Before, during, and after an emergency incident, the California Department of State Hospitals Department Operations Center (DOC) serves as a critical coordination hub to support continuity of care and patient and staff safety at the state's inpatient psychiatric hospitals and county-based behavioral health programs.

During times of complexity and chaos, the DOC provides state leadership with:

✅ Space to exercise plans before they are needed for real-world operations
✅ Visibility into disaster impacts and facility/program responses

From there, local teams work together to build trust, connect people with services and help them move toward greater stability.

Success in the CARE Act is about more than what happens in court. It’s about connecting people with serious mental illness to the right care.

One CARE team in San Bernadino connected more than 25% of their referrals to alternate stabilizing services and treatment.

This connection is key to improving California’s behavioral health system—through outreach and coordination, local partners are helping people access appropriate services—even when the full CARE process isn’t needed.
