The National Electrification Administration (NEA) was created on August 4, 1969 by virtue of Republic Act (RA) 6038 signed by former President Ferdinand Marcos that boldly declared as a national policy objective the total electrification of the Philippines on an area coverage basis. It was considered as a brainchild of the late Senator Emmanuel Pelaez of Misamis Oriental who authored Senate Bill N

o. 1136, which called for a program on the total electrification of the country especially in the rural areas. William “Bell” Crisp, counsel of the National Rural Electric Cooperatives Association (NRECA) of the United States, who shared his expertise in customizing the American rural electrification model to fit the Philippine situation. In the sponsorship speech delivered at the Senate floor on May 21, 1969, it was pointed out that only 22.9% or one-fourth of all the households in the country had access to electricity. Out of these, 62.8% were in the cities and only 5.8% in the rural areas. On this account, President Marcos certified the enactment of the proposal as urgent alongside House Bill No. 17025, its counterpart in the House of Representatives filed by Congressman Frisco San Juan. On August 31, 1969, the US government granted the Philippines its first loan for a rural electrification program amounting to $3.5-million that helped finance two pilot electric cooperatives (ECs), the Misamis Oriental Rural Electric Service Cooperative, Inc. (Moresco) in Mindanao and the Victorias-Manapla-Cadiz Rural Electric Service Cooperative, Inc. (Vresco)—now known as the Northern Negros Electric Cooperative, Inc. (Noneco)—in Visayas. These served as models for future ECs in the country. Currently, there are 121 ECs nationwide under the supervision of NEA.

DID YOU KNOW?

The Department of Education (DepEd Philippines) and the National Electrification Administration (NEA) have teamed up for the Last Mile School Electrification Program to bring sustainable energy solutions to public schools in remote areas across the country.

The program gained momentum on 19 June 2025 with the successful energization of Datu Saldong Domino Elementary School located within the franchise area of Agusan del Norte Electric Cooperative, Inc. (ANECO) — the program's pilot site.

This nationwide initiative is being implemented in partnership with 44 electric cooperatives to energize 294 schools, 1,708 classrooms, and deploy 662 Solar Power System (SPS) units.

By providing schools with reliable and sustainable electricity, this program demonstrates how education and energy work hand in hand to advance nation-building, empower remote communities, and improve learning opportunities.

The National Transmission Corporation (TransCo) has signed a Memorandum of Agreement with the Maharlika Investment Corporation (MIC), National Electrification Administration (NEA), and National Power Corporation (NPC) to support the modernization of Mindoro Island’s power grid.

As the designated Small Island Grid System Operator (SIGSO) for Mindoro, TransCo will continue to provide critical system operation expertise to help ensure a more reliable, resilient, and efficiently managed power system for the island.

Through this whole-of-government initiative, TransCo remains committed to strengthening energy security, improving grid reliability, and supporting the sustainable growth and development of Oriental and Occidental Mindoro.

The Department of Energy Philippines (DOE), National Electrification Administration (NEA), Maharlika Investment Corporation (MIC), National Transmission Corporation (TransCo), and National Power Corporation (NPC) formally strengthened their partnership to modernize and rehabilitate the electrical infrastructure of Mindoro Island.

The cooperation agreement was signed on Monday, 25 May 2026, at the DOE Main Office in Taguig City.

Signatories were Energy Secretary Sharon Garin, NEA Administrator Antonio Mariano Almeda, MIC President and CEO Rafael Consing Jr., TransCo President and CEO Joseph Omar Castillo, and NPC President and CEO Jericho Jonas Nograles.

The latest agreement builds upon the partnership forged between the NEA and MIC in 2024, which laid the groundwork for the upgrading of Mindoro’s power infrastructure.

During the signing ceremony, Administrator Almeda emphasized the significance of expanding the partnership to include both TransCo and NPC. He said the collaboration marks a major step toward achieving a more stable and efficient power system for Mindoro.

"Today, we are strengthening our efforts as we formalize this cooperation, formally bringing into the fold the National Transmission Corporation and the National Power Corporation. This cooperation will result in the concrete steps to be taken by all the concerned agencies for Mindoro Island," Administrator Almeda said.

Under the agreement, the MIC will acquire the transmission assets of NPC located on Mindoro Island. These assets will then undergo rehabilitation and modernization to improve the island’s electricity transmission capabilities and overall grid performance.

Meanwhile, TransCo will serve as the Systems Operator of the upgraded island grid.

"Once completed, the fully rehabilitated Mindoro loop will accommodate greater capacity for power generation, as well as provide more reliable systems for energy stability and security," Administrator Almeda shared.

