I want to take a moment to address the overwhelming interest and emotion surrounding the recent incident involving a dog in a vehicle in downtown Camden.

First and foremost, I ask everyone for a little calm, patience, and understanding on both sides of this issue.

Officer Tooley was acting within his capacity and his responsibility to uphold the law based on the circumstances and information available to him at the time.

At the same time, as a community-oriented police department, I believe we can look at this incident honestly and recognize that there are things that could have been handled differently. That is not about assigning blame. It is about learning from an experience and finding ways that we can do better moving forward.

I have not yet had the opportunity to personally meet Mrs. Harish and her husband, but from everything I have been told, they are caring and compassionate people who have chosen to be part of our community. They are local healthcare providers who came to Camden to serve a community that, like so many others, is experiencing challenges with access to healthcare and limited staffing. They chose Camden not only because of the opportunity to serve, but because of the warmth and welcoming nature of this community.

I have seen far too many negative comments and personal attacks directed at people on both sides of this issue. Whatever your opinion of what happened, I don't believe that is who we are as a community. An incident that began with people being concerned about the welfare of an animal should not become something that divides neighbors and turns us against one another.

We can disagree about what happened. We can believe that someone could have handled something differently. We can support our police officers while also understanding the perspective of a citizen who was concerned about a dog. Those things can all be true at the same time.

I ask everyone to take a step back, take a breath, and look around at the beautiful community we share. Camden is a community built on people caring for one another. That is what makes this place special, and that is something worth protecting.

We can all be better. We can all do better. And perhaps most importantly, we can all take a moment to understand someone else's perspective before we judge them.

We are not opposing sides.

We are all Camden.

Education

Experience
• Minimum of five years of experience as a certified full-time law enforcement officer.
• Demonstrated ability to perform the essential functions of a police officer.
• Demonstrated leadership ability, professional conduct, sound judgment, and effective interaction with the public.
• Prior supervisory experience preferred.
Certification & Licensing
• Valid Maine driver's license.
• All certifications required by the Maine Criminal Justice Academy and applicable law.
• Maintain fi****ms qualification and other mandatory law enforcement certifications required by the department.
Physical & Mental Requirements
Applicants must successfully meet the physical and mental requirements established by the Maine Criminal Justice Academy and the Camden Police Department.

Some moments stay with you, and last evening was one of them.

I had the privilege of joining Knox County Sheriff Pat Polky for a private preview of one of our nation's—and Maine's—greatest historical treasures: the Maine Historical Society's original Dunlap Broadside of the Declaration of Independence, now on display at the Camden Public Library.

Printed on the night of July 4, 1776, the Dunlap Broadside was the first printed edition of the Declaration of Independence, carrying the words that forever changed the course of history across the newly formed United States. With only a small number of these original broadsides known to exist today, it is an extraordinarily rare document. What makes this copy even more special is its connection to our own state. It was once owned by Dr. John Samuel Hill Fogg of Eliot, Maine, who bequeathed it to the Maine Historical Society in 1893 as part of an extraordinary collection of historical papers and autographs. It is not only one of America's greatest treasures—it is one of Maine's as well.

Standing before this remarkable piece of history, I couldn't help but think about the generations of Americans who have looked to those words for hope, courage, and inspiration. As we celebrate America's 250th anniversary, the Declaration reminds us that it is much more than ink on paper. It represents an idea—that despite our differences, we are united by our shared belief in freedom, equality, and the responsibility we all have to build stronger communities. Those ideals have endured for nearly 250 years because they continue to bring people together.

That same spirit of unity is something we strive for every day in law enforcement. Keeping our communities safe is not the responsibility of one officer or one agency. It takes trust, communication, and partnerships. I am proud that the Camden Police Department works closely with the Knox County Sheriff's Office and our local, county, and state law enforcement partners. Together, we share a common mission: serving our communities with integrity and working side by side to make Camden and Knox County safer places to live, work, and visit.

I want to thank the Camden Public Library and the Maine Historical Society for making it possible for our community to experience this extraordinary piece of American and Maine history. I also want to thank Sheriff Pat Polky for sharing this memorable evening and for the outstanding partnership between our agencies.

If you have the opportunity, I encourage you to visit the Camden Public Library and see the Dunlap Broadside for yourself. It's more than a chance to view a rare historical document—it's an opportunity to reflect on the principles that founded our nation, the history that connects us as Mainers and Americans, and the values that continue to unite us today.
