Earlier this week members of the Gulf Coast Protection District, including BAHEP President Bob Mitchell and City of Morgan's Point, Texas Mayor Michel Bechtel, joined the Greater Houston Partnership and other regional allies to advocate for Coastal Protection along the Texas Gulf Coast. The group met with numerous elected officials including U.S. Representative John Carter, Rep. Brian Babin, Congresswoman Sheila Jackson Lee, Kay Granger, Congressman Tony Gonzales, and Congressman Randy Weber.
The group also met with industry partners American Chemistry, The American Petroleum Institute, and the National Association of Manufacturers.

BAHEP’s Council of Mayors met with our Regional State Delegation Dr. Greg Bonnen, Dennis Paul, Briscoe Cain, and Mayes Middleton to identify and discuss issues of regional importance and to foster strong, trusted working relationships among elected officials across the region. Two Bay Area Houston Economic Partnership members, the University of Houston-Clear Lake and The Boeing Company, signed an agreement to have UHCL students work on a variety of Boeing space and defense programs here locally - giving students experience on real-world projects (and a few bucks in their pockets) and Boeing support on big projects and recruiting future employees. BAHEP attended the 60th anniversary celebration of JFK's famous moonshot speech held at Rice Stadium. Congrats to NASA's Johnson Space Center and Rice University on hosting a wonderful event. It was great to see so many BAHEP members alongside our federal, state, and local leaders.

President-elect Brian Freedman spent the day with dignitaries at NASA's Johnson Space Center, which is hosting Vice President Kamala Harris and the National Space Council. Meanwhile across town, BAHEP President Bob Mitchell and the Gulf Coast Protection District had roundtable discussions with Queen Máxima of the Netherlands and other Dutch officials regarding coastal protection from storm surge.

Busy day in Bay Area Houston yesterday. Following the aerospace industry executive roundtable with Senator Ted Cruz, we attended BAHEP-member Collins Aerospace ribbon cutting at Ellington Airport & Houston Spaceport.
Lots of incredible work going on in the region and tremendous opportunities on the horizon. Great to see Senator Cruz, Rep. Brian Babin, Mayor Sylvester Turner , Houston Airports Director Mario Diaz, and many other leaders out to show their support.

We at the Bay Area Houston Economic Partnership (BAHEP) are excited to announce that Brian D. Freedman has been selected as the organization’s incoming president. He will succeed current BAHEP President Bob Mitchell following his retirement on Dec. 31, 2022. Mitchell joined BAHEP in 2001 to direct the organization’s Space Alliance Technology Outreach Program. In 2007, he was assigned responsibility for BAHEP’s day-to-day operations and later became president in January 2008.

“I got to know Brian well when he worked at BAHEP. I was impressed by him then and have become even more so as he has achieved much success in his career,” said Mitchell. “Brian has the expertise and necessary relationships to lead this organization and its diverse membership. I wish him and his family all the best as he takes BAHEP into the future.”

Freedman will work alongside Mitchell beginning in August to ensure a smooth and productive transition prior to taking over as president on Jan. 1, 2023.
“I would like to thank Bob for his years of leadership and dedication to BAHEP. He has been, and will continue to be, a mentor and friend to all of us,” said Freedman. “I am honored to serve as the next president of BAHEP and am thrilled to work with the world-class team of economic development professionals to serve our membership and community. Our Board of Directors has laid out an incredible strategic plan that capitalizes on the growing opportunities in the region, and I look forward to supporting this vision.”
Freedman is currently senior manager of State and Local Government Operations, Southwest Region, for The Boeing Company where he is responsible for overseeing state and local government relations activities at multiple Boeing facilities. Prior to Boeing, Freedman served as the lead for Legislative Affairs at NASA’s Johnson Space Center and as BAHEP’s aerospace coordinator and contract administrator.

