SouthEast Texas Regional Advisory Council SETRAC has two separate mission objectives, the Hospital Preparedness Program and clinical service lines. SETRAC is the designated regional preparedness body for southeast Texas.

SETRAC also offers stroke services, cardiac services and, trauma services. The Texas Legislature mandated in 1989 the creation of a regionalized trauma system throughout the state. Texas was divided into 22 regions (trauma service areas), each to be served by a Regional Advisory Council charged with formulating and organizing local systems for delivering care to injured citizens. In 1993, the SouthEast Texas Regional Advisory Council was organized to improve the identification, transportation, and management of injury victims in our area. In 1997, Texas legislators passed Senate Bill #102 to provide funding for trauma system development.

Mission: The mission of the Southeast Texas Regional Advisory Council is to facilitate coordination of trauma providers to ensure the most efficient, consistent, and expeditious care of each individual who experiences an acute injury, by developing and maintaining integrated quality processes in patient care, research, education, and prevention.

Members of Texas Emergency Medical Task Force Region 6 are making their way to El Paso. This team, consisting of one of the region's ambuses and an ambulance strike team, will be assisting in the El Paso area's COVID-19 response.

Thank you Atascocita Fire Department!

Great story by ABC13 Houston about Atascocita Fire Department first responders, in coordination with SouthEast Texas Regional Advisory Council, returning home 14 nursing home residents to Grove, TX. The residents we're temporarily relocated from Magnolia Manor in Groves to a sister facility, Ashford Gardens in Houston. The AMBUS, which is short for ambulance bus, is capable of transporting over 20 patients in a combination of lying down or sitting up configurations. Upon their arrival in Groves, the Atascocita first responders were met by first responders of Groves Fire Department who assisted in the unloading and welcoming home of the Magnolia Manor-Groves residents.

Though Hurricane Laura didn't directly impact Sugar Land, Sugar Land Fire - EMS is proud to have personnel involved with SouthEast Texas Regional Advisory Council's Texas Emergency Medical Task Force Region 6. Sugar Land Firefighter Johnathan Vance is the EMTF Staging Manager for Beaumont Ops. He has been deployed since before Laura moved ashore and his deployment will continue until the team is demobilized.

Protecting our most vulnerable patients is a top priority in the COVID-19 response. Lori Upton, vice president of SETRAC, explains a new concept that could be a new model for our country.

Nursing homes have been hot spots for COVID-19, not just in Texas, but across the country. Nearly half of all COVID-19 deaths in Texas have been in nursing homes and senior living facilities. So the race to protect some of the most vulnerable people is ramping up.

COVID-19 Decontamination Resources in Houston, TX

DID YOU KNOW - The Houston area has a decontamination system that will help healthcare providers and first responders decontaminate large amounts of N95 masks for reuse during the COVID19 response!

FEMA Federal Emergency Management Agency is assisting the Texas Division of Emergency Management by providing the Battelle CCDS for our region to help address any shortage of N95 masks that may arise.

Job well done by our partners with Atascocita Fire Department!

Avalon Memory Care assisted living facility residents evacuated in Atascocita due to gas leak.

At 6:44 pm AFD was dispatched to the Avalon Memory Care assisted living home. Upon investigation it was determined that a gas line in the attic of the facility was ruptured. Harris County Hazmat was called in as was AFD’s Ambulance bus. The gas line was secured by Centerpoint Energy, the facility was ventilated and the residents were evaluated. Out of an abundance of caution, the 20 residents are being transported by AFD’s ambulance bus (AMBUS) to a sister facility owned by Avalon in Cypress on Houston’s Northwest side.

Hats off to the staff and management of Avalon Memory Care for arranging the relocation to one of their sister facilities and to the AFD first responders who responded with the highest level of urgency and efficiency.

At any other time responding to this type of incident would have been challenging to say the least, but tonight, when the last thing anybody wants is to relocate ”at risk” residents, the effort was heroic and well executed by all.
