A month-long Modesto Police Department investigation into threatening communications has resulted in the arrest of a Ceres man and the seizure of 81 fi****ms.

Detectives with the Modesto Police Department’s Violent Crimes Unit conducted an extensive investigation involving multiple search warrants and the review of digital evidence. As the investigation progressed, detectives identified Francis Joseph Haidar, 73, of Ceres, as the suspect.

The investigation began in July after MPD was contacted regarding threatening emails received by a local professional. Detectives determined the messages had been sent from a fictitious email account using the identity of a local attorney who was not involved in sending the communications.

As the investigation continued, detectives identified additional online activity containing threatening and hostile statements directed toward members of the local legal and law enforcement communities, including broad threats toward attorneys, judges, prosecutors, and police officers.

Investigators also determined Haidar had numerous fi****ms registered to him. Based on the totality of the information developed during the investigation, detectives sought and obtained a Gun Violence Restraining Order, as well as a search warrant for Haidar’s Ceres residence.

On August 24, members of the Modesto Police Department served the search warrant and Gun Violence Restraining Order. During a search of Haidar’s residence, investigators located 81 fi****ms, including 15 fi****ms determined to meet the legal definition of assault weapons. Detectives also located two inert grenades, as well as additional evidence related to the threatening communications investigation.

Haidar was arrested and booked into the Stanislaus County Jail on 15 counts of possession of an assault weapon in violation of California Penal Code 30605.

"This case demonstrates the importance of taking threats seriously and thoroughly investigating them before they have the opportunity to escalate," said Modesto Police Chief Brandon Gillespie. "Our detectives followed a complex digital trail and ultimately removed a significant number of fi****ms from a potentially dangerous situation. I am extremely proud of the relentless drive demonstrated by our team."

What a great turnout for Smoothies & Sirens 🚨🥤🌯 🚔⭐️! We had an awesome time connecting with our community, enjoying some delicious food and smoothies, and spending time with everyone who stopped by.

Our officers were joined by our law enforcement partners from the California Highway Patrol Modesto, Stanislaus Probation, and Stanislaus County Sheriff’s Office for an afternoon focused on conversation, connection, and community.

🏆 FBI NAA STATEWIDE RECOGNITION: AGENCY OF THE YEAR 2025

We are proud and honored to announce that the Modesto Police Department has been recognized as the 2025 Agency of the Year for the Sacramento Region by the FBI National Academy California Chapter.

MPD received the award last week during the chapter’s annual conference, where Chief Brandon Gillespie and Captains Bob Meredith and Robert Reyna proudly accepted the recognition on behalf of the department. This prestigious honor recognizes the collective efforts of our department and community to reduce crime and enhance public safety throughout Modesto.

This recognition goes beyond any single program, initiative, or statistic. It reflects the dedication of our officers and professional staff, the strength of our community partnerships, and the continued support of Modesto residents.

Modesto, Calif. - On Friday, August 21, 2026, the Modesto Police Department will conduct a driving under the influence (DUI) Checkpoint August 21, from 8 pm to 3 am at an undisclosed location.

DUl checkpoint locations are determined based on data showing incidents of impaired driving-related crashes. The primary purpose of DUI checkpoints are to promote public safety by taking suspected impaired drivers off the road.

“Impaired drivers put others on the road at significant risk,”
Traffic Safety Unit Sargent Darin Wilson said. “Any prevention measures that reduce the number of impaired drivers on our roads significantly improves traffic safety!”

Modesto Police Department reminds the public that impaired driving is not just from alcohol. Some prescription medications and over-the-counter drugs may interfere with driving. While medicinal and recreational ma*****na are legal, driving under the influence of ma*****na is illegal.

Drivers charged with a first-time DUl face an average of $13,500 in fines and penalties, as well as a suspended license.

Funding for this program was provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.
