Regarding the suspension of work today, Thursday, August 6, 2026, due to Tropical Storm "Maymay" and the heavy rainfall:

"The suspension of work for private companies and offices is left to the discretion of their respective heads." — Memorandum Circular No. 122

While the mandatory suspension applies to government offices, we urge all private sector employers to prioritize the safety and well-being of your employees during this severe weather condition.

This is in compliance with Memorandum Circular No. 122 issued by the Office of the President, due to heavy rainfall caused by Tropical Storm Maymay and the Southwest Monsoon.

Put your main question, conclusion, or request in the very first sentence of your email or message. Then, follow up with the context so your busy colleagues can digest your point quickly.
• Saves Time: Busy coworkers, executives, and clients often skim messages on their phones. If your request isn't in the first few words, they’ll likely push the email aside for "later"—and forget about it.
• Reduces Mental Load: When people know what you want right away, reading the background context becomes much easier because they already understand why it matters.

Everything You Need to Know About De Minimis Benefits

Did you know that employers can give certain monetary allowances and perks to employees completely 100% tax-free?

Under Philippine tax law, these are called De Minimis Benefits—facilities or privileges of relatively small value given by employers to promote employee health, goodwill, and productivity.

Because they are exempt from Withholding Tax on Compensation (WTC) and Fringe Benefits Tax (FBT), maximizing them is a win-win for both employers and employees!

❓ WHAT CAN BE INCLUDED & THE EXEMPT LIMITS?

Here are the key tax-exempt categories recognized by the BIR:
​ 🌾 Rice Subsidy: Up to ₱2,500 per month (or 1 sack of rice)
👔 Uniform & Clothing Allowance: Up to ₱8,000 per year
🏥 Actual Medical Assistance: Up to ₱12,000 per year (for check-ups, maternity, or medical needs)
👨‍👩‍👧 Medical Allowance for Dependents: Up to ₱2,000 per semester (or ₱333/month)
🧺 Laundry Allowance: Up to ₱400 per month
🏆 Employee Achievement Awards: Up to ₱12,000 per year (for length of service/safety in cash or tangible items)
🎁 Christmas & Anniversary Gifts: Up to ₱6,000 per year
🗓️ Monetized Vacation Leave (Private Sector): Up to 12 days per year
🍱 Overtime / Night Shift Meal Allowance: Up to 30% of the regional basic minimum wage per day
🤝 CBA & Productivity Incentives: Up to ₱12,000 per year total

​❓ WHAT HAPPENS IF A BENEFIT EXCEEDS THE LIMIT?

​If you give an amount beyond the limit (e.g., ₱3,000/month for rice instead of ₱2,500), only the excess amount (₱500) becomes taxable.​

However, that excess isn't taxed right away! It gets folded into the employee's ₱90,000 annual tax-exempt threshold for 13th-month pay and other benefits. It only incurs income tax if that overall ₱90,000 limit is breached!

​📌 QUICK REMINDERS FOR HR & BUSINESS OWNERS:​

1️⃣ Exclusive List: BIR rules strictly apply ONLY to the categories listed above.
2️⃣ No Aggregating: You cannot combine unused limits across different categories (e.g., unused laundry allowance cannot be transferred to rice subsidy).
3️⃣ Keep Documentation: Always keep receipts, policy memos, and acknowledgement sheets to support your corporate tax deductions.

📝 Note: De Minimis benefits are generally NOT mandatory under Philippine labor law. They are discretionary / voluntary tax rules, not automatic legal entitlements required of every private employer.

The City Government of Parañaque under the leadership of Mayor Edwin Olivarez has reached a major milestone in local governance with the finalization and approval of its Annual Investment Plan (AIP) for Calendar Year 2027.

The AIP serves as the city’s official strategic roadmap, detailing priority programs, essential infrastructure, and key public services designed to address the evolving needs of its communities. Through coordinated evaluations across city agencies—including the Parañaque Workers Affairs Office (WAO)—the newly approved plan outlines targeted resource allocations aimed at driving sustainable economic development and social progress.

