Exterior Enhancement Grants Drive Visible Downtown Improvements

City Council, Tax Increment Reinvestment Zone #1 Board continue supporting downtown revitalization.

Kerrville, Texas (March 26, 2026) – The Kerrville City Council has approved Tax Increment Reinvestment Zone (TIRZ) #1 expanding funding for the City’s first Exterior Enhancement Grant Program, allowing for previously submitted applications to be considered.

City Council approved an additional $50,000 intended to support qualified applicants who were not funded in the initial round due to limited available funds.

This expansion supports continued revitalization within Kerrville’s Tax Increment Reinvestment Zone (TIRZ) #1, which reinvests local tax revenue into improvements within the district.

“The Exterior Enhancement Grant Program has helped local business owners invest in significant storefront improvements that strengthen the overall look and feel of downtown,” said Judy Eychner, chairperson, TIRZ #1 Board. “By taking this step, we’re able to support more of the businesses that have already committed to investing in their properties and in our community.”

The program provides matching grants to eligible property and business owners for exterior improvements such as façade upgrades, signage, lighting, and other visible enhancements that contribute to the vitality of the downtown district.

“For small business owners, improvements like signage, paint, and exterior updates can make a big difference in attracting customers, but they can also be costly for building owners,” said Dr. Bill Rector, a downtown building owner and successful program applicant. “This Exterior Enhancement Grant helps make those improvements more achievable and allows us to continue investing in our buildings during a critical time for the downtown Kerrville economy.”

Final approval of funding allocations will be considered at a future City Council meeting.
