FEMA is updating the National Flood Insurance Program's (NFIP) risk rating formula through the implementation of new pricing methodology. "Risk Rating 2.0" moves away from the antiquated binary approach of placing homes either in or out of the “100-year” floodplain and instead uses new modeling and updated data to assess the scale of risk for each individual property based on a range of variables. The methodology leverages industry best practices and cutting-edge technology to enable FEMA to deliver rates that are actuarily sound, equitable, easier to understand and better reflect a property’s flood risk.

PHASE I
New policies beginning Oct. 1, 2021, will be subject to the new rating methodology. Also beginning Oct. 1, existing policyholders eligible for renewal will be able to take advantage of immediate decreases in their premiums.

PHASE II
All remaining policies renewing on or after April 1, 2022, will be subject to the new rating methodology.

Our Bay Area Houston K-12 schools are working through a most unusual school year which has actually been a continuation of unprecedented efforts begun during the last school year. The pandemic has required education leaders, teachers, support staff, and especially students and their families to adapt to a decidedly different learning environment. However, throughout this time, they have all persevered. There have been "wins" and lots of challenges, but a clear path forward has been established as well. Mayor Sylvester Turner announces partnership between Axiom Space, Houston Spaceport

Axiom Space just announced they will be building their new headquarters at the Houston Spaceport. The over 300K sqft facility will house the construction of the first commercial space station and provide training for commercial astronauts. This project will bring more than 1,000 jobs to Bay Area Houston in the next few years. Congratulations to Houston Airports System and Axiom Space on the new partnership.

Houston-based Axiom Space plans to develop a 14-acre headquarters campus at the spaceport. It will use this campus to train private astronauts and for production of its Axiom Station. The project was announced Tuesday afternoon by Mayor Sylvester Turner.

Research Points to Low Risk for COVID-19 Transmission Inflight

Some good news for those considering flying. The quick summary:

“The risk of a passenger contracting COVID-19 while onboard appears very low. With only 44 identified potential cases of flight-related transmission among 1.2 billion travelers, that’s one case for every 27 million travelers. We recognize that this may be an underestimate but even if 90% of the cases were un-reported, it would be one case for every 2.7 million travelers. We think these figures are extremely reassuring. Furthermore, the vast majority of published cases occurred before the wearing of face coverings inflight became widespread,” said Dr. David Powell, IATA’s Medical Advisor.

IATA demonstrated the low incidence of inflight COVID-19 transmission with an updated tally of published cases.

KHOU 11 meteorologists and the National Hurricane Center are keeping a close eye on Tropical Storms Laura and Marco. Both systems are expected to move into the Gulf of Mexico, and from there, it's still uncertain where they will end up. Both are expected to become hurricanes. Marco should gain hurricane strength later today. Laura is forecast to become a hurricane early next week.

...MARCO'S CENTER MOVING THROUGH THE YUCATAN CHANNEL...

A Tropical Storm Warning continues for...
* Province of Pinar del Rio, Cuba
* Cancun to Dzilam, Mexico

Tropical storm conditions are expected within the warning area in Cuba through this afternoon. Tropical storm conditions are also still possible today within the warning area along the northeastern coast of the Yucatan Peninsula of Mexico. For storm information specific to your area, please monitor products issued by your national meteorological service.

At 1 p.m. CDT, the center of Tropical Storm Marco was located about 90 miles (150 km) east-northeast of Cancun, Mexico. It's moving toward the north-northwest near 12 mph (19 km/h), and this general motion is expected to continue through Sunday morning. A gradual turn toward the northwest and west-northwest is expected to begin Sunday afternoon and continue through Tuesday morning. On the forecast track, Marco's center will move into the southeastern Gulf of Mexico by this evening, move across the central Gulf of Mexico on Sunday, and then approach the central and northwestern Gulf coast on Monday and Tuesday.

Maximum sustained winds are near 65 mph (100 km/h) with higher gusts. Tropical-storm-force winds extend outward up to 45 miles (75 km) from the center. Strengthening is forecast to occur during the next day or two, and Marco is expected to become a hurricane later today or tonight. Weakening is forecast to occur on Monday and Tuesday.

Marco is expected to move across the central Gulf of Mexico as a hurricane Sunday and approach the central Gulf Coast on Monday. There is an increasing risk of impacts from storm surge, winds, and heavy rainfall from the upper Texas coast to Louisiana early next week, and interests there should monitor the progress of Marco, as storm surge, tropical storm, and/or hurricane watches could be issued later today.

Marco is expected to produce 1 to 4 inches of rain, with
isolated maximum amounts of 6 inches possible, across the eastern portions of the Mexican states of Quintana Roo and Yucatan, and across far western Cuba. This rainfall may result in areas of flash flooding.

* The southeastern Bahamas and the Turks & Caicos Islands
*** A Tropical Storm Watch continues for...
* The central Bahamas
* Cuban provinces of Las Tunas, Holguin, Guantanamo, Santiago de Cuba, and Granma

Tropical storm conditions are expected within portions of the warning area today through Sunday. Tropical storm conditions are possible within portions of the watch area Sunday night. Interests elsewhere in Cuba and in the Florida Keys should monitor the progress of Laura. Tropical storm warnings and additional watches will likely be issued for portions of central and eastern Cuba later today and tropical storm watches may be needed for the Florida Keys later today.

At 2 p.m. AST, the center of Tropical Storm Laura was located about 60 miles (95km) southwest of Ponce, Puerto Rico. It's movingtoward the west near 18 mph (30 km/h), and a generally west-northwestward motion is expected during the next few days. On the forecast track, the center of Laura will move away from Puerto Rico this afternoon, near or over Hispaniola this afternoon and tonight, and near or over eastern Cuba Sunday and Sunday night.

Maximum sustained winds have increased to near 50 mph (85 km/h) with higher gusts. Tropical-storm-force winds extend outward up to 205 miles (335 km) from the center. A Weatherflow observing site at Las Mareas, on the south coast of Puerto Rico, reported sustained winds of 60 mph (96 km/h) with a gust to 71 mph (115 km/h), but these winds appear to be associated with a small-scale circulation and are not representative of the larger-scale wind field. Some additional strengthening is possible until the center moves over Hispaniola tonight.

Laura is expected to produce the following rainfall accumulations through Monday:
- Puerto Rico and the Virgin Islands: 3 to 6 inches, with maximum amounts of 8 inches possible along eastern portions and the southern slopes.
- Dominican Republic and Haiti: 4 to 8 inches, with maximum amounts of 12 inches across southern areas.
- Cuba: 3 to 6 inches, with isolated amounts of 8 inches.This heavy rainfall could lead to life-threatening flash and urban flooding, and the potential for mudslides across the GreaterAntilles. Widespread minor to potential moderate river flooding is possible in Puerto Rico.
- 1 to 3 inches of rain, with isolated maximum totals of 5 inches, is expected over the northern Leeward Islands, the Turks & Caicos, southeast Bahamas & Jamaica.
