IN PHOTOS | National Electrification Administration (NEA) Administrator Antonio Mariano Almeda joined the Department of Energy (DOE) during the official launch of the "EPIRA at 25" Commemorative Book and RE (Renewable Energy) Implementation Toolkit, held at the DOE Mini Theater in Taguig City on Thursday, 03 September 2026.

DOE Secretary Sharon Garin spearheaded the unveiling of the EPIRA at 25 Commemorative Book, together with DOE Undersecretary Dr. Rowena Guevarra, German Embassy in the Philippines Chargé d'Affaires Mathias Kruse, and GIZ Cluster Coordinator Dr. Nicole Kranz.

Administrator Almeda also served as a panelist in the discussion titled "Lessons from EPIRA and the Road Ahead," alongside Secretary Garin, Independent Electricity Market Operator of the Philippines Inc. In support of President Ferdinand R. Marcos Jr.’s commitment to advancing workers’ rights and building an empowered and resilient power industry, the Department of Labor and Employment (DOLE) and the National Electrification Administration (NEA) are moving to establish a tripartite council that will provide a permanent platform for addressing labor and employment concerns in the electric cooperative industry.

| The NEA Human Resources Management Division (HRMD) is looking for qualified individuals to join our team. Interested applicants are advised to submit the following:

1. Application letter (Please indicate position title and department/office);

2. Updated Personal data sheet (CS Form No. 212 revised 2025) and Work Experience Sheet (CS Form No. 212 Attachment);

- All items should be answered properly and completely, in accordance with CSC Guide to filling out the PDS Revised 2026
- With recent passport-sized ID picture and signature on each page;

3. Copy of IPCR (latest rating period prior to the application, for non-NEA applicants employed in government);

IN PHOTOS | National Electrification Administration (NEA) Administrator Antonio Mariano Almeda joined the inauguration of the YH Pangasinan Solar Power Project in Villasis, Pangasinan on Friday, 28 August 2026.

During the ribbon-cutting ceremony, Administrator Almeda congratulated YHP3 Energy Inc. and the leadership of Pangasinan III Electric Cooperative (PANELCO III), led by General Manager Engr. Allan Casem and Board President Roselle Teodosio, on the successful completion of the 8.625-megawatt peak solar project.

The NEA Chief also expressed confidence that the solar power facility will generate positive economic benefits not only for the Municipality of Villasis but also for the member-consumer-owners of PANELCO III.

Administrator Almeda was accompanied by outgoing Deputy Administrator for Technical Services Butch Silvano Jr.

Also in attendance were Presidential Management Staff Undersecretary Mark Gimenez, DOE Renewable Energy Management Bureau Director Ruby de Guzman, PANELCO III Board of Directors, YHP3 Energy Inc. Chairman Ely Chua and President Derrick Chua, and officials from the local government unit.

IN PHOTOS | On 27 August 2026 (Thursday), the National Electrification Administration (NEA) hosted a coordination meeting with the Department of Labor and Employment (DOLE) at the former’s Headquarters in Quezon City to discuss the creation of a Technical Working Group for the Electric Cooperative Industry Tripartite Council (ECITC).

The TWG will be composed of representatives from the Bureau of Labor Relations (BLR), National Conciliation and Mediation Board (NCMB), National Tripartite Industrial Peace Council (NTIPC) Secretariat, NEA, the labor sector, and other concerned agencies.

The TWG will be tasked with drafting the operating guidelines of the ECITC, which will serve as an institutionalized forum for representatives of the government, EC Management, and workers to discuss labor and employment concerns; formulate policy recommendations; and promote sound labor-management relations and industrial peace.

Among the expected output of the ECITC is the development of a Collective Bargaining Manual for unionized ECs.

The initiative follows the 03 August 2026 meeting conducted between NEA Administrator Antonio Mariano Almeda and DOLE Secretary Francis Tolentino to strengthen inter-agency collaboration regarding the promotion and protection of collective bargaining rights for unionized ECs.

Present at the 27 August 2026 meeting were NEA Administrator Almeda, Deputy Administrator for EC Management Services Atty. Omar Mayo, Deputy Administrator for Corporate Resources and Financial Services Atty. Vic Alvaro, Institutional Development Department Manager Atty. Alexander Paul Rivera, Atty. Oswaldo Gabat and Atty. Bryan Merza of the Legal Services Office, and Human Resources Administration Manager Atty. Gwen Enciso-Kyamko.

Representing DOLE were Assistant Secretary Catherine Parado, BLR Labor Arbiter and OIC Director Maria Consuelo Bacay, NCMB OIC-Executive Director Teresita Audea, and other BLR and NCMB officials. #

| Although it is not expected to make landfall and may exit the Philippine area of responsibility within 12 hours, the NEA through its Disaster Risk Reduction and Management Department (DRRMD) advised all possible affected electric cooperatives to prepare for Typhoon ‘Obet.’

Based on the latest PAGASA forecast, ‘Obet’ (internationally known as ‘Saudel’) may enhance the southwest monsoon or ‘habagat’ rains with strong to gale-force gusts across most of Luzon and Visayas tomorrow (Tuesday, August 25).

Also covered in the weather advisory are the provinces of Zamboanga del Norte, Misamis Occidental, Misamis Oriental, Agusan del Norte, Surigao del Norte, Dinagat Islands, Basilan, Sulu, Tawi Tawi, Lanao del Norte, Lanao del Sur, Maguindanao del Norte, Sultan Kudarat, Davao Occidental, and Davao Oriental in Mindanao.

| At least 26 electric cooperatives (ECs) in 14 provinces across five regions are still under monitoring due to heavy rainfall caused by the southwest monsoon or 'habagat.'

According to the NEA-DRRMD report earlier this afternoon, three ECs—BATELEC II (Batangas), BENECO (Benguet), and PELCO II (Pampanga)—are experiencing partial power interruptions.

Power has been restored in all 243 affected municipalities, while restoration efforts are ongoing for the remaining 1,002 consumer connections without electricity.