"To the people of Mindoro Island, I have seen firsthand the severe impact the absence of electricity has in your lives. We stand here before you today as a reminder that we have always, and will continue, to work to ensure that you do not face such hardships again," the NEA Chief added.

“President Ferdinand “Bongbong” Marcos, Jr. has always and shall continue to work for stable electricity in your homes, hospitals, schools, and businesses. We will not tire to strive for your better standard of living, and a more secure energy future,” the Administrator said further. # # #

IN PHOTOS | NEA Administrator Antonio Mariano Almeda met with Naga City Mayor Leni Robredo on Monday, 25 May 2026, to discuss ongoing and proposed electrification initiatives aimed at improving electricity services in the city.

The meeting, held at the NEA headquarters in Quezon City, centered on infrastructure projects designed to modernize the city’s electrical system. Among the major topics discussed was the proposed Underground Cabling Program, which is expected to be funded through the Barangay Line Enhancement Program (BLEP).

They also tackled the relocation of electric poles currently obstructing roads and contributing to traffic congestion in several parts of the city.

IN PHOTOS | On 22 May 2026, NEA Administrator Antonio Mariano Almeda attended the ceremonial switch-on and inauguration of the 20.774-megawatt peak (MWp) Solar Facility of FDC Green Energy Corp., at the PHIVIDEC Industrial Estate located in Tagoloan, Misamis Oriental.

Leading the inauguration of the solar project was Energy Secretary Sharon Garin, who delivered the congratulatory address on behalf of President Ferdinand R. Marcos, Jr. Also present at the event were ERC Chairperson Atty. Francis Saturnino Juan and Energy Undersecretary Mario Marasigan, alongside other industry stakeholders.

According to FDC Green, the solar facility is expected to generate about 30.2 million kilowatt-hours of net clean energy annually, helping support the growing power requirements of communities and industries across Mindanao.

IN PHOTOS | NEA Administrator Antonio Mariano Almeda met with European Union (EU) Ambassador to the Philippines Massimo Santoro on Thursday, 21 May 2026, to discuss potential areas of cooperation and possible funding support for rural electrification projects across the country.

During the meeting, Ambassador Santoro expressed the EU’s interest in supporting the Philippines in achieving its long-term energy goals, particularly in advancing energy access in underserved communities and accelerating the transition toward renewable and sustainable energy sources. The NEA Chief also solicited support from the EU to assist in the energization of the country's Last Mile Schools.

Also present during the discussion at the Ambassador’s Residence was Department of Energy Undersecretary Mario Marasigan, among others. The meeting comes amid strengthened Philippines-EU relations.

IN PHOTOS | The National Electrification Administration (NEA) attended the inauguration and ceremonial switch-on of the 20 MVA Substation of Central Pangasinan Electric Cooperative, Inc. (CENPELCO) in Sual, Pangasinan on 13 May 2026.

NEA Engineering Department Manager Engr. Federico Villar Jr., who attended the inauguration on behalf of Administrator Antonio Mariano Almeda, said that the new 20-MVA substation reflects CENPELCO’s commitment to providing reliable and efficient electricity service to its member-consumer-owners (MCOs).

The NEA official added that the substation is expected to improve system stability and power reliability in the Municipality of Sual, while strengthening CENPELCO’s capacity to meet the growing energy demands of the community.

Engr. Villar also reaffirmed the NEA's full support for CENPELCO.

IN PHOTOS | The National Electrification Administration (NEA) successfully conducted a technical performance assessment of the Sorsogon II Electric Cooperative, Inc. (SORECO II) from 03 to 15 May 2026 to ensure that its member-consumer-owners (MCOs) continue to receive reliable electricity service.

The NEA Engineering Department deployed a technical team composed of Engr. Mark Paul Villa, Engr. Jerome Gayon, and Engr. Jovan Perez to oversee SORECO II's operational reliability and infrastructure development.

During the deployment, the NEA team spearheaded the following activities:

1. Technical Performance Assessment – Conducted a comprehensive evaluation of SORECO II’s distribution network to enhance overall system reliability and operational efficiency.

2. GAA Subsidy Project Inspection – Performed on-site inspections of SORECO II’s line enhancement projects funded under the General Appropriations Act (GAA) subsidy. The activity ensured that government-funded infrastructure upgrades are properly implemented to provide stable and efficient electricity service to the communities.

3. GIS Capacity Building – Facilitated a Geographic Information System (GIS) seminar for SORECO II personnel. This initiative supports the agency’s broader strategy of modernizing the country’s rural electrification grid through data-driven mapping and advanced technical tools.

The NEA remains committed to fulfilling its mandate of empowering electric cooperatives through continuous technical assistance, strategic oversight, and modernization initiatives.
