FSM Supreme Court to Host 35th National Law Day Debate in Celebration of its 45th Anniversary

The FSM Supreme Court is proud to announce the 35th FSM National Law Day Debate, to be held July 23–24, 2026, at the Yap State Legislature.

This year’s event is particularly significant as it commemorates 35 years of the National Law Day Debate and celebrates the 45th Anniversary of the FSM Supreme Court. For over three decades, the debate has provided high school students across the Federated States of Micronesia with a platform to develop critical thinking, legal reasoning, and public speaking skills while promoting civic education and constitutional awareness.

The 2026 debate theme is:

“Be it resolved that, on balance, the benefits from the development and use of Artificial Intelligence (AI) will outweigh the harms to the Federated States of Micronesia.”

Competing this year are student teams from:

* Our Lady of Mercy Catholic High School (Pohnpei Team 1)
* Pohnpei Catholic School (Pohnpei Team 2)
* Xavier High School (Chuuk)
* Yap Catholic High School (Yap)
* Kosrae High School (Kosrae)

The FSM Supreme Court extends its sincere appreciation to the Office of the President, FSM Congress, Yap State Government, 11th Yap State Legislature, Yap State Judiciary, State Departments of Education, participating schools, judges, coaches, volunteers, court staff, and community partners for their invaluable support in making this event possible.

The public is encouraged to attend the debates or watch the proceedings live on the FSM Supreme Court YouTube Channel as we celebrate 45 years of justice and 35 years of inspiring the nation’s future leaders.

FSM Ratifies Pacific Resilience Facility Treaty

PALIKIR, POHNPEI — July 13, 2026 — The Office of the President welcomes the approved ratification of the Pacific Resilience Facility (PRF) Treaty by the Congress of the Federated States of Micronesia during the recent Special Session, marking an important step in advancing Pacific-led efforts to enhance access to critical climate finance and strengthen climate resilience in the region.

The PRF Treaty has been a legislative priority of the Simina-Palik Administration, having been included among its priority measures during both the previous regular session and the recent Special Session of Congress. President Simina extends his sincere appreciation to the 24th Congress of the Federated States of Micronesia (FSM) for its support and approval of the Treaty, recognizing Congress' continued commitment to strengthening the nation's resilience and regional cooperation.

The Treaty's passage positions the FSM to participate fully in the Pacific Resilience Facility, a Pacific-led, Pacific-owned financing mechanism that supports community-level resilience projects. Becoming a party to the PRF Treaty will strengthen the FSM's ability to access resources for climate adaptation and disaster preparedness responding to gaps in current international financing mechanisms.

Prior to the Treaty's passage, the FSM participated as an observer at the First Annual Pacific Resilience Facility Council Meeting, reaffirming its commitment to regional cooperation and continued engagement as the Facility becomes fully operational. The FSM looks forward to formally depositing the instrument of ratification to the Pacific Islands Forum Secretary General Baron Waqa and engaging as a member in the next PRF Council meeting tentatively scheduled for August 2026.

The Hon. Andy P. Choor is the two-year representative from the State of Yap to the Twenty-Fourth Congress of the Federated States of Micronesia.

He is the Chairman for the Committee on Judiciary and Governmental Operations, and is a member on: the Committee on Ways & Means, the Committee on Resources & Development, and the Committee on Foreign Affairs.

While Senator Choor is one of the newest members of the FSM Congress, replacing the Hon. Isaac V. Figir upon his retirement in 2025, he is no stranger to the political arena having worked over a decade at the Yap Congressional Delegation Office. He brings with him more than 20 years of experience across the fields of business, education, governance, and law, marked by a deep commitment to public service and community development.
