Today marks the final day of work for Lieutenant Brett Short!

In 1998, Lieutenant Short graduated from what was then the Modesto Junior College West Campus police academy, which transitioned to the Ray Simon Training Center.

Lieutenant Short began his law enforcement career as a Custodial Deputy with the Shasta County Sheriffs Department in 2000. In 2001, he was hired by the Newman Police Department as a full time Police Officer. Over the years, he has earned several promotions to include Sergeant in 2008, and Lieutenant in 2010 - a role he held for more than half of his career. Following the retirement of Chief Richardson in May of 2026, Lieutenant Short was named as the Acting Chief of Police.

During his tenure, Lieutenant Short served as a Detective, a Field Training Officer, Range Master, and a Less Lethal Instructor. He was named the Newman Police Department Officer of the Year in 2006, and was recognized for his exceptional efforts in impaired driving enforcement in 2002, receiving the Mothers Against Drunk Driving (MADD) Award.

Lieutenant Short holds a Bachelors Degree in Criminal Justice Administration from Columbia Southern University, and a Masters Degree in Education from Trident University.

Tomorrow is the first day of school for the Newman Crows Landing Unified School District! Please help us to make the 2026/2027 school year a great one. Leave early, be patient, be courteous, and be cautious of pedestrians and bicyclists.

Parents, please remind your children who walk or ride bicycles to school to be aware of motorists, put their phones away and be aware of their surroundings, and to obey the rules of the road.

Attention motorists!

Expect one-way traffic control on Highway 33 from Yolo Street in Newman to Fink Road/Crows Landing Road beginning August 4th through August 5th from 7am to 2pm.

Take your patience with you when you leave your house, and be sure to leave early as you should expect delays. Watch for road workers and drive cautiously.

Time is quickly running out to place your order for a custom brick to be permanently located at Newman’s Veterans Circle! Have your brick engraved in honor of a service member, your business or organization name, your family name, in honor of a loved one, or with a special message.

Veterans Circle will be located at the northwest corner of Highway 33 and Fresno Street. Purchase a brick, have it engraved, and become a permanent part of historical downtown Newman. Orders must be placed by August 26, 2026. Order by scanning the QR code or following the link listed in the flyer.

As National Vehicle Theft Prevention month comes to a close, we wanted to remind you that the Newman Police Department provides “The Club” to Newman residents free of charge on a year-round basis during office lobby hours. The Club is limited to those residing within Newman city limits, all you need to do is show your vehicle registration card bearing a City of Newman address!

Please help us welcome our new Chief of Police, Raymond Framstad!

Chief Framstad began his law enforcement journey in 1995 when he was hired as a Reserve Police Officer with the Modesto Police Department. During his career, he has served with the Stanislaus County Sheriff’s Department, Livingston Police Department, and the Merced County Sheriff’s Office where he worked since 2006.

While with the Merced County Sheriff’s Office, Chief Framstad served in special assignments that included narcotics investigations, ma*****na eradication, crisis negotiations, the Sheriff’s Enforcement Team and the HIDTA Task Force. He served as an Operations Lieutenant overseeing the Detective Bureau, Coroner’s Bureau, Code Enforcement, HIDTA operations, and the Animal Services Bureau.

Chief Framstad earned a Masters Degree in Organizational Leadership and a Bachelors Degree in Criminal Justice Management, both from Union Institute and University. He is also a graduate of Sherman Block Leadership Institute, POST Command College, and the California Police Chiefs Executive Leadership Institute at Drucker’s.

With his appointment, Chief Framstad becomes the 17th Chief of Police in the history of the Newman Police Department.