Freedman is very active in the community, serving on the board of directors for several local and state-wide institutions including:
• Wellby Financial, formerly JSC Federal Credit Union; Board Member and Board Vice-Chair (2019 - present)
• Clear Lake Area Chamber of Commerce; Chairman of the Board (2018-2019); Executive Committee (2015 – 2020); Board of Directors (2013 – present)
• Clear Lake Area Chamber of Commerce; Co-Chair, Strategic Plan (2017 & 2020) and Chair, Government Affairs Division (2018 – present)
• North Texas Commission; Board Member (2020 – present)

Freedman holds a bachelor’s degree in management from Mississippi State University, an MBA with a graduate certificate in finance from Colorado State University, and an executive certificate in strategy and innovation from the Massachusetts Institute of Technology. He, his wife, Dr. Erica Roberts, and their two children live in Friendswood, Texas.

The Bay Area Houston Economic Partnership lost a close friend and an invaluable ally with the passing of Galveston County Commissioner Ken Clark. His dedication to and work on behalf of Galveston County is well-known. Not as well-known is his active participation in BAHEP on behalf of the county. He attended every meeting possible of BAHEP’s Council of Mayors. Ken was also an important voice on our Political Protocol Committee. He could be found at many of BAHEP’s General Membership Meetings, as well, where he was always available to discuss pressing issues within Galveston County. We at BAHEP will miss our friend very much, and we extend our heartfelt condolences to Ken’s family and countless other friends.

BayTech is looking for participants to train for a career in aerospace. The 6-8 week program is taught through the San Jacinto College EDGE Center (located at the Houston Spaceport) and uses a hybrid format of online course work and in-person labs. After course completion, participants will take a certification exam, and if successful, will be awarded a nationally recognized certificate. We are very excited to announce that during our Annual Quasar Award Banquet to be held January 28, 2022, at South Shore Harbour Resort & Conference Center, the Bay Area Houston Economic Partnership will honor two outstanding individuals as recipients of the 2021 Quasar Award and the 2022 Quasar Award. Due to the pandemic, we were unable to have the banquet last year. We will make up for that in January with a spectacular celebration recognizing Rep. Greg Bonnen, M.D., and Houston Mayor Pro Tem Dave Martin for all they have done for the Bay Are Houston region.
Rep. Bonnen will receive the 2021 Quasar Award for Economic Development Excellence. During the 86th Legislature, he was instrumental in getting the Space Alliance Technology Outreach Program (SATOP) and the Texas Aerospace Scholars (TAS) Program placed into the Texas A&M University system as part of the Texas Engineering Experiment Station (TEES). For 100 years, TEES has performed groundbreaking engineering research and developed technology to address state and national problems. This provided a stable source of funding for SATOP / TAS, two very important programs, into the future.
TEES will provide STEM education expertise for the TAS Program, administered by NASA JSC, and provide engineering expertise to SATOP, administered by BAHEP, to help small business owners complete the development of new products at no cost to the business.
Rep. Bonnen facilitated an increase in the SATOP budget for Texas A&M University Capstone Design Projects during the 87th Legislature as well. Senior Capstone Design courses provide engineering students in their senior year an opportunity to collaborate on team projects sponsored by industry and apply their knowledge and skills in developing a design solution that meets the design requirements of the sponsor.
Rep. Bonnen has been a staunch and active advocate of BAHEP in many ways, and we are incredibly appreciative of his support.
Houston Mayor Pro Tem Dave Martin will receive the 2022 Quasar Award for Economic Development Excellence. He was first elected to the Houston City Council in November 2012 for our district, District E. In January 2020, he was nominated as Mayor Pro Tem by Mayor Sylvester Turner and confirmed by the City Council. Fiscal responsibility and economic development have been his focus from the beginning.
Mayor Pro Tem Martin’s investment and advocacy on behalf of economic development has been an invaluable resource for BAHEP and the entire district. He has endorsed many of BAHEP’s initiatives including our extensive work on the Houston Spaceport, storm surge suppression / the Texas Coastal Study, the Biggert-Waters Act, recovery efforts in coordination with FEMA, and as a traveler on our Citizens for Space Exploration (CSE) trips to Washington, D.C., just to mention a few.
He has been influential in advancing the work of BAHEP by his active recognition of our efforts in the region which has, in turn, helped others to recognize and participate in BAHEP’s initiatives.
Mayor Pro Tem Martin has a commitment and passion for his work that is both admirable and enviable, and BAHEP is very fortunate to count on him as an ally and a friend.
