Southeast Idaho Council of Governments - SICOG SICOG’s Community and Economic Development team handles planning, funding, coordination and administration of the public works projects.

Our focus is to offer cost-effective solutions to area-wide problems; provide a forum for locale policy development; assist in community planning, program management and business assistance; and to serve as a coordinating link between the city, county, state, federal, and other area-wide agencies to help make sure the community is adequately represented and protected. How We Can Help Upgrading a failing water system or redeveloping a blighted area of town is a huge undertaking, and most small communities do not have the expertise nor the resources to take it on alone. SICOG’s Community and Economic Development team has the savvy and the experience to handle the planning, coordination and administration of the public works and redevelopment projects that are so critical to thriving communities. We can also help source the funding, working closely with communities to pull together project financing via grants, loans, and bonds and other financing tools. This winter, Community Builders is offering a workshop, the Building Better Places training to help local leaders develop the skills they need to effectively plan for growth and change in their community. Because the American West is one of the fastest growing and rapidly changing parts of the country, local leaders are grappling with a lot of tough challenges. How can we ensure that growth and change isn't something that simply happens to us, but instead is harnessed into an opportunity to build a more livable, economically viable future for our community?

The Building Better Places training is not your typical "conference." Rather than one person attending, applicants build a community team of up to 8 local leaders to attend the training together. Over two and a half days, teams learn from expert trainers and work with a facilitator to cultivate leadership abilities and an understanding of planning, policy, development tools, community engagement and strategies for implementation.

Nearly all participation costs, including lodging, are covered for accepted teams. Communities from Colorado, New Mexico, Wyoming, Montana, Idaho and Utah are invited to apply. Applications are due Friday, December 20, 2019.

$11.5M available through Nov. 8 for Transportation Alternatives funding

Nearly $11.5 million in funding is available through Nov. 8 from the Idaho Transportation Department for community Transportation Alternatives Program funding and Safe Routes to School Education and Infrastructure projects.

Both programs offer a competitive grant for communities, schools and regional agencies to fund pedestrian and bicycle facilities, historic preservation, complete streets, Safe Routes to School materials and more.

Eligible projects include pedestrian and bicycle facilities, projects to enhance access to public transportation, and Safe Routes to School educational projects.

Eligible applicants include local governments, regional transportation authorities, transit agencies, natural resource or public land agencies, tribal governments and school districts or local education agencies. Also eligible are nonprofit entities responsible for administration of local transportation safety programs, and any local or regional government entity responsible for transportation or recreational trails.

The infrastructure program has existed in various forms since 2003, funding 282 projects totaling over $95M across Idaho. The Safe Routes to School program has existed since 2010, funding 69 projects totaling over $8.5M..
Mandatory milestones for prospective applicants are:

Kick-Off and Pre-Application Screening
· September 23, 2019 – November 8, 2019

Mid-Application Subject Matter Expert Screening
· November 8, 2019 – December 13, 2019

Final-Application Development
· December 13, 2019 – February 2, 2020 (FINAL APPLICATION DUE)

Callie started with SICOG in the winter of 2016/2017 as our CPI intern and grew into a wonderful Project Coordinator, Grant Administrator and friend. Thank you Callie for all of the early morning rides out to sewer lagoons, late night city council meetings and all the Fancy Friday's and Taco Tuesday's in between.
