Building the Blueprint for National Poverty Reduction

Yesterday, June 25, 2026, members of the City Poverty Reduction Action Plan Committee—representing both our Local Government Unit (LGU) and Civil Society Organizations (CSOs)—gathered for a vital Technical Coordination Meeting and Formulation Workshop.

The Technical Working Group Meeting successfully laid the foundation for the upcoming Local Formulation Workshops for the Magna Carta of the Poor (MCP) – Local Poverty Reduction Action Plan (LPRAP), which will bring together all LPRAC of LGUs of the 3rd District of Negros Occidental and will be hosted by the City of Silay on July 28–30, 2026.

The meeting served as a crucial platform to harmonize technical approaches, strengthen collaboration, and integrate the valuable perspectives of both government and civil society organizations. Through this collective effort, we shared commitment to crafting evidence-based, inclusive, and people-centered policies that respond to the realities and needs of the poorest and most vulnerable sectors of our communities.

To ensure a comprehensive and rights-based planning process, the Technical Working Group was organized and divided corresponding to the five fundamental rights enshrined in the Magna Carta of the Poor:

• Right to Decent Work – Ensures access to productive employment, sustainable livelihood opportunities, and dignified working conditions that are fair, safe, and equitable.

• Right to Relevant and Quality Education – Promotes inclusive access to quality formal, non-formal, and technical-vocational education, empowering individuals with the knowledge and skills needed for lifelong development.

• Right to Adequate Housing – Advocates for decent, safe, affordable, and resilient housing with access to essential basic services and secure living environments.

• Right to the Highest Attainable Standard of Health – Guarantees access to comprehensive healthcare services, quality medical care, preventive health programs, and essential medicines for every Filipino.

• Right to Food – Ensures that every individual has access to sufficient, safe, nutritious, and affordable food to support a healthy and active life.

As we move closer to the Local Formulation Workshops, this preparatory meeting marks an important milestone in developing a responsive and localized Poverty Reduction Action Plan. By working together across sectors and upholding the fundamental rights of every citizen, we are building a stronger framework for inclusive development—one that leaves no one behind and transforms policies into meaningful actions that uplift lives and strengthen communities.

Talisay City officially received its 2024 Community-Based Monitoring System (CBMS) data files, along with the notarized Data Turnover Agreement (DTA) from the Philippine Statistics Authority (PSA) Negros Occidental. Signifying the official transfer of responsibility and authorized use of the data.

City Planning and Development Coordinator, Engr. Marmelo J. Sausi, EnP together with his staff, formally received the flash drive containing the 2024 CBMS data files. Through the CBMS, LGU gains access to comprehensive and disaggregated data that can guide resource allocation, identify priority sectors, and design targeted interventions responsive to the needs of its constituents.
