To support Sri Lanka’s Third Voluntary National Review (VNR) process, ICLEI South Asia delivered a technical training on Voluntary Subnational Reviews (VSRs) and urban resilience at a national workshop in Colombo on 8–9 September 2026.
Convened by the The Sustainable Development Council of Sri Lanka and United Nations ESCAP, the workshop brought together representatives from all nine provinces of the country.
The training aimed to strengthen integration of regional priorities and subnational perspectives into national Sustainable Development Goals (hashtag ) reporting. As part of this process, Sustainable Development Council of Sri Lanka is building VSR capacity across all nine provinces and piloting the full VSR process in Uva Province, with technical assistance from ICLEI South Asia.
Drawing on ICLEI-South Asia's experience supporting VLRs across South Asia, including Malé (Maldives) and Dhulikhel (Nepal), Bedoshruti Sadhukhan, Associate Director (Sustainability), discussed how provinces can translate the SDGs into evidence-based, locally relevant priorities and use VSRs as tools for planning and decision-making.
Participants assessed climate hazards, vulnerability and resilience, and identified locally specific risks and adaptation priorities. ICLEI South Asia brought its expertise in resilience assessment methodologies, indicator frameworks and practical regional experience to guide this process. Satarupa Roy, Senior Project Officer, ICLEI South Asia, facilitated co-creation exercises guiding participants to identify priority SDGs, assess data gaps and implementation challenges, and map climate hazards, impacts, vulnerable groups and potential adaptation solutions to build the evidence base for their VSRs.
The training marked an important step towards piloting Sri Lanka’s first VSR in Uva Province, evidence and lessons which are expected to inform future VSRs across the country. Selected findings will be included in Sri Lanka’s Third VNR, thus integrating subnational evidence into the national review.
Through such engagements, ICLEI South Asia continues to support Sri Lanka in localising the SDGs, directly informing the country’s Third VNR for presentation at the High-level Political Forum in 2027, and strengthening climate-resilient, evidence-based planning across South Asia.
