International Youth Day puts one truth in front of us: better outcomes for young men require better conditions.

For the Oklahoma young men we serve, that starts with safe housing, mentorship, clinical support, transportation, employment preparation, and daily accountability. When those pieces are in place, second chances become more than a slogan. They become structure, stability, and a real path away from incarceration.

For the young men we serve, a job is more than a paycheck. It builds confidence, routine, responsibility, and independence. Through supervised transitional housing, mentoring, clinical care, transportation, daily living support, and employment preparation at the William Kellough Residential Treatment Center in Tulsa, we help Oklahoma young men ages 18–30 build the structure that supports desistance and a stronger place in the community.

Research shows diversion works.

For eligible nonviolent young men ages 18–30, accountability paired with treatment, employment readiness, stable housing, and structured support can reduce reoffending more effectively than incarceration alone. At our William Kellough Residential Treatment Center in Tulsa, we provide supervised transitional housing, mentoring, clinical care, routine UAs, transportation, and daily living resources inside a 24/7 pro-social environment.

More than a past, that’s the work in front of us.

At the William Kellough Residential Treatment Center in Tulsa, supervised transitional housing creates the structure young men ages 18 to 30 need to move from crisis and reentry barriers toward accountability, work, family stability, and a pro-social life. Our habilitation-first approach includes mentoring, clinical care, routine UAs, employment preparation, transportation, and daily living support because stability is what makes growth possible.

Encouraging because this model opens doors to real change. Sobering because too many young men are still one setback away from prison. Now is the moment to invest in second chances and community support.

1st Step Reaches an Important Milestone

We are excited to announce that 1st Step has been issued a six-month Temporary Permit for Chapter 27 Certification by the Oklahoma Department of Mental Health and Substance Abuse Services (ODMHSAS).

This milestone reflects our continued commitment to providing high-quality, evidence-based behavioral health services to the young men we serve. During this temporary certification period, we will continue working closely with ODMHSAS to meet all requirements for full Chapter 27 certification.

Achieving Chapter 27 certification strengthens our ability to expand services, enhance quality of care, and increase access to treatment and recovery support for justice-involved young men in our community.

We are grateful to our dedicated staff, Board of Directors, community partners, and supporters who have helped make this milestone possible. Together, we are building brighter futures and keeping young men from prison by helping them build better lives.
