The Government Procurement Policy Board (GPPB) has approved GPPB Resolution No. 10-2026, providing the 𝗱𝗼𝗰𝘂𝗺𝗲𝗻𝘁𝗮𝗿𝘆 𝗿𝗲𝗾𝘂𝗶𝗿𝗲𝗺𝗲𝗻𝘁𝘀 and relevant guidelines for specific modes of procurement under Republic Act No. 12009, or the New Government Procurement Act.

This issuance helps Procuring Entities identify the required documents and apply the appropriate procedures for specific modes of procurement under the NGPA and its IRR.

Can your procurement plan stand up to budget, audit, and implementation realities under RA 12009?

Procurement does not begin with the purchase request, bidding, or award. It begins with proper planning.

The Government Procurement Policy Board - Technical Support Office has released the Strategic Procurement Planning and Budgeting Linkage Primer, a practical reference for Procuring Entities on how procurement planning connects with budgeting under the New Government Procurement Act and its IRR.

The primer discusses key planning concepts, including agency needs, project relevance, value for money, risk management, procurement strategy, disposal planning, PPMP and APP preparation, Indicative APP and Final APP, APP revisions, and strategic procurement considerations.

Under RA No. 12009 and its IRR, procurement must be undertaken with proper and sufficient planning and preparation, taking into account the needs of the Procuring Entity, project relevance, value for money, and associated risks.
