Hawaii Operating Engineers Industry Stabilization Fund Our Purpose is to fully represent the interests of the Operating Engineers Local Union No. 3 and Hawaii's Leading Contractors.

The Hawaii Operating Engineers Industry Stabilization Fund (HOEISF) is a non-profit organization established by Labor and Management to monitor compliance of city, state, and federally funded construction contracts, including but not limited to the Federal Davis-Bacon Act and HRS, Chapter 104. It is our intention, by assuring compliance with the law, to create an atmosphere of fair, compoetitive and safe contracting for the benefit of the entire construction industry.

APPRENTICESHIP APPLICATION INFORMATION FOR OAHU RESIDENTS

Application Period: July 6 – 17, 2026

Eligibility Requirements:

To become an apprentice, applicants must:
1. Be at least 18 years of age

2. Be a high school graduate or have successfully passed the GED or C-Base test and provide a transcript of high school grades with the application

3. Be physically fit to perform the duties of the trade

4. Be assessed and ranked by a general knowledge and hands-on test

5. Have a valid Hawaiian Driver’s License showing current address in the island for training

6. Have transportation to get to and from work site and classroom instruction
Important Note: Diplomas will not be accepted as proof of education.

We recommend gathering the necessary documentation in advance to ensure a smooth application process when the period opens in July 2026.

HOEISF & Operating Engineers Local Union No. 3 is a proud affiliate of the AFL-CIO. As an affiliate, Local 3 members may possibly be eligible for flood assistance if they were affected by the recent floods statewide.

Please note, this is assistance through the AFL-CIO and all awards for assistance will be decided by the AFL-CIO and not your Local 3 staff.

If you are a Local 3 member and your primary residence was impacted by the floods, please contact your local office, agent/representative, or the Stabilization Fund for assistance. You will be required to provide the information below.

What information does the member need to provide to the agent/representative:
- Detailed description of damage done to property/household

- Include list of items damaged or lost

- Provide pictures/photos of the damage to property/household

- Is it the members primary residence?

- Number of people in household

- Number of dependent children and/or elderly

- Does anyone else in this household belong to another union?

- Date of flood loss and damage

- Is the primary home habitable

- Is the member displaced and staying elsewhere? If yes, where is the member staying?

The application period for our apprenticeship program will be open exclusively to residents from March 2 - 31, 2026.

Please note that applications will not be accepted prior to these dates.

During the application period, detailed instructions on how to apply will be made available on this “Apply” tab. We encourage you to review the information carefully and ensure all required documents are prepared in advance.

Eligibility Requirements:
