Don't be the dealer! Saturday, October 24th, is national drug take back day. Lt. Adams will be in our lobby (2610 Columbus Avenue) from 10am - 2pm to collect your unused and unwanted medications.

Please keep in mind that we cannot accept any liquids, inhalers, or needles. Pills must be taken out of their containers and placed into a plastic bag for collection. This event is put on in partnership with the Erie County Health Department.

Last time we talked about the violations and concerns. Lastly we have the e bikes themselves. Ohio and Federal manufacturing laws have established 3 classes of e bikes. Two of them are authorized for use on roadway as bikes.
Class 1 e bikes- similar to typical bike with electronic motor assisting during pedaling and stopping ASSISTANCE at 20 MPH.
Class 2 e bikes - feel more like a motorcycle as the electronic motor can be used without pedaling, but still stops ASSISTANCE at 20 MPH
Class 3 e bikes - operate similar to Class 1 but cease ASSISTANCE at 28 MPH

Assistance does not establish a top speed. Many e bikes may reach a higher speed but are limited by the type of gears.

ORC 4511.552 sets for requirements in Ohio
A1 - Labels for the e bike class are required.
A2 - Modification outside of established classes is prohibited
C1 - Class 1 &2 may be used on street (shared path) unless prohibited by local law
C2 - Class 3 prohibited from use on bike paths and roadways
C3- All e bike use is prohibited on equestrian paths
D1 - Class 3 operator must be 16 or older, under 16 may be passenger if class 3 is designed for a passenger
D2- All Class 3 occupants must wear approved helmet

Closing thought. Think about those you see on an e bike and presume are going to fast. Do they seem to be the type to be able to modify their settings or are they just going quickly within the settings of their e bike at a pace we are not used to?

Last time we mentioned the laws. Lets look at some concerns. These are things that even police bike patrol officers need to be aware of and comply with.

Stop sign violations are by far the most common thing noted in the village. Understanding the laws we posted before means you know you need to stop. It takes far less time for a bike to stop than a much heavier car or truck.

Often the violations are a result from juveniles. Teaching children traffic laws keeps them safe and prepares them to become drivers. Another common violation seen is riding on the opposing side of the road, often defended by a statement explaining that's how they were taught to ride, allowing them to see oncoming vehicles. While the theory used to be valid studies showed in many cases a head on collision increased the levels of injury and often caused more accidents.

Lastly speed infractions are less common by bicyclists than most people believe. Sure you can give it all you got but that energy is short lived. Bikes appear to be going much faster and even feel like they are going much faster because they are smaller and less shielded than when we are in a vehicle. We challenge you to do your own research but leave you with average example speeds for common cycling activities. Consider our area and those you see riding and believe to be speeding.

Road bike:
Beginner: 10-15 MPH
Intermediate rider: 15-18 MPH
Advanced rider: 19-22 MPH
Professional Racer: 23-25 MPH

Cross Country Riding:
Flat areas: 15-18 MPH
Climbs: 5-8 MPH
Hill descents: 30-45 MPH
With Headwind: 10-12 MPH
With Tailwind: 20-25 MPH

During the discussions regarding the alleyway ordinance officers from the department noticed a large amount of conversation targeted toward e-bike and regulations. Officers also noticed most of the infractions we interacted with regarding bikes were usually kids on normal bikes. A series of posts will follow to discuss the topics in hopes of community understanding and guidance.

To start the series off we wanted to point out a few laws, which you may feel free to look over, and summarize their purpose. All sections are taken from the Ohio Revised Code (ORC)

4511.22 - Establishes bikes as vehicles when operated on the road
Section A limits them to operating on the right most portion of the road (the same as cars)
Section B limits riders to no more than 2 side by side during travel (like motorcycles)
Section C gives a safety exemption regarding where the bike is operated when road conditions are hazardous

4511.52 Re-affirms bicycles as vehicles when operated on the roadway and clarifies if a citation is issued points will not be assessed to the driver's license as one is not required for a bicycle
Section C establishes a bike safety course may be ordered as a result o fthe violation.

That is all for now but we will address some of the mentioned concerns next time.

Final Update:
Crews have cleared and the power has been restored.

Power Outage Update:
A report was received for limbs down near Sunset Plaza Dr. Ohio Edison's Technician responded and was able to remove the limb from the lines safely. The rough eta for power restoration given was around 2 hours. The area affected seems to be the southwest corner of the village.

Many of us can remember exactly where we were when we got the news. Patriot Day serves that we may never forget the loss and sacrifice of September 11th 2001. Three areas and thousands of lives were permanently altered. Of all the victims many stepped up to be heroes, changing the course of the day. From the Bayview Police Department, may we always remember.

The Bayview Police Department knows traffic safety is a top concern for our residents. With that said one struggle the department has with running radar on the narrow streets is having limited room to sit stationary. This leads us to patrol more than run radar, but with recent concerns we would like to implement a program to keep us in the area longer and limit obstructing traffic flow for law abiding citizens.
