ICWA New Delhi The Indian Council of World Affairs,Sapru House was estd. in 1943 by
a group of eminent intellectuals The current President is the Hon’ble Shri Jagdeep Dhankhar.

The Council today conducts policy research through an in-house faculty as well as through external experts. It regularly organizes an array of intellectual activities including conferences, seminars, roundtable discussions, lectures and brings out a range of publications. It has a well stocked library, an active website, and publishes the journal ‘India Quarterly’. ICWA has over 50 MoUs with international think tanks and research institutions to promote better understanding on international issues and develop areas of mutual cooperation. The Council also has partnerships with leading research institutions, think tanks and universities in India. Organisation

The ICWA is funded by the Ministry of External Affairs and enjoys full autonomy. It has a General Body and Governing Council, headed by Hon’ble Vice President of the Republic of India who is the President of the ICWA. The Director General, appointed by the Governing Council for a fixed tenure of three years is the Chief Executive Officer. The current incumbent Amb Vijay Thakur Singh assumed office on 24 July 2021. An Act of Parliament in 2001 declared the ICWA to be an ‘institution of national importance’ and laid down its objectives:

To promote the study of Indian and international affairs so as to develop a body of informed opinion on international matters. To promote India’s relations with other countries through study, research, discussions, lectures, exchange of ideas and information with other organisations within and outside India engaged in similar activities. To serve as a clearing house of information and knowledge regarding world affairs. To publish books, periodicals, journals, reviews, papers and pamphlets. To establish contacts with organisations promoting these objectives. To arrange conferences and seminars to discuss and study Indian policy towards international affairs. To undertake such other activities as may be necessary for the promotion of ideas and attainment of the above mentioned objects.

In collaboration with the Indian Council of Word Affairs, a one-day Inter-University Essay Writing Competition titled Shaping India’s global Image Through Digital Diplomacy, organised by Career Point University, Kota on 12 September 2026. Dr. Fazzur Rahman Sidddiqui, Senior Research Fellow participated in the program as ICWA’s representative. The program was attended by Dr. Mayank Saxena, Vice Chancellor, Career Point University and other senior faculty members of the university.

Around two hundred students from different colleges in Rajasthan participated in the competition. There were participations from other states as well such as Maharashtra and Haryana. The students from both graduate and post graduate standard participated in this competition.

In his inaugural remarks, Dr. Siddiqui talked about the history of the Council, its evolution over the decades, its contribution and achievement in shaping the foreign policy discourse both at national and international levels.

He also spoke about the role of digital diplomacy in shaping India’s global image and how the formation of Indian diplomacy is no more confined to a narrow domain of policy makers alone. He also highlighted how the youth of the country through social media are actively participating and engaging in the discourse on foreign policy and regional and global affairs.

India has emerged as Armenia's largest defence partner, securing $2.2B in contracts including the indigenous AKASH air defence system. The partnership is rapidly evolving beyond military hardware into joint R&D, artificial intelligence, and quantum technologies. Both nations are exploring alternative trade networks like the INSTC corridor to build resilient global supply chains. Moving forward, a proposed 2+2 ministerial dialogue aims to elevate this collaboration into a comprehensive strategic partnership.

hosted the “Silver Jubilee Celebration of Indian Council of World Affairs as an Institution of National Importance” on 15 September 2026 at 1000 hrs IST at . Shri C.P. Radhakrishnan, Hon’ble Vice President of India & President, ICWA was the Chief Guest and he delivered the Special Address in the Inaugural Session. He also visited/walked through a photos exhibit that showcased the legacy of the ICWA. The photographs provided a glimpse of the eminent speakers who visited the Council at various occasions, ICWA interaction with it’s National and International Partners, work as the knowledge partner /representative institution for multilateral organisations such as the IORA, SCO, CICA, CSCAP and CMMDS. The exhibit also showcased ICWA’s publications which included books in English and Indian languages, Special Publications and various issues of ICWA’s flagship journal the India quarterly. It also included a selected few rare books from the extensive collection of the Sapru House Library.

The Roundtable Discussion deliberated upon CICA's ongoing transformation and its achievements over the years. The discussion also highlighted the Indian, Russian, Central Asian and Gulf perspectives on CICA. Concepts of multilateralism, mulitpolarity, interdependence and CBMs were also discussed. India's strengths in civilizational connect, fintech, commerce, industry, DPI, pharmaceuticals and it's role in health sector could be among major contributions to CICA. Speakers also acknowledged that, despite years of efforts, CICA's potential has not been fully realised.

In the fourth session a panel discussion titled "India in World Affairs" was conducted with a group of distinguished panellists: His Excellency Mr. Antonio Bartoli, Ambassador of Italy to India; His Excellency Mr. Abdulrahman Mohamed Ahmed Al Gaoud, Ambassador of Bahrain to India; His Excellency Mr. Juan Rolando Angulo Monsalve, Ambassador of Chile to India; Her Excellency Prof. Joyce Kakuramatsi Kikafunda, High Commissioner of Uganda to India; His Excellency Mr. Josel Francisco Ignacio, Ambassador of Philippines to India; Moderated by Mr. Nagaraj Naidu Kakanur, Additional Secretary (AMS), Ministry of External Affairs, India.

The Ambassadors from across five regions resonated with India being perceived as a highly regarded, friendly and trusted partner which is rooted in it’s developmental, human, civilizational, historical, and strategic ties with the regions. India’s strategic autonomy and multi-alignment is seen as balancing, rational and trusted approach. The distinguished panellists envisaged India to continue its role as voice of Global South, and as a peaceful, developmental, and reliable security partner.

In the third session "Authors’ Talk: ICWA Book Publications". The authors included Amb. Gurjit Singh, former Indian Ambassador to Ethiopia and the African Union; Amb. Achal Malhotra, former Indian Ambassador to Armenia and Georgia and Distinguished Fellow, South Caucasus, Tillotoma Foundation; Mr. Kunduri V. Prasad, former Editor, The Tribune; Prof. Rajendra K. Jain, former Professor, Centre for European Studies, Jawaharlal Nehru University, New Delhi; and Prof. Vyjayanti Raghavan, former Professor, Centre for Korean Studies, Jawaharlal Nehru University, New Delhi.

The session was moderated by Prof. Chintamani Mahapatra, Honorary Chairman, Kalinga Institute of Indo-Pacific Studies and Editor, India Quarterly.

Drawing on their respective books the session featured discussions on India-Africa relations, the geopolitics of the South Caucasus, India-Germany relations, Northeast Asia and South Asia and Role of Parliament in shaping India's foreign policy space.

In the second session "ICWA through the Eyes of the Director Generals: 25 Years of Legacy, Leadership and Way Forward", former Director Generals of the Council- Amb. Sudhir T. Devare, Amb. Rajiv Bhatia, Amb. Nalin Surie and Amb. T.C.A. Raghavan reflected on the Council's 25 years journey, its institution-building efforts and its role in shaping a distinct Indian foreign policy perspective. In their address, former DGs shared their memories and perspectives on ICWAs legacy as a leading Think-Tank dedicated to world affairs, and offered suggestions for the way forward.
