After 26 years of service to the City of Newman, Chief Randy Richardson has retired!

Chief Richardson graduated from the San Joaquin Delta College Police Academy, class 16-96, in May of 1997 where he ranked fourth out of his class. He was hired as a Reserve Police Officer by the Newman Police Department in December of 1998, and became full time in May of 2000.

Chief Richardson earned a Bachelors Degree in Criminal Justice from Union Institute and University, and a Masters Degree in Education from Trident University.

During his tenure, Chief Richardson implemented our department’s K9 Unit. He also served as the K9 Unit Sergeant, Taser Instructor, Defensive Tactics Instructor, Baton Instructor, Field Training Officer, Drug Recognition Expert, and Explorer Advisor. He has also been an advocate for the mental health of his staff and developed a Wellness Program that remains in place today.

Chief Richardson quickly rose through the ranks of our agency, promoting to the position of Sergeant in 2006, but most notably, he was named as the Chief of Police in September of 2010 and spent well over half of his career in this position. At the time of his appointment, Chief Richardson was the youngest Chief of Police in the State of California.

Chief Richardson, thank you for your years of dedicated service and your leadership to the Newman Police Department and the City of Newman. We wish you all the best in a well-earned retirement!



¡Tras 26 años de servicio a la ciudad de Newman, el Jefe Randy Richardson se ha jubilado!

El Jefe Richardson se graduó de la Academia de Policía del San Joaquin Delta College —promoción 16-96— en mayo de 1997, donde obtuvo el cuarto lugar de su clase. Fue contratado como Oficial de Policía de Reserva por el Departamento de Policía de Newman en diciembre de 1998, y pasó a ser oficial de tiempo completo en mayo de 2000.

El Jefe Richardson obtuvo una Licenciatura en Justicia Criminal en el Union Institute and University, y una Maestría en Educación en la Trident University.

Durante su trayectoria, el Jefe Richardson implementó la Unidad Canina (K9) de nuestro departamento. Asimismo, ha sido un firme defensor de la salud mental de su personal y desarrolló un Programa de Bienestar que sigue vigente en la actualidad.

El Jefe Richardson ascendió rápidamente en el escalafón de nuestra agencia, siendo promovido al cargo de Sargento en 2006; pero, lo más destacado es que fue nombrado Jefe de Policía en septiembre de 2010, cargo en el que permaneció durante más de la mitad de su carrera profesional. En el momento de su nombramiento, el Jefe Richardson era el Jefe de Policía más joven de todo el estado de California.

Jefe Richardson, gracias por sus años de servicio dedicado y por su liderazgo en el Departamento de Policía de Newman y en la ciudad de Newman. ¡Le deseamos todo lo mejor en esta merecida jubilación!

Our agency had a full night of special moments to celebrate at last night’s Newman City Council meeting!

After 26 years of service - 16 of those years spent as the Chief of Police - Chief Richardson took part in his final Council meeting. He was also able to formally swear in his final Police Officer, Destiny Arroyo, and promote Lieutenant Ashley Williams.

Officer Arroyo is a graduate of California State University Stanislaus where she earned a Bachelors Degree in Criminal Justice with a concentration in Law Enforcement. She is also a graduate of the San Joaquin Delta College Police Academy. Officer Arroyo previously served with the Modesto Police Department.

Lieutenant Williams is a graduate of the San Joaquin Delta College Police Academy, Class 29-10. She was hired by the Newman Police Department in July of 2011 and has served as a Sergeant since January of 2021. She has held the positions of Field Training Officer, K9 handler, K9 Unit Sergeant, Public Information Officer, Taser Instructor, and Investigator with the Stanislaus County Auto Theft Taskforce.

Lieutenant Williams earned a Bachelors Degree in Criminal Justice Management and a Masters Degree in Organizational Leadership, both from Union Institute and University.

¡Nuestra agencia vivió una noche repleta de momentos especiales para celebrar durante la reunión del Concejo Municipal de Newman celebrada anoche!

Tras 26 años de servicio —16 de los cuales transcurrieron como Jefe de Policía—, el Jefe Richardson participó en su última reunión del Concejo. También tuvo la oportunidad de tomar juramento formalmente a su última oficial de policía, Destiny Arroyo, y de ascender a la Teniente Ashley Williams.

La oficial Arroyo es graduada de la Universidad Estatal de California en Stanislaus, donde obtuvo una Licenciatura en Justicia Criminal con especialización en Cumplimiento de la Ley. Asimismo, es graduada de la Academia de Policía del San Joaquin Delta College. Anteriormente, la oficial Arroyo prestó servicio en el Departamento de Policía de Modesto.

La Teniente Williams es graduada de la Academia de Policía del San Joaquin Delta College, perteneciente a la Clase 29-10. Fue contratada por el Departamento de Policía de Newman en julio de 2011 y ha ejercido como Sargento desde enero de 2021. Ha desempeñado los cargos de Oficial de Capacitación en Campo, Guía de la Unidad K9, Sargento de la Unidad K9, Oficial de Información Pública, Instructora de Taser e Investigadora en el Grupo de Trabajo contra el Robo de Vehículos del Condado de Stanislaus.

La Teniente Williams obtuvo una Licenciatura en Gestión de Justicia Criminal y una Maestría en Liderazgo Organizacional; ambos títulos fueron conferidos por el Union Institute and University.

Distracted Driving Enforcement Operation Planned for the Month of April

The Newman Police Department will be conducting traffic safety operations throughout the month of April focused on distracted driving.

“Distracted driving is a contributing factor in many traffic collisions,” Newman Police Sergeant Ashley Williams said. “It’s a dangerous behavior that places those who share our roadways in unnecessary danger.”

According to the National Highway Traffic Safety Administration, distracted driving is any activity that diverts attention away from driving, including, but not limited to, texting or talking on the phone while driving.

Funding for this program was provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.
