The passage of the Preventing Animal Cruelty and Torture (PACT) Act marked a major turning point in the fight against extreme animal cruelty in the United States.
Signed into federal law in 2019, the PACT Act made certain acts of intentional animal cruelty—including severe abuse such as torture, burning, drowning, and suffocation—federal crimes, with penalties of up to seven years in prison.
For cats and kittens, this law represents an important layer of protection against people who deliberately inflict horrific suffering on animals.
It also gives federal authorities the ability to pursue certain cases involving interstate activity, interstate commerce, and federal property, helping law enforcement take action when serious cruelty crosses jurisdictional boundaries.
Most importantly, the law sends a powerful message:
Animals are not objects.
They are living beings capable of feeling fear, pain, and suffering—and deliberately hurting them should never be treated as something insignificant.
Protecting vulnerable animals requires strong laws, enforcement, and people willing to speak up when cruelty is discovered.
Do you believe federal agencies should receive more resources to investigate and shut down online networks that promote or organize animal abuse? 🐱❤️
