𝘁𝘆-𝗟𝗲𝘃𝗲𝗹 𝗧𝗮𝗯𝗹𝗲 𝗔𝘀𝘀𝗲𝘀𝘀𝗺𝗲𝗻𝘁 𝗦𝘂𝗰𝗰𝗲𝘀𝘀𝗳𝘂𝗹𝗹𝘆 𝗖𝗼𝗻𝗰𝗹𝘂𝗱𝗲𝗱

The City Assessment Committee successfully concluded the Two-Day City-Level Table Assessment for the 2026 Barangay Environmental Compliance Audit (BECA) on July 14–15, 2026, at the CENRO Conference Room, Barangay Tabun, Mabalacat City, Pampanga.

The assessment was chaired by CLGOO Dianne Lorin T. Tolentino, with Engr. Jesusa M. Santiago and the Civil Society Organization (CSO) Representative from the Junior Chamber International (JCI) serving as members of the City Assessment Committee. Over the course of two days, the committee thoroughly evaluated the documentary submissions of the participating barangays using the prescribed BECA assessment criteria, focusing on environmental compliance, governance, and the implementation of sustainable environmental management practices.

Through the collective efforts of the committee and the active participation of the barangays, the city-level table assessment was successfully completed in preparation for the next phase of the audit.

The top-performing barangays will be endorsed to the Provincial Assessment Committee for further assessment and validation. Those that successfully satisfy the prescribed standards will advance to the Regional Level Validation, where they will vie for recognition for their exemplary environmental governance, regulatory compliance, and commitment to sustainable community development.

The DILG Mabalacat City Field Office extends its sincere appreciation to the members of the City Assessment Committee, partner agencies, CSO representatives, and all participating barangays for their dedication and unwavering commitment to promoting environmental protection, strengthening local governance, and fostering cleaner, greener, and more resilient communities.
