Administrative Staff Members. We represent the interests of employees of colleges, universities, Independent School District Police Departments in the State of Texas who are our members. We give voice

to the concerns of our respective members and their departments. We are committed to retirement reform within the Teacher Retirement System. We represent our members before the Texas Legislature, State University Boards of Regents, their Chancellors, College Boards of Trustees, and ISD School Boards. We will provide an environment of pride, fellowship, and networking within the campus law enforcement community. We influence training and education within the campus law enforcement community. We encourage outreach events and help provide law enforcement education to our member’s communities inside the State of Texas. We will continuously research services that we can provide to our members to support them.

PUBLIC SAFETY OFFICER APPRECIATION WEEK

September 17-23, 2023

The Executive Board of Directors of the Texas System Police Association paused to celebrate and appreciate UT System Police Public Safety Officers. The association held this event at Ojeda's Mexican Restaurant in Desoto, Texas, on Sept. 23, 2023. The association presented the following awards to the following members:

The TSPA John Mulloy Leadership Award was awarded to campus police employees or officers in leadership positions who have demonstrated exemplary leadership and commitment to service through deeds resulting in a measurable benefit to their peers, service, and community.

The President of TSPA presents the TSPA Distinguish Shield Award to members of the association whose morals and ethical values have displayed positivism, compassion, trustworthiness, honesty, respect, and responsibility. UTA PD Celebrates National Public Safety Telecommunicators Week
Public safety telecommunicators, or dispatchers, are vital to the police department’s ability to serve the University community. Ten dispatchers and one communications supervisor staff UTA’s Police Communications Center 24 hours a day, seven days a week to ensure vital systems are monitored and a professional line of communication with our community is consistently available.
The UTA Police Communications Center answers and processes approximately 8,000 emergency and non-emergency calls for service each month. Dispatchers coordinate the response of police and public safety officers, monitor burglar alarms and cameras, and provide valuable information to students, faculty, staff, and visitors to the UTA campus.
National Public Safety Telecommunicators Week is April 9-15th this year and started in 1981. This week is to honor public safety telecommunicators for their commitment, service, and sacrifice.

One of the Texas System Police Association Foundation's training initiatives is the Civilian Response to Active Shooter Course and the Stop the Bleeding Course. TSPAF Instructors recently instructed 178 teachers employed by Palmer, Texas Independent School District in the CRASE and Stop the Bleeding Course. TSPAF Training Coordinator Paul Cunningham will give this training to any school or college that requests it.

TSPAF now also offers the Texas License to Carry Course and had its first class on November 5, 2022. The TSPAF Board of Directors will meet on November 26, 2022, to discuss and plan courses for the rest of the year.

TEXAS RETIREMENT AND CAMPUS POLICE OFFICERS

Texas System Police Association was created for many reasons, but its major purpose has always been to address concerns with the Texas Teachers Retirement System. Upon TSPA becoming an affiliated association with CLEAT, the TSPA Board of Executive Directors met with CLEAT for an extensive discussion about our concerns with Texas Teachers Retirement System. We also found there were other police associations who had the same concerns and complaints as TSPA. Just recently in CLEAT’s newsletter, the Texas Police Star, and through other means of communication with CLEAT, we were informed that CLEAT will again attempt to change Texas Teachers Retirement to better serve university and ISD police officers. Brandon Ledbetter, who is the Vice President of Texas System Police Association, has recently communicated the following to CLEAT:

“We recently read the Texas Star Newsletter and Texas System Police Association is excited to learn about CLEAT’s upcoming legislative proposal to change the ISD and University Police Officer Retirement in Texas. As an association that represents College, University, and ISD Police Officers, we think this is much overdue and we want to help in any way possible. We have members all over the state from different campuses, but many of our members work for the University of Texas System Police, which is the largest University Police System in Texas. Please reach out to me and let me know how we can assist.”

The Executive Board of Directors will meet to discuss a plan to support the bill. Before the beginning of the pandemic, CLEAT requested Texas System Police Association President Troy Mondine to speak with the legislative committees along with other association presidents regarding Texas Teachers Retirement. Upon being informed of CLEAT’s initiative, TSPA President Troy Mondine concurred with the initiative and to have every intention of joining other like-minded associations to support the bill.

ISD & University Retirements---

Retirements for ISD and University officers are currently stranded in the Teacher’s Retirement System of Texas with the Rule of 90! All law enforcement officers not working in a municipal or county political subdivision should be in the same system with State Troopers, Game Wardens, etc.

We have filed this bill several times, only to see our competitors and other unions get up and testify against it. WE ARE FILING THIS VERY IMPORTANT LEGISLATION AGAIN! Education officers should have a decent retirement that reflects their life expectancy and not be “add-ons” to the teachers’ retirement
Due Process—All officers in Texas should have a basic due process system that is uniform, regardless of where they are employed. CLEAT is committed to passing this legislation.
Minimum Pay—ISD and rural officers in tax-poor communities deserve a living wage. CLEAT has pushed this issue in the past and will reintroduce it next January.