For the local labor sector, the 2027 AIP lays down a clear track for expanding worker-centric programs, strengthening public employment services, and supporting workplace welfare initiatives across the city.

Empowering Our Local Workers & Kasambahays through Financial Literacy and Community Advocacy

The City Government of Parañaque, through the Parañaque Workers Affairs Office (PWAO) headed by Ms. Shella B. Bernal, MMPA, in collaboration with the Parañaque Cooperative Development Office (PCDO) led by Ms. Josephine Salomon, successfully conducted the 4th Learning Seminar on Financial Literacy for Parañaque Workers and Kasambahay.

This event marked the final batch of sessions dedicated to empowering the hardworking labor force and domestic workers of our 2nd District, specifically welcoming participants from:
• Brgy. Marcelo Green
• Brgy. Merville
• Brgy. San Martin de Porres
• Brgy. Sun Valley

We were also honored by the presence and support of local barangay leaders, including:
• Kagawad Ma. Cristina Beltran (Brgy. Marcelo Green)
• Kagawad Jocelyn Bautista (Brgy. San Martin de Porres)

PROGRAM HIGHLIGHTS

The seminar opened with a solemn prayer and the solemn singing of the National Anthem, setting a meaningful tone for a day dedicated to community empowerment.

1. Anti-Drug Abuse Awareness & Prevention

To promote holistic well-being and workplace safety, representatives from the Parañaque Anti-Drug Abuse Office (PADAO), under the leadership of OIC Mr. Kristian Johannes Buhay, shared vital insights:
• Mr. John Merarza, MMPA (Division Head) unpacked the root causes and underlying factors that lead individuals to substance dependency.
• Ms. Carla Dela Cruz (Preventive Education Officer) discussed key anti-drug laws, emphasized the serious impact of substance abuse on families, and highlighted the importance of community-driven prevention efforts.

2. Core Financial Literacy & Cooperative Education

The main segment featured engaging discussions from expert resource speakers who inspired and energized the participants:
• Mr. William V. Cortez (CDS II) demystified the concept of cooperatives, passionately explaining their fundamental structure and immense value. He shared how joining a cooperative serves as an essential financial safety net—offering workers and kasambahays a reliable, supportive network during unexpected emergencies.
• Wrapping up the session, practical, real-world strategies were shared to help attendees track daily expenses, build consistent savings habits, and effectively grow their hard-earned income for a secure future.

In her message, Ms. Shella B. Bernal, MMPA, emphasized PWAO’s continuous mandate and commitment to championing the rights, welfare, and capacity-building of all Parañaqueño workers and kasambahays.

⚖️ SUCCESSFUL SETTLEMENT | LABOR MEDIATION

A dispute involving a Two-Day Unpaid Salary claim was successfully resolved through mediation and the ex*****on of a quitclaim.

Case Profile:
• RFA No. PWAO-PQUE-06-00932-26
• Requesting Party: Nail Technician (9 months of service)
• Responding Party: Salon Management
• Nature of Complaint: Unpaid Salary (2 days)
• Status: Resolved with Money Claims Paid & Quitclaim Signed
• Total Settlement Amount: ₱900

🗃️ Background of the Case:

On July 6, 2026, the Requesting Party sought assistance regarding unpaid wages for two working days following the suspension of her work shifts.

During the conference, the Responding Party clarified that the two days in question were scheduled to be disbursed on the upcoming 15th payday, as the employee had just received her salary on June 30. Management also raised concerns regarding frequent absenteeism following paydays. Regarding the shift schedule, management explained that the technician was temporarily placed on an on-call status due to slow business operations at the salon.

The Requesting Party presented her side regarding the absences and the sudden disruption in her work schedule.

🤝 Resolution:

Both parties attended their first scheduled mediation session. After a constructive dialogue and clarification of company concerns and wage schedules, the Responding Party agreed to release the full payment of ₱900 for the two days worked.

Upon receipt of the full settlement amount, both parties signed a formal Quitclaim and Release, officially closing and settling the matter amicably.
